One of the elementary methods
of the propagandists who step so
lightly from cloud to cloud is to
accuse anyone who differs with
them, of being against the issue.
This is particularly true if the issue belongs to the group experienced legislators classify as "emotional."
I rise now to remark that as
long as I represent intelligent
voters I expect to vote on any
bill as I read it, and not as some
radio propagandist, or some columnist, tells the people it is. The
propagandist talks of the theory;
we vote for or against a printed bill.
That preamble was suggested,
in my mind, by a vote I expect to
make on the floor of the House
about the time this letter appears
in print. It will be a vote on the
so-called school lunch program.
I shall vote against spending large
sums of federal money for that
purpose, as will other members
of the Congress, and we are well
aware that it will be said that we
are opposed to the school lunch program.
I do not suppose there is a member of the Congress who is more earnestly in favor of the school lunch program than I am. For years, Kiwanis clubs and Rotary clubs, and Parent-Teacher associations, and numerous forward-looking men and women have realized that what we do for boys and girls, who only too soon will be the men and women of the nation, will have a direct effect on the nation's future. eral government is 269 BILLIONS in the hole; California has a surplus of 400 millions. Every state in the Union has a surplus or a balance. Mississippi and Alabama, often held up as examples of the need of the program, had balances respectively of 40 and 24 millions. Yet the California Legislature sent me last week a very appealing resolution asking for federal money for the school lunch program. If the program is that important, then I think it would be a better place to put state money, than in local projects, of much less urgency, whose principal objective seems to be the political objective of relieving state subdivisions from having to spend money which might embarrass them, come next election.
You see, I think children are too important to be pawns on the political chess board. That's why I am opposed to increasing federal money under the circumstances for a program which should be the item of top importance in every state budget.

One wildcat oil venture has been abandoned and two new ones begun in northeastern Orange county.
Tidewater Associated Oil has abandoned its well on the Edward Depweg ranch at the corner of Bradford and Madison avenues north of Placentia after drilling to a depth of approximately 6400 feet. Checks of logs of wells drilled in the old Richfield field to the east showed a sharp dip in formations and no oil was found in the Kraemer sand.
One of the new wildcats is being drilled on the east side of the Santa Ana canyon highway two miles east of the Yorba bridge. The other is to be drilled on the Howard L. Budlong ranch west of the old Yorba school. This is a short distance north and east of wells drilled within the past two years along the south side of the Anaheim Union Water company's Yorba reservoir.

A good example of the federal mind is shown by the interpretation of the matching provisions. The federal government, in the minds of the committee members, was to match state and local contributions. Would you have guessed that the administrators of the program would have included in those local contributions the pennies paid by the school children for the lunches?
The average cost of a lunch was 30 cents. Of this the federal treasury paid 9 cents. So the administrators of the program added the 21 cents, average, paid by the children, to the contributions voted by the states (which amounted only to 11 million dollars) and added in not only such contributions as those from luncheon clubs, or P.-T.A.’s, but even added in what was considered to be the equivalent cash value of the volunteer work done by interested local women, and then matched this grand total with federal money, to an amount of more than 75 millions.
The Appropriations committee does not look with favor on this interpretation of “matching.” It has appropriated 45 millions for fiscal year '48 and written the terms a little more plainly. I would have made it a smaller figure, only enough for a federal clearing-house, necessary for the national level, to direct the program. You see, I think the future of our children is the most important thing in America. If it is as important as I think, then it should be a matter of first importance in every state. The fed-

Other soils are devoid of these elements. The resulting effect on the tree however, is the same. In case of zinc deficiency the leaves of citrus and sometimes other varieties of trees are inclined to be small and mottled. In extreme cases the foliage will develop narrow and bushy leaves and have a yellowish cast. This is not to be confused with citrus chlorosis due to iron deficiency and often caused by excessive irrigation.
Symptoms of zinc deficiency are more frequently found in Orange county orchards than are other deficiency symptoms. Test plots conducted in Orange county by the Agricultural Extension Service for several years have definitely shown that zinc bearing sprays applied to affected trees produce a rapid recovery. Applications to the soil are slow in action.
A spray mixture of 1½ pounds of zinc oxide to 100 gallons of water produces a comparatively low building underway here.
Shun Plow Sole Soil Specialist Warns Growers
Plow sole, or more accurately, poor soil structure, may have two causes in a citrus orchard, according to D. G. Aldrich, division of soils and plant nutrients, Citrus Experiment Station, told a group of growers who attended the May meeting of the citrus department of the Orange county Farm Bureau last Thursday night.
One cause is cultivation of the soil too soon or too tardily after irrigation. Another is a mistaken selection of fertilizer.
In either event the poor soil structure results in poor water penetration, poor aeration of the soil, poor absorbption of soil nutrients and ends in lowered production and quality of fruit.
Most Orange county growers run little risk of building up poor soil structure through use of the wrong fertilizers. These poor structures are built up by nitrate of sodium and ammonium sulphate—but only on soil lacking in calcium. And there are few Orange county soils lacking in calcium.
Accordingly, the problem of growers in this county is to cultivate at the right time and, the Agricultural Extension Service emphasizes, lightly—just enough to turn in the weeds with a generous scattering of trash on the surface.

Building permit figures for May, released by Rudolph Nyboe, city building inspector, proved to be slightly lower than those of May, 1946.
A total valuation of $134,400 issued, including 16 new homes valued at $101,200, brought 1947's total to $825,799. Figures last year, over a comparative period, showed an evaluation of $244,230, with a five-month total of $947,418.
Welcoming a baby son were Mr. and Mrs. Charles Bradd, of 858 South Philadelphia street. He arrived Sunday in St. Joseph hospital, Orange, tipping the scales at 10 pounds.
