Council Grants Two Variances, Other Petitions
In a brief session Tuesday night the city council granted petitions for two variances from zoning restrictions. One will permit S. C. Lindsay to build a second house on a single lot at 832-34 North Lemon street which is in a single family dwelling zone. Variance was granted in consideration of the fact that the lot has 80 feet of frontage and at present is occupied by a small house at the extreme northern end of the lot. The other variance will permit R. Gladys Woodward and T. Earl Woodward to convert a residence at 1204 West Center street into an apartment house. While this is in a single family residence zone it is surrounded by many other types of buildings.
Continuance in effect of a license to operate a pool hall at 100 North Los Angeles street was granted to R. and Leon Stiner and Maxine Coley who have purchased the business at that address from Leon David.
Permission was granted to the Northern Peat & Guano company to conduct a business for distribution of humus compost on Manchester boulevard near Adamstreet.
A lease on about six acres of the 17-acre "University Site" on Placentia avenue and South street owned by the city, was granted to A. S. Tousseau who proposes to use it for grazing stock and raising a garden.

VFW Opposes P.-T.A. Stand On UMT Proposal
A resolution opposing a statement of policy presented recently by the Board of Managers of the National Congress of Parents and Teachers, was unanimously passed by the Department of California, Veterans of Foreign Wars Council of Administration, meeting in San Francisco. The council, composed of 21 district commanders from every part of the state, is the governing body of the VFW in California between conventions.
Presented by the Kern county council, the resolution read, “We oppose the idea of a professional army because we feel that history would repeat itself and our nation would disappear as a democracy.”
The Parents and Teachers Congress had advocated a highly paid professional military organization to supplant the necessity of Universal Military Training, which would enlist the youth of the country for six months training in the armed services, according to J. R. Klawans, department legislative director for the VFW.
Maintaining its established stand for a Universal Military Training Law, the VFW, through its resolution, continued, “We believe that the only plan for a defense of a democracy is that of a citizen army, which fights to protect our country because we love it, not because it is paid to do so.”
According to Klawans, the resolution will be referred to the National VFW body for immediate action to offset the nationwide program of the Parent Teachers organization.
Big Program In Speech Craft Well Underway
Boasting a bigger attendance than ever, the third session of the Anaheim Toastmasters’ speech craft course got underway Monday evening, in La Palma Grill with vice-president Robert H. Allen, presiding.
Table topic master of the evening was president Aubrey Van Verst who presented the subject “Useful Articles.”
Earl E. Smith was the toastmaster and instructor of the third speech craft course of the meeting. Speakers included Ted Lucky of Santa Ana Toastmasters No. 100, stressing “Talk About What You Know”, Alfred Holve speaking on “Gathering Speech Material,” and Ed Wright presenting “Speech Subjects From Current Events.”
A lively question and answer period followed the prepared speeches.
The two regular program speakers included Sydney Pellew giving “My Dog,” and C. J. Stillson, pioneer citizen, presenting his autobiography in 10 minutes.
Robert Balch of Anaheim, guest of the evening, was introduced to the group by Leslie Sim. Harold Alfson was critic of the evening.
A float will be entered in the annual Hallowe’en parade it was disclosed. A Slick Chick will also be sponsored by the group. The comely miss is Patricia Phelan of Fullerton.

Unemployment In State Only Half Of Peak Figure
Fewer people are receiving unemployment insurance in California now than at any time since shortly after the end of World War II, and the total is less than half the peak figure reached in March, 1946.
State Director of Employment, James G. Bryant, made that statement, and added that the improvement in employment conditions was made in spite of sharp increases in the state's population and labor force.
Unemployment insurance, including veterans' jobless benefits, was paid to a weekly average of 145,213 persons during September, Bryant said. This is the lowest figure since November, 1945, when the average was 153,640. The peak figure in March, 1946, was 325,033.
Meanwhile, the working population of California increased from about 3,346,000 in January, 1946, to approximately 3,780,000 during September, 1947, Bryant said. The total population increased in about the same proportion.

State To Aid Local Health Departments
With $3,000,000 in state funds available to help local health departments provide basic services to all citizens, the state Department of Public Health has notified all city and county governments of the amount of money available to them and conditions governing its availability.
According to Dr. Wilton L. Halverson, state director of public health, the majority of California's 32 full-time county health departments, and most city departments which serve over 50,000 people, will be eligible for financial aid under the applicable laws and regulations.
Dr. Halverson pointed out that the money appropriated by the California Legislature is to augment, not substitute for, local financing of public health programs.
"Some areas unfortunately cannot qualify for state assistance, simply because they have not been willing to provide their people with minimum health services," Dr. Halverson said.
Dogs were parachuted to the ground in Arctic regions in World War II to help rescue teams of the Army Air Forces find downed air men and bring them back to safety.

