Then a puddle-jumping motor-driven coach took the place of the train. And a dozen years ago this service was suspended. Center St., Anaheim Rh. 2206 Constitution May Require Changes Often California's 1879-vintage State Constitution, like your old pre-ear jallopy may require a bit of thinking at frequent intervals, but you'll have to struggle along with it for some years yet, states Dem Whitaker of San Francisco. A Senate committee, after conservative deliberation, tabled the bill that would have authorized the State Constitutional Convention next year to revamp California's basic bill of rights, even though the more adventurous Assembly had voted to turn in the old-time vehicle on a streamlined 1948 model. The story behind the story of the Senate's action is that almost no one (in the Senate) entirely trusted anyone else to do right by your Nell." Deeply embedded in the old constitution are written guarantees, which can only be changed by constitutional amendment specifically voted by the people, so long as the organic law remains. But a Constitutional Convention, some of the Senators surmised, might conveniently forget to include these sacred guarantees in the new Constitution which it drafted for submission to the voters. Then, too, a Constitutional Convention — such as that which would have been held in Santa Barbara next year, if the bill had been enacted—might write sections into the new Constitution that would have scant chance of becoming the law of the land in any other manner. At least, so thought the Senate. For example: If labor voters in metropolitan areas dominated the Convention $250,000 WORTH OF DOG RIN TIN TIN III, celebrated performer who is insured for $250,000, will be among the 2202 dogs to be seen in the 12th annual Long Beach Dog Show, west's largest, and the nation's second largest, to be held in that city's auditorium, Saturday and Sunday, June 21-22. Round-the-world first Then, too, a Constitutional Convention — such as that which would have been held in Santa Barbara next year, if the bill had been enacted—might write sections into the new Constitution that would have scant chance of becoming the law of the land in any other manner. At least, so thought the Senate. For example: If labor voters in metropolitan areas dominated, the Convention might well knock out the present balance of power between rural and urban areas in the State Legislature — and provide for two legislative houses elected on a strict basis of population. That would automatically terminate (if the voters approved the new Constitution) the present plan which is based on a city-dominated Assembly and a rural-controlled Senate. Another example: The present Constitution contains definite guarantees that the public schools shall have first call on monies in the General Fund to prevent any break down in education. And only last year the voters amended the Constitution to provide an additional guarantee that every school teacher in California shall receive a minimum salary of at least $2400 a year. Friends of the public schools were worried about what might happen to these important guarantees—in the hurly-burly of a constitutional Convention. So the Senate turned thumbs down on the Constitutional Convention proposal. Protested Assemblyman Alfred V. Robertson, author of the bill: The present Constitution is an ancient, outworn document of 268 pages of petty laws." But the Senate decided the basic laws were vital—not petty!
