ORDINANCE NO. 483
AN ORDINANCE OF THE COUNTY OF ORANGE AMENDING ORDINANCE NO. 475 OF THE COUNTY OF ORANGE.
The Board of Supervisors of the County of Orange, State of California, also acting as the Board of Supervisors of the Orange County Flood Control District and other Districts for which the Board of Supervisors is the governing body, do ordain as follows:
SECTION 1. Sections 6, 9 and 34 of Ordinance No. 475 of the County of Orange, being an Ordinance entitled "AN ORDINANCE PROVIDING FOR THE NUMBER AND COMPENSATION OF OFFICERS, ASSISTANTS, DEPUTIES, CLERKS AND ATTACHES EMPLOYED IN THE VARIOUS AND SEVERAL OFFICES OF THE COUNTY OF ORANGE AND DISTRICTS FOR WHICH THE BOARD OF SUPERVISORS ARE THE GOVERNING BODY, AND OTHER PERSONS, AND PROVIDING RULES AND REGULATIONS RELATIVE TO CERTAIN DEPARTMENTS", is hereby amended to read as follows:
"SECTION 6. Hours and Overtime.
No person, except in the Highway and Flood Control Departments, holding a position in the service of the County of Orange shall receive compensation for services rendered over eight hours in any one calendar day, nor for services upon Sundays or holidays, nor compensation when absent from duty except as otherwise in this Ordinance provided; provided that whenever any person holding a position, the compensation of which is herein fixed at a rate per day, shall be ordered to and shall work on holidays or Sundays, or work over eight hours on any day because in the opinion of the head of the department in which such person is employed such work is necessary, and if non-performance will cause loss or damage to the County, such person shall receive for such hours of overtime work additional compensation proportionate to the amount allowed for eight hours service for which compensation is herein fixed; provided, that any such additional compensation shall be separately itemized on the payroll. Provided further, that in the Highway and Flood Control Departments when it shall be deemed necessary for any employee in said Departments to work overtime as herein provided or on Sundays or holidays, said persons in said Departments may be paid for said overtime at the same rate as which said persons are so employed. Provided also, that whenever any person holding a position in the service of the County, the compensation for which is fixed on a monthly basis, shall be compelled to render service on Sundays or holidays, or over eight hours in one day, the head of the department in which said person is employed may allow said person a leave of absence with pay for a period of time according to the time which said person has been compelled to render overtime service. The maximum leave of absence for overtime permitted in any one calendar year be 12 working days, unless otherwise ordered by the Board of Supervisors; and provided further that said leave of absence for overtime work shall in no event be taken so as to extend or prolong the vacation period as hereinafter in this Ordinance provided, but said leave of absence shall and must be taken as follows: Within a period of one year from and after the earning of said overtime leave of absence."
"SECTION 9. Compensation.
(a) Whenever in this Ordinance compensation is fixed for any position, such compensation is the monthly compensation to be paid to the person holding such position unless otherwise stated. Such monthly compensation shall be paid on or about the 1st day of each calendar month.
(b) Whenever in this Ordinance compensation is fixed for any position at a rate per year, sald compensation shall be paid to the person holding such position. In monthly installments as nearly equal as may be possible on or about the 1st day of each calendar month.
(c) Compensation for each officer, board commission, assistant, deputy clerk, attaché, and other employees in the service of the County for whom compensation is in the Ordinance provided, shall be paid out of the Salary Fund of the County, except when otherwise provided in this Ordinance or by law, upon certification by the department head to the auditor that such employee has performed the number of days of work as set forth in said certificate. Provided, however, whenever an employee shall have been discharged by the head of his sald department, or otherwise terminated his service, certification of such discharge or termination by the head of such department shall immediately be filed with the County Auditor of the County of Orange, whereupon sald Auditor shall draft his warrant for the period of time and/or pay due sald employee up to the time of discharge."
SECTION 2. Saving Clause.
If any paragraph, sentence, clause or phrase of this Ordinance for any reason is held to be unconstitutional or invalid, such shall not affect the remaining portions of this Ordinance, and the Board of Supervisors hereby declares it would have passed each paragraph, sentence, clause and phrase thereof irrespective of the fact that any one or more than one sentence, clause or phrase be declared unconstitutional or invalid.
SECTION 3. Exactment Clause.
This Ordinance shall take effect and be in force 30 days from and after its passage; and prior to the expiration of 15 days after the passage thereof, this Ordinance shall be published for one week in the Anaheim Gazette, a newspaper printed in the County of Orange, State of California, together with the names of the members of the Board of Supervisors voting for and against the same.

