Federal Authorities Presage Socialism, Says' State C. of C. Early completion of the Central Valley project and return of its control and management to the State of California by the federal government, is advocated by the state chamber of commerce. The organization, in a declaration of policy by its board of directors, also reiterates vigorous opposition to any move seeking creation for California of a federal authority like the Tennessee Valley Authority. Regarding several measures now pending in congress, Carl F. Wente, chairman of the chamber's statewide water resources committee, charges they raise the following issues: Questions Raised "Shall the constitution of the United States, and the form of government established and maintained under it, prevail? Or shall the constitution become a subterfuge for centralization of power in the federal government to effectuate a planned economy?" Opposition to creation of a federal authority to supercede California in control and administration of water resources of her great valleys is based on: First, that vested water rights, heretofore secure to private owners under state laws, would be subject to condemnation by the authority, at its option. Second, that federal authorities like TVA, are "a dangerous welding of economic control and political power which threaten interference in social and cultural activities." Third, no proposed federal authority is answerable to congress for expenditure of its revenues. "They are, therefore, dangerous instruments of government. Enjoys Much Freedom "A regional authority is a federal corporation clothed with power of government. It has all the flexibility of action of a private corporation, without the legal restraint under which a private corporation operates", the State Chamber's declaration avers. "An authority's powers enable it to dominate development, utilization and enjoyment of the natural resources within a region defined to include the whole or part of many states. Congress retains no adequate control over it, and it would be free of any enforceable responsibilities to any state within its area. "Various bills pending in Congress seek creation of federal regional authorities. One of these—H.R. 1284—would blanket the 48 sovereign states within nine conservation authorities. Bills also are pending to create the Missouri Valley Authority, Columbia Valley Authority, Savannah Valley Authority and Ohio Valley Authority. We are informed there are two other bills pending, but not yet introduced." What They Entail Delegation of power varies in the different bills now pending in Congress, according to the State Chamber of Commerce, which finds these measures would, in general, exercise the following powers: Prepare and execute a unified regional development plan for flood control, navigation improvements, reclamation by irrigation and drainage, power production, industrial development, soil conservation, forestation, grazing, development of mines and minerals, fish, wildlife, recreational improvements and agricultural development. Direct the course of agricultural, economic and industrial enuse Own Judgment Exercise such other powers and do such things as it deems necessary to carry out its activities. "Creation of these authorities and delegation to them of these powers constitutes a change in the American form of government", the State Chamber declares. "We submit that these powers enable the authorities to participate in social and cultural affairs and to assume powers which were never surrendered by the states to the federal government. Such encroaching controls by the central government effect a program of planned economy and a gradual change in the American system to an experiment in state socialism. "No one is as much interested in the Central Valley's prosperity and standard of living as are the people and government of California. Why surrender these to the federal government? The state chamber of commerce believes California is being rapidly pushed into the orbit of TVA social planning, with loss of state rights and rights of private enterprise." Santa Fe Estimate Of Valencia Crop Reduced 1000 Cars With the harvest of southern California's valencia crop virtually complete, latest estimates are that it comprised 76,000 carloads, a decrease of 1000 cars since a month ago, on basis of reports received by the A.T. & S.F. Railway company up to Oct. 27, according to C.W.Lane, the railroad's special representative on agricultural conditions in Santa Fe states. Even in view of the shorter estimate, the yield still constitutes a record, far ahead of the 61,600 cars produced in the previous banner year of 1941. The San Joaquin navel crop is estimated at 12,000 cars, smaller than last year, but above average. Some sections of southern California report infestation of red scale in citrus groves as being heavier than usual, the November report states, but a good navel orange crop is in prospect for the winter. Some drop in navels has occurred, and rain is needed to increase fruit sizes. Lemon picking has started and the forecast is