WASHINGTON
As Seen By
CONGRESSMAN JOHN PHILLIPS
The 78th Congress just faded away. The work grew less and less, the bills went to conference, the members drifted away, the speaker went home, and finally, when all the loose ends were tied together, the temporary speaker called up the adjournment resolution and at 6:59 on the evening of the 19th, Tuesday, it was all over.
The Rivers and Harbors bill, and the bill to increase the pay of postal employees, were still on the Senate floor, so I went over and stayed to the Senate's end, at 8:22 p.m. The fillibuster over the State Department appointments, stimulated by the CIO/PAC and led by Senator Pepper, killed all chances of bringing up these bills.
The 78th is gone; the 79th will convene at 12 noon on Wednesday the 3rd, one day before this appears in the papers. We will all be sworn in, and look over the new members and begin to line up our bills and our committees and our work for 1945.
Some figures may interest you: In Sacramento we used to introduce about 4,000 bills and pass perhaps 1,000, of which the Governor would sign, say 900. I don't know what the figures were in 1943. In the 78th Congress we introduced 6,635 bills in the House and 2,217 in the Senate; total 8,-852. Of these 989 are now laws,
about one in 9. The 77th introduced more bills, a total of almost 12,000, of which 1485 passed, about one in 8. About half of the bills are "private bills," involving the claims of individuals against the government.
The average number of bills introduced over 25 years, is over 15,-000. The 61st Congress went over 35,000! The highest number to become law was in the 59th (1905-06) with 6,940, and the lowest was the 56th (1899-00) with 508.
More figures: There will be 243 Democrats in the House when we convene; 190 Republicans; I Progressive; 1 American-Labor. Of these 184 Democrats were re-elected; 170 Republicans, and both single party men.
Of the new ten, 21 Democrats succeeded Democrats, but 31 Democrats succeeded Republicans, and 7 Democrats were elected in new districts. On the other side, 8 Republicans succeeded Republicans, and 6 succeeded Democrats, and one Republican replaced a Progressive. 8 Republicans were elected in new districts.
The total membership of the House is 535. The division between states changes every ten years, but not the total. If anyone wants to see how the political divisions stood in both House and Senate for the past 45 sessions (90 years) I'll send a booklet.

Just as the doughboys are asked to make a little further effort or a greater sacrifice than what they have already made, can't you too? There is an extra bedroom in your house or maybe two of them and they are empty when they could be the means of giving a service man and his wife or a mother and her son a chance to be reunited after months of hazardous separation.
Can you honestly say to yourself that you are too busy or your health too poor to turn over that bedroom (for a fee, of course) to some service man who will soon be overseas to possibly give his life or health for you, or to some service man who has just returned from an arduous campaign and wants a few months or weeks with his wife and children. If you can then this appeal isn't being made to YOU, but only to YOU who are thinking of the personal inconvenience in sharing the one and only bedroom or having strangers enter your front door.
Of course you already work hard in Red Cross or the USO or your church or other civic activities, but it doesn't take much added effort to rent a room and there isn't a service man's wife or mother any place who wouldn't be willing to take care of her own room if necessary, and wash out her own linens if it would mean a temporary home or a bit of security when her life is so full of insecurity.
Mrs. M. P. Thaxton, in charge of the housing service for the USO, is making another desperate appeal for local residents to snare their homes with service families who have been uprooted from their own homes. During December 73 applications were made with her by service families and she was able to place only 35 or approximately half of the people. Of these, 37 applications were made from the base at Los Alamitos and 17 from the El Toño base while the remaining 19 were from around this locality.
The annual report which she has just compiled shows that from perhaps 1,000, of which the Governor would sign, say 900. I don't know what the figures were in 1943. In the 78th Congress we introduced 6,635 bills in the House and 2,217 in the Senate; total 8,852. Of these 989 are now laws, House is 535. Lions Told How Service Men Are Handled at SAAAB
In an interesting manner, Capt. Ted Shipkey, former Anaheim boy and brother of Art Shipkey, local oil distributor, told Anaheim Lions at their meeting last Friday noon, a little of the routine employed in redistributing, or rehabilitating retiree airmen at the Santa Ana Army Air Base, where he is now in charge of the reconditioning school.
Capt. Shipkey was introduced by Clyde Cromer, program chairman, a former school day chum, who told of the exploits of the intrepid air force man who was a Football star on the Fullerton high school team twenty-odd years ago, and later all-American end on the Stanford varsity. In the meantime Capt. Shipkey has been a professional football coach and was with the University of New Mexico at Albuquerque when he entered the military service.
As the army man told in considerable detail about the rehabilitation program at the S.A. Redistribution Center, much of which was not for publication, he stated that the government is doing everything and providing everything possible for the men of the air service who are returned from overseas duty.
President Thayer Chapman announced the state convention of Lions clubs to be held at Fresno on January 18-19; also the county council meeting which is to be held at 7:00 p.m., January 12, at the Woman's clubhouse at Brea. He also announced that a directors meeting would be held Monday evening, January 8, at the home of Lion Ray Reafsnyder.
Joe Wilmore, coach of a basketball team from El Toro Marine base, known as the "Anaheim Flyers," suggested that the club sponsor a series of matched games in which the Anaheim Flyers would be the local favorites. The suggestion was accepted and an

WAVES Recruiting Poster Comes to Life
A passenger on a Great Lakes cruise ship took this picture after noting the striking resemblance between Joanne Leeney of Iowa City, Iowa, a waitress on the ship, and the girl model used in one of the WAVES posters on board the vessel. Joanne, a University of Iowa junior, echoed the sentiments of the little girl about joining the Women's Reserve, but she's not yet 20, the minimum age. Observing their second anniversary this summer, the WAVES still need thousands of women under 36 for patriotic war service. Counting food and quarters, the starting pay of WAVES is $141.50 a month — $32.65 per week — plus such extras as $200 clothing allowance, free medical and dental care, special income tax exemption, low-cost government life insurance, etc.