To Initiate Volunteer Blood Donor Service
A quota of 500 volunteers has been set for the county-wide volunteer blood donor typing service to be initiated on November 16, by the Orange County Medical Association, the Orange County Public Health department, and county hospitals in cooperation with the Southern Orange county chapter, American Red Cross. Volunteers will be typed Sunday afternoon, Nov. 6, from 2 to 5 o'clock in the Santa Ana Community Center club house, 1104 West Eighth street, it was announced.
Anticipated are "walking blood bank" typing centers to be conducted by all four Red Cross chapters throughout the county in the near future. Chapter responsibilities, stated in the agreement between the sponsoring agencies and the Red Cross chapters in the county for this initial phase of the over-all National Red Cross blood donor program, were accepted by the board of directors of the southern Orange County chapter, at the monthly luncheon-meeting, Monday, in the Community Center Clubhouse with William K. Lindsay, chairman, presiding.
Dr. Russell Johnson, president of the Orange County Medical Association, expressed his full accord with the proposed plan as outlined by Dr. John Kraushaar, blood donor chairman for the Orange County Medical Association, Dr. Edward Russell, Orange County Medical Department director and Rev. F. W. Niedring.
Cub Scouts In Costa Mesa Parade
When the Sub Scouts Pack No. 178 of Olive marched in a parade Saturday in Costa Mesa with Cubs from that city and Newport Beach, they carried their community name and the Stars and Stripes proudly. The parade, headed by a police escort, was sponsored by Veterans of Foreign Wars of that area.
Olive Cub Mascot C. R. Pehley, II, was the flag bearer.
Participating in the marching unit from Olive were Jimmy Payan, Richard Brabaker, Michael Davenport, Bobby Blansett, Albert Pehley, Fred Todd and Duane Pehley, den chief.
Following the outdoor event, the group attended the three-ring circus and side shows in Costa Mesa. The Olive Cubs were accompanied by Mesdames C. R. Pehley and R. C. Payan, den mothers, and Royer C. Payan.

The blood typing service is being established so that a referral file containing names of qualified donors, their blood type and RH factor, will be available in case of emergency to an individual with a rare type of blood, or where otherwise a sufficient amount is not available to save a life. This walking blood bank is also a preparedness measure for disaster relief.
The list of volunteer donors should not conflict with the present blood bank conducted by St. Joseph hospital, Orange, since it is directed toward meeting emergencies facing all doctors and hospitals in the county, volunteer donor plan spokesmen stated.
County's Taxable Property Value Up 32% in Year
The valuation of taxable property in Orange county which reached $324,150,985 for the current fiscal year, is 68 per cent greater than prewar valuation of $192,420,128.
Assessed value of taxable property in the county for this year is 32 per cent greater than that for last year, when the total reached $244,857,665.
Over the state as a whole, the valuation of taxable property reached $10,994,622,625 for 1947-48, up 50 per cent from the prewar valuation of $7,350,926,865 for fiscal 1941-42. Statewide valuation for 1947-48 is 21 per cent greater than the $9,100,823,858 valuation for 1946-47. In other words, almost half the increase statewide since 1941-42 took place in 1947-48.

AN APPLE A DAY? NOT ANY MORE
If you date back enough to recall the music sleigh bells made, you'll remember this was the time of year to lay in your winter's supply of apples. We were a two-barrel family. Generally put down a barrel of Northern Spies and another of Grimes Goldens.
Back in those days people ate lots of fruit and it was mostly apples. In pounds consumed per person, apples represented half or more of all fresh fruits.
Only 20 years ago the U.S. average was 47 pounds of apples per capita per year against 32½ pounds of oranges.
Now it's 62 pounds of oranges and 25 pounds of apples as fresh fruit.
That's a mighty important fact to citrus growers, because it didn't "just happen." Apples are mighty tasty fruit too. Remember those Tallman Sweets? And apples are healthful. They've got vitamins. They're easy to grow, all across the country. Ship and keep well. Granted they aren't as good as oranges, they're good enough to do a lot better than they've done. So why?