for 95 per cent of a full crop, which means more lemons than last season. Take over functions of the Bureau of Reclamation and the Corps of Army Engineers in water resource development and control, and of the Department of Agriculture and the Department of the Interior and agencies of these departments with respect to mines and minerals, forestry, grazing, fish, wildlife, recreation and recreational facilities. Worker Placements In Early October Register Increase Job placement figures for the first two weeks in October definitely prove that an increasing number of southland workers are now accepting the employment for which they are best qualified, Raymond Krah, acting director of the 40 United States Employment Service offices in southern California, declares. Reports from the three principal labor market areas in southern California, for the first two weeks of October as compared with the first two weeks of September, show increases in employment up to 50.9 per cent, Krah said. Only in the San Diego area is employment ratio dropping, Krath revealed. During the first two weeks of September, United States Employment Service offices there referred 2023 work applicants to suitable jobs and 813 were hired, while during the first two weeks of October the figures dropped to 2005 referrals, a decrease of 0.8 per cent and 749 placements, 1.9 per cent under the previous month's figures. The decrease in employment can be accounted for by the tremendous readjustment problem the area faces in reconverting its war industries to peace time uses, Krah explained, citing cutbacks in air frame, aircraft, and shipbuilding contracts as the main contributing factors. Contents indicated it belongs to Joan Castillo, whose address is unknown to the authorities. Virginia Ann Reed of Orange claimed a billfold at the police station here, which had been found in the Greek theater in the park, scene of entertainment following both the afternoon and night parades. County Committee Attends Meeting On Conservation County agricultural conservation committees and secretaries from this district met in San Bernardino November 6, to discuss announcement of the 1946 conservation program. Attending from Orange county were the county committee and alternates. One of the principal speakers was Dave Davidson, chairman of the California Agricultural Conservation committee, and also state director of the new Production and Marketing Administration. Payments Listed The 1946 agricultural conservation program is said to put greater responsibility on farmer committees in recommending prac- tices most desirable in each farm community and in setting up individual farm allowances. Payments are made for certain practices to encourage farmers to adopt conservation farming methods. An approved state handbook lists qualified practices and rates of payment, similar to that of 1945. From this, local committees will select practices they want to stress in their counties. Each county has been allotted a specific amount for conservation funds. As farmers report their practice intentions on the 1946 farm plan, the reports will be reviewed by local farmer committees, who will then establish individual farm allowances within the county budget. This revision in procedure makes it necessary for all 1946 practices to have prior approval of the county committee for payment. Ida May Downing of Placentia Passes On Ida May Downing passed away at the family home at 126 Melrose, Placentia, recently. She was born in Point Arena, California, sixty-three years ago and had been a resident of Placentia fourteen months. She is survived by four sons: Clarence Schuler of Manchester, California; William Schuler, Daniel Downing and Morris Downing, all of Placentia; two daughters, Mrs. Pearl Aquictapace, of Santa Rosa; Mrs. Ethel Babock of Albian, California, and six grandchildren. The remains were in charge of Backs, Campbell and Kaulbars and were shipped to Willits, California, where services were held and burial made. Cone Bros. High School Girls Jeep-Ride Guests A group of "teen-age Anaheimettes" had the thrill of their young lives Tuesday when W. C. Glodfelty, local Willys-Overland dealer, took them for a ride around the city in his civilian-model jeep. Included in the party, which was chaperoned by Miss Pauline Neucks, high school dramatic teacher, were: Shirley Nisbet, Janis Glaister, Joanne Craddock, Annie Nevarez, Mary Anne Hurralde, Greta Jones, Florence Dickerson, Cecelia Paredes and Mary Wood Schultz. Approved Practices Types of practices approved for California include application of sulphur, phosphates and other soil amendments; planting of green manure and cover crops; harvesting of legume and grass seeds; erosion control and water conservation; range and pasture improvement; forestry; and other practices such as control of noxious weeds. Although the main topic at the meeting was conservation farming, the group also discussed the committee system, pending annual elections of farmer committees, farm programs in general, and reorganization of the Department of Agriculture.
