requested, the board has busy seeking suitable success to Dr. Zaiser and that power correct conditions will be placed in the hands of a medical superintendent and a business man when they are appointed.
In its blast at County Council Joel E. Ogle, the jury recalls since the board of supervisors tablished the office in 1941 "has been under a cloud of criticism, which included the off itself, and the board of supervisors."
The grand jury continues, an effort to determine its jurisdiction, a fair and impartial investigation was made. This investigation included conversations with many local officials, and tended to other counties in California, some of which have county counsel, and others who have not availed themselves the privilege." (An act of legislature authorizes creation such office in counties of 100 or more population.) EXPENSE IS CITED Supporting its recommendation that the office of county council be abolished, the grand jury charges its expenses anticipated for 1945-1946, placed at $233 are 91 per cent greater than $12,459.48 in 1942-1943.
The report continues:
"In 1940-1941, the last year in which all legal matters of county were handled by the district attorney's office, the cost of operation was $37,288.24."
"In 1942-1943, the first year that the county counsel fused, the cost of operation the district attorney's office dropped 22 per cent to $29,050 yet the total (expense) to county for both offices was $490.33."

NO NEW EXPERIENCE
This is not the first time Ogle's office has been under grant jury fire for various reasons, including appointment of his assistants, politically informed persons recall. Ogle seems to add a philosophical attitude towards the latest storm, retorting by calling the vast expanse of dust which fall to him and his staff and declaring that he has, in fact made a sacrifice to public service by turning his back on private practice to accept the appointment.
In recommending rehabilitation of county buildings, the gravy calls attention to the fact that no general renovating has been done to the buildings more than 13 years.
"In many rooms the plaster full of holes, and in several stances large portions have fallen off, leaving the lath exposed," the report declares. "More fire extinguishers should be placed in the court house and hall of reords, as there is only one available at present."
DISCREDIT TO COUNTY
Expressing hope that effort will be made immediately to remediate the situation, the report states "Any long range planning by the board for new buildings should not blind it to the need for building repairs. At present, the condition of the buildings is anything but a credit to Orange county."
Reports from the county selections indicate that action may be expected by the grand jury in immediate future on matters pertaining to operation of the juvenile detention home, and control of stray dogs in the county.
The combined cost of the two Government-sponsored pipe lines the "Big Inch," and the "Little Big Inch" was about $145,000,000.
