Shelley, chairman of the Harbor committee, announced today. Tours of many southern California harbors will be made by Shelley's committee, in order to determine ways of improving the state's port facilities. Needed improvements on harbor facilities are now being made by United States Army engineers or local communities. "The state itself has no agency which can step in and make California harbors adequate to meet new industrial needs," said Shelley. "Assisting in the development of its harbors, gives California an opportunity to encourage new industries and expand natural trade advantages that have been too long neglected." It was recommended that the state inaugurate a harbor program and appropriate funds for harbor development, just as it has already adopted flood control, highway and beach improvement plans. Earlier, people lined both sides of Spadra and Commonwealth avenue to view the gigantic parade which launched the celebration at 4:30 o'clock in the afternoon.
