PLAN BOOSTS INCOME
A 20 cent jump in hundred-weight payments for whole milk and 5 cents a pound raise in butterfat payments, both effective on May and June production, were announced today by Stephen Griset, chairman of the Orange County Agricultural Conservation Committee. The new rates for orange county dairymen for May and June are 65 cents per hundredweight and 15 cents per pound butterfat. Griset said the increases in dairy program payments over the 45c per cwt. for whole milk and 10c per pound butterfat previously announced are part of a broad program offered by the director of economic stabilization to encourage dairy farmers to maintain a high level of production.
The same increases in returns to dairy farmers after July 1 are contemplated under the program Griset stated; either by production payments similar to those in effect since October 1943, or by increases in price cellings if subsidies are eliminated. At the same time, increases of butter in retail stores are expected to follow limitations on the use of butterfat in ice cream and prohibition of the sale of whipping cream.
Another feature of the new program is projected setting of price elevations on sale of commercially separated cream and on resale of farm cream. There is already a selling on retail cream prices.
Dairy producers in this county, Griset added, are now filing evidence of production and applications for January-February-March output at 80c per hundredweight at 17c per pound butterfat. In order to be paid, applications must be on file at the county AAA office at Santa Ana by no later than May 31.
NATIONAL movement for conservation of soil and water resources looking toward maintenance of high productivity will have to wait until the 1947 program has been formulated. Preliminary work is now being done in the production and marketing administration, Washington offices, on the 1947 program.
Griset pointed out that several new features are incorporated in the program for 1946 which make it especially attractive to farm operators whose need for conservation practices is greater than the average. Primary among these is the calculation of a farm allowance which reflects need for conservation work as well as farmers' intention to perform conservation practices. In earlier years farm allowances followed a formula based on crop acreages, allotments and other factors. The formula has been eliminated and individual farm needs can be taken care of.
Since the county has a definite allowance, Griset declared that it is necessary to total up on May 1 farmer request for approval of practices intended to be carried out for comparison with the total county allowances to determine whether individual farm allowances will have to be adjusted upward or downward to coincide with it.
EX-COMMITTEEMEN FOR TOP FARM PROGRAM JOBS
Farmer-administration of federal farm programs on the national level reached a new high last week with the elevation of eight former state AAA committeemen to key positions in the production and marketing administration of the U.S. Department of Agriculture.
Four westerners who figured in the realignment to bring producers into positions of direct responsibility were Dave Davidson of California, G. F. Geissler of North Dakota, L. H. Norton of Kansas, and F. D. Entermille of Oregon.
and onetime Nebraska state AAA committeeman, was named director of the P-MA grain branch. Guy Smith, Iowa farmer and formerly assistant director, succeeds L. K. Smith as division director.
New director of the P-MA cotton branch is C. D. Walker, who has been southern division director of the field service branch. He is an Oklahoma farmer and former state AAA chairman. Walkef will be succeeded by T. R. Breedlove, Georgia dairy farmer and formerly director of the Georgia state P-MA office and state AAA chairman.
OLIVE OIL TRADE
The United States has completed arrangements with Italy to ship 2500 metric tons of soybean oil to that country in exchange for an equal quantity of Italian olive oil. (A metric ton is 2,204.6 pounds.) This exchange was made because we have a big demand for, and very limited supplies of, olive oil. The Italians need the soybean oil.
It will be a few weeks before this olive oil is noticed in this country because shipping, containers, export and import contracts must be arranged. We have similar arrangements with other Mediterranean countries. However, imports of olive oil to date have been very small, chiefly because metal containers are scarce abroad and we've had to forward them to export points.

Four westerners who figured in the realignment to bring producers into positions of direct responsibility were Dave Davidson of California, G. F. Geissler of North Dakota, L. H. Norton of Kansas, and F. D. Entermille of Oregon.
The appointments came within a week of the advancement of another westerner, N. E. Dodd, Oregon rancher, to the USDA undersecretaryship after rising through the AAA committeemen ranks.
Dave Davidson, Tulare county California, cotton, livestock, hay, grain and fruit grower, former director of the California P-MA office and state AAA chairman, became director of the field service branch, which is now charged with field administration of all P-MA programs. Associate director with Davidson will be C. B. Hodges, Texas rancher and recently assistant state P-MA director in that state.
Geissler, North Dakota wheat and livestock producer, former state AAA chairman and director of the western division of AAA and the P-MA field service branch, was appointed manager of the Federal Crop Insurance corporation.
L. H. Norton, Kansas wheat and livestock farmer, chairman of the state AAA committee and Kansas state P-MA director, succeeds Geissler as western division director. Assistant director will be F. D. Entermille, eastern Oregon farmer, former state AAA committeeman and chief of the western division marketing section before his promotion.

Construction, repair, or alteration of farm dwellings or farm service buildings restricted under recent civilian production administration orders can begin upon approval by county and state AAA committees, it was announced today by Stephen Griset, chairman of the Orange county committee.
Under delegation of authority to the field service branch of the P-MA, formerly Agricultural Adjustment Agency, county committees will receive applications from farm operators covering on-farm projects, screen them for essentiality, and recommend for final action by the state committee, Griset said in describing operating procedure.
Off-farm projects such as food processing plants, packing houses, wineries require direct CPA approval through district offices located in San Francisco and Los Angeles.
Final approval for on-farm housing classified as critical will carry priority in demand for materials but non-housing cannot be given any priority, Griset pointed out. Nor can priority be offered in connection with projects falling below the limits provided in the order, and therefore not controlled. Repair, remodeling, or construction of housing less than $400 per job is exempt from the order as is on-farm construction other than housing which costs less than $1000 per job.
Information and application blanks for use with farm construction are now on hand at the county office at Santa Ana and applications will be received there for consideration, Griset said.
It is estimated that approximately 13 million bushels of asparagus is marketed annually in the United States.
