Subdivision Changing Citrus Map Of Southern California Says Armstrong The rapid and persistent growth of southern California is changing the map of citrus production. Paul S. Armstrong, general manager of the California Fruit Growers Exchange said in his annual report to members. Citrus groves in the Los Angeles metropolitan area and around the perimeter of the principal citrus belt communities are giving way to subdivisions and other types of construction caused by industrial developments in the area, Armstrong said. These developments reduced acreage by 1800 acres, and also brought changes in labor supply, taxes and other situations affecting citrus operations. Noting that competition provided by canned orange and grapefruit juices was a factor contributing to the disappointing returns for oranges during the season just ended, Armstrong made a constructive suggestion. "In order to be of advantage to the citrus industry," he said in his annual report, "prices on canned juices must be advanced to a level which will at least pay the cost of production for fruit used for this purpose. This cannot be established if the juice pack from all the states combined is excessive in relation to demand at a fair price. Meanwhile the industry had better turn its attention to those outlets for processed fruit which is not competitive with the same fruit sold in fresh form. There are promising outlets for such products in both domestic and foreign markets." As to prospects for the coming year he said that on a national basis estimates indicate a "slightly smaller" crop than was produced during the season just ended. Prospects are, he added, that buying power and demand will remain high, a situation favorable to the marketing of a large crop. California, he reminded growers, has the highest cost of production of any citrus area and it can only succeed in competition with the other areas through "producing quality fruit and handling it in a quality manner, thus justifying a higher price for its product." $10,740,925 In Gas Taxes Paid In September Use of gasoline on California's highways amounting to nearly 26 gallons for every man, woman, and child in the state was indicated by the September report of motor vehicle fuel tax collections released by Chairman William G. Bonelli of the State Board of Equalization. Net highway revenues of $10,740,925.47 were collected during September, representing the tax paid on 256,313,700 gallons of gasoline. Comparing gallonage and revenue figures for September of this year with the same month a year ago, Bonelli noted an increase of 14.6 percent in the gallonage tax, which totalled 233,714,585 in September 1946. State Agency Is Large Tax Payer to State According to Paul Scharrenberg, chairman of the board of directors, the State Compensation Insurance Fund has sent a check to the state treasurer for $804,781.80 in payment of its taxes on 1946 business. Since 1917, the State Compensation Insurance Fund has paid taxes in excess of $4,500,000 which has been credited to the general fund of the state. The State Compensation Insurance Fund is entirely self-supporting, paying all of its expenses, including state taxes at the same rate as other workmen's compensation insurance carriers. The tax rate on 1946 business is 2.40% of net premium income. The 1,475 lodges of Elkdom, representing some 900,000 members, have adopted for the coming year an aggressive plan to sponsor and assist financially the promotion of the Boy Scout program. Senior Scouting and Cub Scouting, especially in less privileged districts and neighborhoods, according to an announcement by Lafayette A. Lewis, of Los Angeles, newly elected Grand Exalted Ruler of the B.P.O.E. In this connection Colonel Charles Spencer Hart, Past Grand Exalted Ruler, has been appointed to represent the Elks on the National Civic Relationships Committee of the Boy Scouts of America. On a special trip to New York, Mr. Lewis conferred with Dr. Elbert K. Fretwell, chief Scout mean to furnish funds and offer many of our war veteran Elks as Scout leaders and committeemen. Increased Volume Lowers MOD Selling Costs During Past Season Says Steward In a year of rising costs for practically every operation in the citrus industry, Mutual Orange Distributors were able to show in the season just closed a reduction in the unit cost of its operations. While some of its costs, including advertising expenditures increased, the MOD cost of selling a box of oranges was reduced during the year by 3/10 of a cent per box. The refund this year amounts to 8% per packed box. "Our increasing volume during the past four years accounts in part for the lower unit selling cost," said General Manager J. A. Steward at the annual meeting. "While the whole industry's shipments in 1947 were only 8-2/10 percent more than in 1946, the MOD increase was 16-1/10 percent. For the third consecutive year, we have increased our percentage of total California-Arizona shipments. During the season, MOD handled in all distribution channels the equivalent of 14,237 cars of oranges, lemons and grapefruit. "Packing associations affiliated with MOD," continued Steward, "shipped 5-1/2 million seven-bed are not enough. Lewis expects basic contributions this year will total more than $12,000,000. Much of this will go for care of war veterans in 152 hospitals in 41 states, for the benefit of crippled children and toward college scholarships to outstanding secondary school students. P.E. Robbins Russel, general sales manager, reviewed the marketing situation in considerable detail and explained the recently expanded sales organization designed to function at top efficiency in a buyer's market. He showed that MOD's program of marketing fruit in consumer-size containers increased sales of certain sizes of fruit as much as 40 percent overall and in some markets more than 100 percent. This is the first radical change in packaging of California citrus fruits in some forty years. Clark Donmyer, sales manager of Southern California Citrus Foods, the processing division of MOD, outlined the program of marketing successfully citrus fruit Army and Air Force, of the American Defense and Victory Medals to members of this lodge. Permits Show Building Active During November Building permits issued during November by City Building Inspector Rudolph Nyboe almost doubled the valuation of building in October and were far ahead of those for November, 1946. But the total for the first 11 months of 1947 lagged behind the total for the corresponding period in 1948. November's total valuation was $223,697. Total for the year to the end of November was $1,720,000. The 1946 total was $92,168. The October, 1947 total was $125,127.
