E.ahlberg. They compete with tree roots in connection with soil moisture and absorption of fertilizer elements—particularly nitrates — that are now essential to the feed-roots of the tree prior to and during the period of flush of new growth and blossoming. The winter cover crop is a desirable source of organic matter and where good stands are obtained, may supply a large portion of the organic matter required by citrus trees. The cover crop best assimilated in the process decomposition when it is turned under in the succulent stage. If allowed to ripen to maturity, the drawy material is slower to decompose and its benefits are delayed. In fact, says the Farm Advisor. Before reviewing the decisions reached, and the recommendations made, note should be taken of the organizations represented in this post-war planning conference. For the very names of the organizations are indicative of the fact that men and women in many walks of life have learned their common dependence on each other (rather than on government) and are making the first groping steps toward building together for a sound, prosperous America. Represented at this conference were the American Farm Bureau Federation, the American Federation of Labor, the Aeronautical Chamber of Commerce of America, American Bankers Association, American Legion, the United States Chamber of Commerce, Association of American Railroads, the CIO, Investment Bankers Association of America, Committee for Economic Development, Kiwanis International, National Association of Manufacturers, National Council of Farmer Cooperatives, National Grange, National Foreign Trade Council, and Rotary International. After pledging all their resources and facilities to peak pro-injury to the nation? Growers Exchange Moves Sales Office To Los Angeles Transfer of its western division sales office from San Francisco to Los Angeles is the newest development in the California Fruit Growers Exchange sales organization. Sam H. Kelly, who became western division manager in 1941 is now at the Exchange citrus distributing plant in Los Angeles where he also takes over the duties of Los Angeles district sales manager, replacing W. J. Liddell who resigned to engage in another business. With the Sunkist organization 33 years, Kelly started at Amarillo, Texas, in 1911. From Texas he went to Shreveport, Louisiana, where he became district manager, later serving in this capacity at Oklahoma City, Detroit and San Francisco. The San Francisco office will be managed by Conway Smith, assistant district manager, assisted by Walter S. Murison. “Geographically the largest of the six Exchange sales divisions, and covering the ten western states and British Columbia, the western division in 1943 sold nearly 19,000 cars of citrus fruits,” states Paul S. Former Agricultural Commissioner To Be State Aggie Director Former agricultural commissioner of Orange county, A. A. Brock has been appointed by Gov. Carl Warren to the position of state director of agriculture, the job he held from 1933 to 1939. He now operates a pear orchard in Addorado county, as well as a dairy farm in Kern county and lemon and apricot orchards in Ventura county. Brock will take over the duties of William J. Cecil who recently designed the post to become manager of the California Grape growers and Shippers association. New car certificates were issued by OPA last week to Joe A. Farmers Need Not File Declarations Of Income April 15 Farmers and ranchers of southern California need not file declarations of estimated 1944 income taxes by April 15 according to an announcement made by Collector of Internal Revenue Harry C. Westover. "Any person who derives 80 per cent or more of his total income from an agricultural operation is considered a farmer," Westover said, "and does not have to file a declaration until December 15 unless he so desires. This extension of time does not apply to agricultural employees or laborers, but only to the operator of the farm or ranch. "Farmers who wait until December 15 to file declarations must pay the entire amount of 1944 tax due at that time. Those farmers who elect to file in April will be privileged to pay their tax in quarterly installments. They also are allowed to amend or revise their April declarations in any or all of the subsequent quarterly periods of the year." Exemptions for farmers are $500 for single men, and $1200 for married couples. Married persons not living with spouse and heads of families are considered single and must observe the $500 value on the better orange groves are being raised from a top assessment of $500 per acre to $700, County Assessor James Sleeper announced, due to increased selling prices and incomes from the groves.
