HOME SEPTIC TANK
CIRCULAR AVAILABLE
The most satisfactory and accepted method of sewage disposal for rural homes is the septic tank and a subsurface drainage system. The convenience of water passing into the house is now enjoyed by nearly three-fourths of the farm families in California. The full advantage of having running water in the dwelling can be obtained only if the sewage disposal system is safe.
Homemade septic tanks will operate effectively if properly designed and constructed. A circular by the agricultural extension service, "A septic tank for farm homes," discusses types of septic tanks, directions for building, and final disposal of the liquid from the tank.
Drawings and material lists are included in the circular. It is available free of cost at the office of the agricultural extension service, 220 Ramona building, Santa Ana.
American scientists had little chance to study anthropological, biological and geographical matters on the Japanese-held Marshall and Caroline Islands of the Pacific; scientific expeditions to these islands are now planned.

"The tabulation shows that, out of a $126,701,783 increase in operating revenues, only $1,654,332 revenue betterment was carried to income available for interest and return. Invested capital, however, so increased that the rate of return thereon was only 5.8 per cent in 1945, whereas in 1945 they had declined to $6.7 and the dividends per common share declined from $7.25 to $6.5. The decrease in earnings and the dividends per common share speak the tasks of management which lie ahead, particularly when it is recognized that of the increase in operating revenues..."

One Companyanies It Made Profit from War
During his 1945 annual report, Powley, president of the Telephone and Telegraph Company, stated that "although it induced an exceptional growth about the war years, our company did not profit from the war and pointed out that "the contained a tabulation commencing the year 1945—the end of date to Tokio bay—with 1939 year in which ominous war cast their impending gloom on vividly portrays, not only our company's expansion throughout the years of effort, but also the imminent expansion on its majors." In quoting from Port, Mr. Powley called attention to the following:
Tabulation shows that, out of 26,701,783 increase in open revenues, only $1,654,339 betterment was carried home available for interest return. Invested capital, however increased that the rate thereon was only 5.87 percent in 1945, whereas in 1939, 6.33 per cent—the average of the entire period being 8.33 per cent.
ENGE AHEAD
Warnings per common share were $7.87, whereas in they had declined to $6.78; dividends per common declined from $7.25 to $6.50. Increase in earnings and in dividends per common share is the tasks of management ahead, particularly when recognized that of the income operating revenues 60
grown by more than 21,000 people, or 71 per cent.
SERVICE COMES FIRST
"Our immediate task ahead is to render service to all who want it and to restore and to take our service to new heights. As it announced December last, in the immediate five-year period our company will be required to make expenditures for new construction aggregating $400,000,000, and, as a consequence, extraordinary amounts of new capital will be required. The execution and speed of this entire program are dependent upon the flow of available manpower, materials, money and the level of business conditions.
"The consummation of the program for 1946, now well under way, will require, it is estimated, an all-time high expenditure of upwards of $90,000,000 for new construction. This compares with the $35,800,000 expended in 1945. Inclusive of materials reused, the gross plant additions to 1946 are estimated as well over $100,000,000. This expenditure will be more than double the 1945 gross plant additions of $48,791,-000.
"Notwithstanding the inability of our company throughout the years of its war effort to establish service promptly for all applicants, it handled, nevertheless, an exceedingly large telephone movement. In the six years subsequent to Dec. 31, 1939, to serve one of the largest demands ever made upon it, our company handled new installations, discontinuances and moves due to changes in customers' addresses totaling 7,297,029 telephones, or almost four times as many telephones as it had in service at the beginning of the period.
MEN, MONEY NEEDED
Modern Store Will Open Soon For Loly Gems
Nearing completion behind a construction barricade at 138 West Center street is the new jewelry store soon to be opened by Victor G. Loly, widely known Anaheim merchant jeweler.
The new store as shown to a few visitors this week promises to be one of the bright spots of the business district with a richly decorated interior of hardwood panels and show cases, indirect lighting and a well-designed terazzo pattern sidewalk.
The designers of the store, which occupies a space double that of the present location a few doors away, were able to secure for the new addition to the Anaheim business district a quantity of scarce Philippine mahogany panels. The use of this wood with a darker walnut of the show cases provides one of the most striking post-war interiors.
The modern design of the store will be completed with the terazzo sidewalk which carries a soft color pattern of a diamond design with the name of the store and all cast in stone fragments and polished.
Mr. Loly was unable this week to determine the opening date of his new establishment.
Consumer Credit
Wilson Phelps, secretary of the Southern County bank of Anaheim, has been appointed a member of the consumer credit committee of the Independent Bankers association of Southern California, an organization of 65 community banks in this area, it was announced by H. G. Markworth, president of the association.
MENGE AHEAD
Earnings per common share were $7.87, whereas in they had declined to $6.78, the dividends per common declined from $7.25 to $8.50. Increase in earnings and in dividends per common share at the tasks of management ahead, particularly when recognized that of the in- operating revenues, 60% came from toll and long-revenues which have artificially stimulated by tax, and of the increase in taxes before taxes, 75 per cent from increased payroll costs which rose sharply in 1945, payroll reaching a total of 9,994. Increases in wage arising out of collective bargaining, together with other issues in pay to which our company committed itself in 1945, estimated will amount to than $32,900,000 on an analysis, thus raising payroll new high levels and making rules of pay of employees highest in the history of company. The full annual of these pay increase commits are not reflected in the payroll.
The pre-Pearl Harbor 1939, our organization has published Anaheim Gazette March 28, 1946.