St. Michael Church To Hold Special Youth Service Sun.
On Sunday, October 21, at 11 o'clock a.m., St. Michael's Episcopal church will have a special service commemorating National Episcopal Youth Sunday when the rector, Rev John K. Saville will bring an inspiring message on "The Challenge to Youth". All young people of the parish will participate in this service and all young people of Anaheim who are not affiliated with another church are cordially invited to attend.
Opening the service, a special anthem will be sung by the choir with solo parts being sung by Miss Natalie Morris. Terry Kilduff will read the lesson. Donald Garrett will assist in ushering and the taking up of the offering. Pamela Van Buren will make a special announcement of St. Michael youth plans while James Horne and Terry Kilduff will be servers. A special youth offering for St. Luke's Children's hospital in Manila will be made.
Announcement has been made that one of the new youth organization of the church is Young People's Service League, directed by Mrs. Mildred Olding and meet each Sunday at 11 a.m. in the church.

Presbyterian Youth Will Attend Meeting
Local Presbyterian youth will attend the three day annual convention of Westminster Fellowship at the Pasadena Presbyterian church on Friday evening October 26, and lasting through the 28th.
Young people between the ages of 12 and 24 throughout southern California will join in the conclave, which leaders state will be the largest ever to be conducted by the denomination in this area.
Prominent speakers will present to bring the highlights of the meeting and entertainment for all ages is being planned.

Michael Church holds Special Service Sun.
Sunday, October 21, at 11 am., St. Michael's Episcopal church will have a special commemorating National Youth Sunday, when Rev. John K. Saville, an inspiring message Challenge to Youth". All people of the parish will be in this service and all people of Anaheim who are affiliated with another are cordially invited to attend the service, a special will be sung by the choir so parts being sung by Malie Morris. White Temple Church Events of Interest
Last Monday evening, the first of the evening circle meetings for the ladies was held at 7:30 at the home of Mrs. Grace Ahlstrom at 110 South Walnut street, these meetings being held for those who are unable to attend the afternoon circles. Rev. Roy Rogers was guest speaker, using as his topic "Africa", and during his talk he showed many interesting articles brought from this strange land. Additional feature was the two songs, "Roll, Jordan, Roll" and "Deep River" as sung by Lyman Harpster and Fred Edwards.
Tomorrow evening, Friday, open house will be held at the parsonage from 7:30 until 10:30 to which all members and friends of the church are especially invited. Co-hostesses for the evening will be the young women of the Prospectors Class.
On Oct. 26, the young people of the church will enjoy a Hallowe'en party and plans are going forward for the All-Church Potluck to be held on Nov. 1. This event has been postponed several times for various causes.
Former Pastor of Free Methodist to Preach Here Sun.
Of special interest is the announcement of the service Sunday night at the Free Methodist Church, Broadway & Clementine. In May 1943 Rev. Bergen Bird-sall, after serving two years as pastor of the local church, entered the chaplaincy of the United States Army. Chaplain Bird-sall has recently returned from
Jacob Deshazer Brings Inspiring Talk to Young People
Jacob Deshazer, bombardier on one of the B-25's of Doolittle's squadron that staged the first raid over Tokyo, brought an inspirational message to the young people of the First Church of the Nazarene, when he appeared at their meeting last Sunday evening at 6:30 o'clock.
He was in one of the two planes that were grounded and their crew later captured by the Japs, the history of which is now written into the archives of the last big war, World War II. Held in the Jap prison camps for three years and four months, he told of witnessing many horrible and gruesome scenes, of mistreatment and starvation and of the many other horrors they experienced at the hands of the Japs. Later he was sentenced to be executed but the Emperor gave him a life sentence instead. On August 20, the happiest day of his life, he and the men with him were freed by American paratroopers; that courageous group of fighting men that dared risk the jaws of death to carry out their mission of warfare.
Laying the foundation for his future, Jacob Deshazer plans some day to return to the land of the "Rising Sun" as a missionary.

Of the 103 students from the state of California attending Northwestern University at Evanston, Ill., one is from Anaheim and another from Garden Grove. The Anaheim student in Barbara Louise Wood, daughter of Mr.

Of special interest is the announcement of the service Sunday night at the Free Methodist Church, Broadway & Clementine. In May 1943 Rev. Bergen Birdssall, after serving two years as pastor of the local church, entered the chaplaincy of the United States Army. Chaplain Birdssall has recently returned from Saipan and at the invitation of the local pastor, J. B. Abbott, Chaplain Birdssall will occupy the pulpit Sunday night. Accompanying him will be Mrs. Birdssall and their son, Byron.
