Irvine Requests MWD Water For Coastal Hills Possibility of future development of the coastal hills between Laguna Beach and Newport Bay was seen this weekend by the application by the In Ranch to the Coastal Municipal Water District requesting annexation of its coastal property to district and access to Colorado River water through Metropolitan Water District facilities. Indications were that the MWD would grant the application for easement approximately 8,000 acres. With the exception of a few already affiliated with MWD application asked annexation; ginning at Irvine avenue, Cressa Mesa, and continuing south property adjoining Emerald Inland inclusion was asked about a mile to four miles in northerly district. Assessed value of the property was stated approximately $800,000; exclusive of negligible public utilities certification filed by county auditor or L. H. Eckel. The county airport is included in the area. Suggestion was made that properties owned by the county, city of Newport Beach Newport Harbor School district Newport Heights Irrigation District and the Earl Stanley would ask annexation. WASHINGTON As Seen By CONGRESSMAN JOHN PHILLIPS The mailman handed me, a few days ago, two of the little postcards from new mothers, asking for the so-called "baby books." The government puts out four litter-booklets, the first of which is "Pre-Natal Care," and is for the mother before the baby arrives. It comes the very popular care of the Baby," during its last year. We try to get the lists of births (you'd be surprised at difficulty we have to get vital statistics from the three counties) but we ask the new mothers if they'd like a copy, and if so to back a postcard for it. A later we ask them if they'd want to have "The Child from One Six," and for still later there Guiding the Adolescent." I haven't been here long enough to my growing list if they want last named, so if anyone who asks this column would be interested now, let me know. Some of my friends at home can get a kick out of this book business, and class it in the free seeds which Congressmen used to have to send out. A constituent wrote me a very local letter, saying he thought Congressmen's time could be delayed to much better advantage than sending out the baby books. I'll bet his wife, who had a baby, never saw that letter; she'd have sent for the book! Amused my secretaries, for thegressman himself has less to with that than with anything goes on around here; the girls ment of Agriculture, telling you how to do everything from growing mushrooms in the cellar to figuring out the value of the clothes you are going to buy for the children. Each year an additional "credit" is made to every Congressman's account, and I think, this summer, I'll tell the office, while I'm back in California, to send out circulars, listing the pamphlets. I've drawn little on that pamphlet account, up to now. It started new when I came here, and I had to give it time to grow, before offering the pamphlets to the folks at home. Well, what I started to tell you was that two cards in the mail, asking for baby books, and the only trouble is that both mothers forgot to sign their names. Maybe the new fathers, whom they asked to send back the cards, were still a little nervous. Anyway, it makes it hard to send the booklets! I'm sure there are two people in my district who will soon be wondering why they never got the booklets they sent for, and of course blaming the Congressman. I rise to remark that I'd be only too glad to mail them to you, but in spite of our detective work (the girls try to identify the postmark or anything else about the card or the letter) we've never been able to reply to cards, letters or requests, where the writer forgot to sign his or her name, or left off the adress, or forgot to mail the letter, or sent it to some other Congressman, all of which happen Kiwanis Speaker Urges Devotion To Americanism American morale is being adversely affected by subversive propaganda which seeks to destroy our freedom and our way of life by ridicule and other devices, according to Roland R. Bach, manager of the Long Beach chapter of the American Red Cross who addressed the Anaheim Kiwanis club at its luncheon Tuesday. His subject was "Your Place in World Peace." In spite of all that has been said, Americans do not appreciate the liberty they enjoy, a liberty now almost unique in the world, he said. Bach served in the Army from 1931 to 1942 and was discharged with the rank of captain. In 1942 he went into service of American Red Cross and eventually was placed in charge of all overseas Red Cross units in the Pacific area, with headquarters in San Francisco. In addition to his Red Cross duties Bach teaches a psychology class for the University Women's club, conducts a class in comparative religions and frequently addresses luncheon clubs and study groups. Legionnaires To Hold Outing At Navy Air Station American Legionnaires of southern California have been invited to spend the afternoon of Sunday, July 20, at the Naval Air Station, Los Alamitos. This will be a normal operating day for the station, as many of the Reserve pilots prefer to take men used to have to send out constituent wrote me a very local letter, saying he thought Congressmen's time could be employed to much better advantage than sending out the baby books. I'll bet his wife, who had a baby, never saw that letter, she'd have sent for the book! I mused my secretaries, for the congressman himself has less to with that than with anything goes on around here; the girls care of all details, from start finish, and it takes little time. Books are among the most popular and useful items that go from any Congressional office, in the Annual Year Book of Department of Agriculture at the second. Unfortunately, the copy of the latter is limited and have to be a little "selective" try to get them into the hands people who really use them. Varies first then schools, then individuals. There are hundreds of little phlelets, put out by various departments, most by the Depart- sets Advised On Preserving Job Rights veterans seeking state civil servitions should take special care of the proper procedure in paying for veterans' preference suits to make sure they do not lose the substantial advantage to which they are entitled, Ben Liebmann, county service officer, Bebermann listed three principle points in connection with veterans' preference for the information of former servicemen seek-state positions: The application to take a service examination should be filled with the State Personnel Board, 1015 L Street, Sacramento. The veterans' preference application, which is a separate form, should be filed with the Department of Veterans Affairs, P. O. Box 1559, Sacramento. The final date for filing the application for preference is the day of the examination. Veterans who served at least 30 years on active duty and widows such veterans are entitled to a reference of 10 percentage points their examination scores, and soiled veterans receive 15 points. All eligible classes receive the points preference in promotional examinations. Legionnaires To Hold Outing At Navy Air Station American Legionnaires of southern California have been invited to spend the afternoon of Sunday, July 20, at the Naval Air Station, Los Alamitos. This will be a normal operating day for the station, as many of the Reserve pilots prefer to take their refresher flying on week ends. However, visiting Legionnaires who are still members of the Reserve—either Navy, Army, or Marine—are eligible to take short flights in the local area, weather permitting. For the entertainment of families and guests, picnic tables will be set up with soft drinks and sandwiches available. The swimming pool will be open, free movies shown, tours of the station facilities, dancing in the huge gymnasium, and a program of boxing matches has been arranged. The Legion National Champion Color Guard Unit from Los Angeles has agreed to give a demonstration, and at least two musical organization will be present to ealiven the festivities.