MEN, MONEY NEEDED
"To do all the things we have in mind will take men, materials and money. Our program will offer employment opportunities to many men and women, not only in the manufacture, construction and installations of the added plant, but also in the maintenance and operation of a continuously improving and expanding service. Our vast undertaking will require for its accomplishment earnings that are sufficient to attract the huge sums of new capital needed. Expressing as it does a fundamental significance to every city, town, village and hamlet throughout the Pacific coast, the consummation of our unprecedented program will result in increasing the plant investment of our company by almost 50 per cent, bringing its total plant investment to an amount aggregating upwards of a billion dollars.
"The era of tremendous expansion that our company has now entered places responsibilities of the first magnitude upon our management. We go forward with a firm faith that a telephone service rendered well will continue to be well received. In our company's following out its established policy—to furnish the best possible service; to render the service as economically as possible; to charge for the service only an amount to keep our company financially vigorous—it is of vital importance that its earnings be such that they will continue to attract the necessary amounts of new capital needed to accomplish these objectives.
COMMON INTEREST
Earnings that are adequate are in the public interest, because earnings that are less than adequate necessarily jeopardize efficiency and scope of the service. Thus, our company and the public it serves have a common interest. In full recognition of that interest, the charges for the service rendered should reflect a fair treatment policy expressed in rates which,
Consumer Credit
Wilson Phelps, secretary of the Southern County bank of Anaheim, has been appointed a member of the consumer credit committee of the Independent Bankers association of Southern California, an organization of 65 community banks in this area, it was announced by H. G. Markworth, president of the association.
Independent banks in Southern California established an outstanding record of growth during the past year, Mr. Phelps stated. "According to a survey prepared by the Independent Bankers association of Southern California, resources of the 65 community-owned banks in Southern California increased $188,335,041 in 1945. Combined resources of these banks stood at $1,169,725,833, as of December 31, 1945, compared with $981,390,792 12 months previous, a gain of over 19 per cent for the period."
Spuds and Carrots Versus Aches and Blisters
Whatever their name, home gardens or Victory gardens will be important again this year. President Truman has said: "The threat of starvation in many parts of the world and the urgent need for food from this country emphasize the importance of continued effort to add to our total food supply this year."
Wherever possible, foods grown at home should be substituted for "shippable" foods for the starving abroad with emphasis on providing for home meals that will make for better nutrition and health. Labor is expected to be tight in many places again this year, so home gardeners can contribute their own labor to help feed themselves. Transportation also is still tight, as difficulties in getting wheat to the seaboard for export have demonstrated. Home gardens can help ease transportation and Orange county should again rally to the world need suggests Miss Frances L. Liles, home demonstration agent.

Earnings that are adequate are in the public interest, because earnings that are less than adequate necessarily jeopardize efficiency and scope of the service. Thus, our company and the public it serves have a common interest. In full recognition of that interest, the charges for the service rendered should reflect a fair treatment policy expressed in rates which, at all times, will be such that sound economic considerations will prevail in the interest of all parties—the patrons, the employees and the investors."
The report shows an increase of 754,624 telephones owned and operated from 1939 through 1945. Toll and long distance calls increased 217,702,195, and operating expenses (before taxes) increased $85,128,630.
Operating taxes increased $35,-784,085, and the total payroll was up $68,666,789.
The number of employees increased by 21,284, including 3654 women and 17,630 men.
DOG HOUSE
Bob Spencer, Anaheim poundmaster and keeper of the local animal shelter, is in a quandry which reflects the present housing situation.
Yes, it's true!
At least one anxious homeseeker timidly inquired if there was available housing in the pound area and Mr. Spencer swears it was not a fugitive husband.
Meanwhile, the pooch population at the shelter is the lowest in years;—or expressed in OPA terms, there is a shortage of suitable pups.
