Private Interests Plan to "Hog" Southland Beaches, Planners Say A letter of protest from the Shoreline Planning association of California, Inc., representing many of the state's public-minded citizens, was filed with Los Angeles county board of supervisors. Signed by George P. Larson, executive secretary, it charges that "private interests appear to be preparing developments of certain beach locations in Los Angeles and other counties for their exclusive use." Larsen said that such movement was afoot, despite the state-wide program of acquisition, development, restoration and protection of available beach areas classified as recreational, and contrary to the fact that the 15 coastal counties, through boards of supervisors, have adopted plans specifying beach areas and their special uses by the public. EXCLUSIVE USE He mentioned specifically beach frontage, adjoining an 8700-foot space recently acquired in the Malibu area by Los Angeles county, and charged that the privately-owned property is to be subdivided and sold as lots. He said, too, that plans are underway by private interests for an "exclusive and private" yacht harbor in the same area. Pointing out that the beach mentioned was already marked for acquisition by the state and county through legislative procedure—a fact it declares the owners knew—the Shoreline Planning Association said that this property should be left intact for public use. As for yacht harbors and other ports of refuge for the yachtsman and boatsman, it was stated that the Shoreline Planning Association is already fostering plans for harbors in all coastal mentioned was already marked for acquisition by the state and county through legislative procedure—a fact it declares the owners knew—the Shoreline Planning Association said that this property should be left intact for public use. Larsen called certain breakwaters and ocean structures "definite examples of serious erosion problems" and contended that these examples, in several coastal counties, should suffice to prevent any further structures or works of any kind on any single or piecemeal basis." VALUABLE ASSET The shoreline harbor development must be made on a comprehensive plan approved by the Federal Beach Erosion board and the State Beach Erosion engineer, he added. As the California shoreline, with its swimming, yachting, fishing, boating, health giving and scenic grandeur, is one of the state's largest assets, it was stated that "united and immediate action is necessary to prevent private promotions detrimental to public interest and welfare in all coastal counties of California." It was pointed out that the 1945 legislature, with the approval of Governor Warren, appropriated $10,000,000, to be matched by the same amount, for acquisition of beach areas in the 15 coastal counties. The statewide program is based upon master plans naming first, second and third priorities of acquisition by boards of supervisors. Wildlife Division Seeks Suggestions California sportsmen have been asked by the state division of fish and game to make suggestions for postwar fish and game construction projects. Such moves already under consideration entail an expenditure of $8,000,000. Request for additional funds is anticipated. Suggestions should be maned to J. W. Pyne Ranch Goes On Block Monday Permission has been granted by Superior Court for sale to the highest bidder next Monday of a 176-acre Santa Ana canyon citrus ranch by executors of the estate of the late Walter E. Pyne, multi-millionaire oil operator of Laguna Beach. Pyne died recently in his 27-room mansion there. Under terms of the court order, bidding must start at $150,000, which is the appraised valuation of the property. Actual value on the present market is much higher. Straight Talk from Santa! County's Share Of State Auto Taxes $396,701 Orange county and the cities in the county received a net of $396,-701 in state gas tax and motor vehicle fees during 1945 fiscal year, California Taxpayers' association said today, making public its study of state payments to local governments for highway purposes. The county's apportionment from the gas amounted to $818,-163, of which $76,263 was withheld by the state for a payment on the unemployment relief loan owed by the county to the state. Net to the county was $241,900. The county in addition received $93,797 from registrattion and weight fees. Cities in the county received $61,004 from the state for street purposes and state highway purposes in cities. Motor vehicle and fuel tax monies apportioned by the state to the counties and cities in California for fiscal 1945 totalled $21,958,866, with $2,430,828 withheld for repayment of the unemployment relief indebtedness of twenty-six counties, or a net of $19,528,038. Gas tax monies for the counties totalled $14,292,869, from which the $2,430,828 relief loan payment was withheld, making a net to the counties from fuel taxes of $11,862,041. Registration and weight fees apportioned to the counties totalled $4,092,780. Cities received $3,573,217 in direct apportionment from the state and the state is required to spend a like sum for state highway purposes within cities. SAJC Library May Honor War Heroes Dedication of one of the buildings of the new Santa Ana junior college in memory of World War II dead has received approval of most campus organizations, Stanley Gorzuchovski, student body president, has announced. A campus poll taken by El Don, college newspaper, revealed that the majority of students favored the library, because it was used by all persons connected with the college. Members of the Gold Star Mothers organization have expressed themselves as approving the library dedication, and many of the alumni have... the three. Quail Season Open Until December 15 The cock pheasant and quail shared the hunting limelight this week in California with the "commence fire" order coming to state sportsmen at 10 a.m., Tuesday, Nov. 20. The pheasant season closed on Nov. 25. The quail season will continue until one-half hour after sunset Dec. 15, throughout the state except in Lassen and Modoc counties where, at request of local sportsmen, the California fish and game commission, limited the season to six days to coincide with the pheasant season. Daily shooting hours for quail throughout the season are 10 a.m. to one-half hour after sunset. Quail limits are 10 per day, 20 per week, only 10 in possession. Low temperatures in early winter cause much more fruit damage than the same temperatures later in the winter. Citrus growers should have their heaters ready for a cold night.
