FIREMAN AUGUST FITZ 'ON THE JOB' When the fire alarm blared Tuesday morning, Fireman August E. Fitz was in the act of delivering a large load of new furniture. However, swinging into action, he careened after Fire Truck No. 1 with the great moving van, going west on Center street. Fitz "wasn't missing a trick in case any furniture was destroyed," his friends joked. LICENSE ISSUED Marvin Frederick Bates and Cynthia Dean Dudley both of Anaheim obtained a marriage license at the county court house in Santa Ana last Thursday. WASHINGTON As Seen By CONGRESSMAN JOHN PHILLIPS The news has just come over the radio, as I write this, that the president, returning on the "Mighty Mo" from South America, radioed ahead to swear in James Forrestal, up to now the Secretary of the Navy, as the new Secretary of National Defense. That is one week ahead of schedule. It makes Mr. Sullivan the Secretary of the Navy and Mr. Royal the Secretary of the Army. It implements and puts into operation the most important bill passed in the first session of the 80th Congress, the "National Security Act of 1947"—commonly known as the "merger bill." The same radio news broadcasts announce, in the expression of the street, that Secretary Marshall has "blown his top" at the meeting of the United Nations, and has said that, since we seem unable to get along with Russia as a voting, or vetoing member, we'll have to get along without her and without the right of veto on the part of any major nation. It may be that the two items fit together and are therefore significant. It may also be that the same simple determination that made it possible for the representatives of the separate colonies, 161 years ago today, to sign a document that gave birth to the strongest government ever known to man, representative government under the republic, has finally replaced the appeasement and weakness evidenced up to this time by this nation, as well as by other nations. The colonies didn't all agree. If known characteristic of this country. We would say "No" a few times and really not mean it, or in our easy going fashion, not press the point. The time we said "No" and really meant it, Russia wouldn't be able to tell the difference, and then trouble would develop. Time will indicate how correct he was. Russia is fatalistic, controlled, its radios listen only to government broadcasts, its papers print only government propaganda. Its people are for the most part simple, rural people, who would and could get along with the rest of the world. They are under the control and direction of a dictatorship as severe and as arrogant as any in the history of the world, even the days of Genghis Khan, from whom there may be a line descent. So what are the probable effects of today's news items? I'll get my crystal ball out of the desk drawer, dust it off, and see what it says. This is my prophecy. Relations with Russia will probably be no worse, and are likely to be improved. The situation inside the United Nations organization will undoubtedly be improved. The UN was slowly degenerating into an organization with the impotence of the ill-fated League of Nations, and all because of the Russian situation and the exercise of the veto power. This clarifies the situation. We are as prepared for war as any nation in the world. There- Slate Telephone Hour Broadcasts Concert artists Bidu Sayao, Gladys Swarthout, Lily Pons and John Charles Thomas will be featured on the Telephone Hour programs this month, R. J. Roesberg, manager of the Pacific Telephone and Telegraph company offices in Anaheim, disclosed today. Orchestral music and accompaniment for the guest soloists on the Monday evening broadcasts over the NBC network at 8 o'clock will be interpreted by Condictor Donald Voorhees and the 57-piece Bell Symphonic orchestra. With the beginning of daylight saving time on the east coast September 28, the September 29 program will be scheduled at 9 o'clock on the west coast. Appearing for the first time will be John Charles Thomas, popular baritone. District's Sick Benefits Total $24,005 in August Payments of sick benefits in Anaheim and Orange county during August amounted to $24,005. Over 5,000 persons, suffering loss of wages due to sickness or non-industrial injury, received checks totaling $228,620 last month from the Long Beach Disability Insurance office according to V. L. Hetzel; district office manager. In order to be eligible for benefits under the California Disability Insurance Law," explains Hetzel, "an individual must have paid one per cent of his wages into the State Disability Fund and his base period earnings must have totaled at least $800. "A claim for disability, support- together and are therefore significant. If there had been a veto issue, we would have had a preview of the United Nations today. After weeks of discussion, and the conception of the "Federal Plan" (Senate and House to be elected on different bases) and the nearest possible agreement, the agreeing colonies simply went ahead without the two holdouts. They subsequently came into the Union. The only way to talk to Russia is with firmness. It is the only language that nation understands. We can live with them, we can deal with them, we can make agreements with them and these agreements can be kept, but not on any basis of appeasement, nor on the easy give and take of American custom. It was Mr. Churchill who said that if trouble between the United States and Russia ever did come, it would come because of a well- Relations with Russia will probably be no worse, and are likely to be improved. Therefore there will be no war. We are willing to help any nation which in turn will help itself. Therefore there may be a special session of the Congress. The reason given will be the present crisis, plus the need for implementing the "Marshall Plan" with money. The president will call the session, not the leadership of the Congress. It will probably be late in October, or early in November. When we get back to Washington, we will find every idea hanging on the Marshall Plan, like colored balls on a Christmas tree. Expenditures earnestly desired by the administration, which it could not possibly get through the Congress separately, will be found attached to the "Marshall Plan" because it will be hoped that the willingness of the people to help others in distress, and the courage of the people in time of crisis, will cause them to say to the members that they want the president supported and Marshall Plan augmented. The Congress will study the proposals with its present caution. It will suggest that cooperation on international matters should properly start with the inception of the program, and not merely after the administration is somewhere between the trunk on the tree and the end of the limb. It will re-shape the proposals. It will give support to the president and to the secretary of state. It will then come home and not take up a lot of other matters for which groups and individuals will press. Well, now we'll see if the old crystal ball is still in good form.
