Keating's Senate interim committee on government reorganization were informed this week. The committee scheduled a hearing after it received complaints expressing dissatisfaction over application of legislative action which provided blanket increases for all state employees. Representatives of the personnel board and the California State Employees Association were present and explained workers in lower brackets were given the blanket increase while salaries of those in the higher pay groups were equalized, some receiving $15 increases and others $30 to correct former inequalities in the state's pay scale. When complaints are filed, the committee was told, they are investigated and if the CSEA feels the complaint is justified, it contacts the personnel board which has shown a spirit of co-operation and usually equalizes the salary scale. The committee was told workers in state hospitals and many other departments have not only received a pay increase as provided by law, but are on a 40-hour week in place of the old 48 hour week. Board Awards Unemployment Pay to Bakers (Western News Service) First of a series of decisions to come by the California Unemployment Insurance Appeals Board is on record giving bakery workers in a strike in Sacramento last spring unemployment insurance benefits. The first case, an appeal by Channel Pie Shops, granted benefits to about 200 workers. The opinion was handed down with one dissent, Toland C. McGettigan and Michael B. Kunz voting the benefits, and Hiram Johnson II dissenting. The pie shop contended: "A strike against a single member of an employers' collective bargaining unit involves economic action against that employer only, and subjects only that establishment's employees to disqualification." The majority opinion of the board was based on the grounds that other members of the association had "locked out" the employees, and therefore, they were entitled to benefits. Johnson, however, held the fact a labor dispute existed at all plunged all members of the association, and the employees into the dispute, and therefore, the employees were not qualified for unemployment benefits, as they were parties to a labor dispute." FJC VETS CLUB TOY FILE GETS BIG GIFT The Vets club of Fullerton Junior college, in its yearly project of supplying toys to children of needy families, were the recipients of a nice gift, that of 15 dozen new toys, from the California Toy Company who had heard of the work of this group and the joy they bring to deserving children. The second annual affair will be held on December 23, when toys will be presented to the youngsters. Previously, the club had received checks from the Rubbercraft Corporation and the Women's Athletic Assistance League of Fullerton for this work. Springfield, Missouri, was first settled in 1819 and was for some time an important Indian trading post. It was incorporated as a city in 1838.
