Since it has a direct connection with my letter released April 3, I speak of it now. In 1943, the Congress wrote into a deficiency bill the stipulation that no more money was to be paid to Robert Morse Lovett, William E. Dodd Jr., or Goodwin B. Watson. Republicans and Democrats were convinced that all three were subversive, but allowing them the benefit of the doubt, said that their names could be submitted to the Senate, in the manner provided by law, and if the Senate approved them, they could be reinstated. You must recall that this was 1943 and it was considered smart in Washington to disregard the Congress. It is not considered so smart now, since last November. Anyway, the three simply stayed in office, got no salary for a month, then got out, and sued in the Court of Claims for the month's salaries. The Court allowed them, the case went to the Supreme Court, and the Supreme Court said this was a Bill of Attainder, prohibited by the Constitution. So the Appropriations committee had before it a request for the money for the month's pay for all three. The amount was not great, approximately $2000; the issues seemed greater. The committee refused to include the item. A member of the minority party offered an amendment from the floor, and after a long argument it was written into the bill by a AAA and THE FARMER USDA TAKES OVER SUGAR CONTROL Sugar control is now USDA's responsibility. Transfer of sugar rationing and price control authority to the department was made under the recently enacted Sugar Control Extension Act of 1947. The public at large will not be affected by the change-over. Ration stamps will be validated and cashed as before. The old ration book, battered and worn though it may be, is still the passport for household sugar supplies, with Spare Stamp 11 now good for 10 pounds. Applications for new consumer books, replacement of those lost or destroyed and the usual industrial rationing will be handled as heretofore by those field offices which have been doing the job for OPA. The new agency will be known as the Sugar Rationing Administration. It will run to October 31, 1947. At that time rationing and price functions are due to expire, unless extended by Congressional action. Inventory control of sugar may be retained through March 31, 1948. The chances for more sugar? Consumers are promised 35 pounds of household sugar this year (last year, rations were 25 pounds per person) up to 50, if supplies increase. The 35 pounds will include sugar for canning. My friend Joe Miller, of the National Press Club, served during the war as an assistant in the White House, and for a time with John Steelman, and for whom I have particularly high regard, says that I was too rough with Mr. Edgar Warren, the present head of the Conciliation Service, about whom I wrote in that same letter. He says Mr. Warren has no communist tendencies and is doing an admirable job. Since I never want to do anyone an injustice, I repeat Joe's statement now. However the remarks in my column of April 3 were factually correct. This raises an interesting speculation. Would you prefer to have it said that you were so naive, or so stupid, that you belonged to a left-wing organization without knowing its widely recognized background, or that you were one of the directors of the communist center of the District of Columbia, without knowing its subversive connections, and that you made statements as recently as 1944, repeating the communist propaganda of that year without understanding it, or would you prefer to have it said that you did know all these things, and were neither naive nor stupid, and were therefore leftish in your thoughts and actions? Either way it seems to add up to the same result; you should not be the head of the Conciliation Service of the United States Department of Labor! HUSTON KIER NEW ADVISOR OF TEMPLAR DEMOLAY Huston Kier took over as advisor to the local Templar chapter of Demolay Tuesday night at the Anaheim Masonic Temple. Retiring advisor is Charles Hunt. Visitors included six past master counsellors. Plans for the summer and suggestions for future activities headed the business meeting. Refreshments of ice cream and cookies were served.
