The FARMERS CORNER
by RALPH H. TAYLOR
Executive Secretary
Agricultural Council of California
There are heartening indications in Congress of a mounting revolt against the reskless, bureaucratic "spend and spend, tax and tax" philosophy, which has heretofore been excused on the ground of national emergency, but which can be tolerated no longer if the American people are to escape liquidation at the hands of their own government officials.
During recent days, there have been two hard-hitting indictments of unbridled governmental extravagance and needlessly severe tax demands of Federal agencies.
The powerful House Ways and Means Committee, with Democrats and Republicans both signing the report, condemned the new ten billion dollar tax program of the Administration as "exagerated" and unnecessary—and said that the two billion dollar tax bill, as approved by the Committee, is all that "can reasonably be borne by the taxpayers at this time."
Drive. For there is no doubt that the time has come to call a halt to the spending orgy—and public opinion will be the most affective weapon in applying the brakes!
Feed Committee is To Function In Orange County
An Orange county feed committee has been set up under the AAA, Stephen Griset, county chairman announced today. The chairman is A. F. Schroeder of West Orange. Other members are Roy Mills of Garden Grove, beef cattle; W. M. Cory, Santa Ana, Agricultural Extension service; Clarence L. Ranney, Excelsior dairy, dairymen; Charles E. Simpson, Garden Grove, feed dealers; Walter Pollard, Tustin, poultrymen; Eric E. Eastman, Santa Ana, secretary.
Government feed wheat is to be ordered henceforth through the County AAA office, 622 N. Main street, Santa Ana, and rationed monthly for the Commodity Credit Corp., by the above committee, it was stated.
A moderate quantity of soybean meal has been allocated to Orange county from the 20 per cent set aside by producing plants and will be available within the next 10 days. Orders will be taken.
Extension Service Reports Aid Farmers of San Francisco
More than 342,000 farm jobs were filled cultural Extension Service Labor offices from December 31, according to an end report received by visor H. E. Wahlberg office of Director B. M. On.

Crocheron praised organizations, schools, and state and local commerce for cooperating and stimulating reharvest camps and solving critical local during peak harvests.
He paid tribute to than 40,000 Mexican who, during the months, have been a renter in gathering the record.

Lemon Crop To Be Advertised
1944 Campaign
California Fruit Growers Exchange has announced that sale of the 1944 lemon crop will be reported by the strongest adverging program in the history of California lemon industry. It will be four campaigns in one, a separate push for each major use lemons.
The grower thinks of the lemons as one fruit," states Russell Z. Her, advertising manager of the change whose affiliated grower produce seven-eighths of the lemon crop. "To the housewife it many products and has many uses, the four most prominent being a cold remedy, a laxative, a garage and a food."
Americans spend over 75 million dollars each year on cold remedies and 83 million for laxatives, according to the Sunkist executive. By stressing the cold remedy and laxative value of lemons, the Exchange is helping all grocers capture their share this business.
The 1944 lemon advertising campaign is designed to give the growing public a new concept of unbrutal government extravagance and needlessly severe tax demands of Federal agencies.
The powerful House Ways and Means Committee, with Democrats and Republicans both signing the report, condemned the new ten billion dollar tax program of the Administration as "exagerated" and unnecessary—and said that the two billion dollar tax bill, as approved by the Committee, is all that "can reasonably be borne by the taxpayers at this time." And it rebuked spending agencies in Washington, which have sought to justify higher taxes as a brake on inflation, by declaring that strict government economy would be a far stronger weapon against inflation than trying to "siphon off all excess purchasing power through taxation."
"The time has come," said a special report, signed by Republican members of the House Committee, "when henceforth the Administration, instead of insisting upon squeezing more and more taxes out of the public should at long last be giving some concern to the elimination of unnecessary and wasteful expenditures." And this group cited as "abundant evidence of the fact that the government cannot spend the amount previously estimated" the action of the War Department recently in turning back to the Treasury some 13 billion dollars.
The second attack on governmental extravagance came only a few days later from the Byrd joint congressional committee on non-essential government spending, which charged that its recommendations for the reduction of swollen government payrolls have been largely disregarded.
Renewing its demand that 300,-000 unneeded employees be lopped off Federal payrolls, the Byrd Committee sharply warned:
"Should this second request be disregarded, the Committee will believe it necessary to recommend legislation to Congress which will make reductions in Federal civilian employment mandatory!"
Senator Byrd, chairman of the Committee, then specified, so that there could be no misunderstanding, where drastic personnel reductions could be made without damage to the war effort or any essential government service.
A total of 35,000 employees, reported Senator Byrd, can and should be eliminated from the Work Projects Administration, National Youth Administration.
Orders will be taken through the county office as for wheat. Linseed meal will also be available at the same time and manner.
In accordance with the progress of production schedules, preference is given to producers of eggs and dairy products, since these are farthest from the state's production goals.
The function of the County Feed committee is not to ration all feeds, since the greater part of the protein supply will continue to move through the regular commercial channels supplying feeders and dealers, but to use the small amounts allocated to the county for rationing by the committee to compensate for an unequal distribution; and to take care of the most critical and urgent needs, Griset stated.
Farmers Informed Of Emergency Crop, Feed Loans
Any farmer, either owner or tenant, who has insufficient collateral to obtain a loan from the production credit association or local bank, or whose operations or needs are not of sufficient size to make it practical to borrow there, is an eligible applicant for an emergency crop and feed loan. This announcement has been made by Leland Finley, manager of Production Credit association, 717 No. Main St., Santa Ana.
The loans are primarily based upon moral responsibility, ability to produce, and whether or not the applicant is an established farmer. It has always been the policy of the Emergency Crop and Feed Loan office to lend no more than the borrowers will under normal conditions be able to repay from the current year's operations.
In the case of "crop" or "seed" loans, a first lien on the crop to be grown is taken as security. Loans are to be repaid from the
Americans spend over 75 million dollars each year on cold remedies and 83 million for laxatives, according to the Sunkist Executive. By stressing the cold remedy and laxative value of lemons, the Exchange is helping mail grocers capture their share in this business.
The 1944 lemon advertising campaign is designed to give the public a new conception of the value of lemons; instead of merely stressing lemons, advertising will feature specific uses," states Eller. "We read this program as the first step our post-war lemon sales campaign."
Established use of lemons as a average and in a wide variety foods will not be neglected by the Exchange. Color ads in women's magazines will highlight the food campaign, while lemonade advertising is being timed for warm summer months.
California's lemon crop in the current season is forecast at 14,-20,000 boxes—over 35,000 cars, most equal to last year's record.
Despite a record breaking volume of Florida orange shipments, California navel oranges brought selling prices in all markets during the first six weeks of the new season, reports the Sunkist sales department. Three factors believed mainly responsible for this record were: light California volume, larger sizes and superior tasting quality of California oranges.
Production of oranges in Spain is dropped to less than half the amount produced just prior to the Spanish Civil war.
Fresh fruits, particularly oranges, are being used in the diet of Allied airmen to correct night vision.
Senator Byrd, chairman of the Committee, then specified, so that there could be no misunderstanding, where drastic personnel reductions could be made without damage to the war effort or to any essential government service.
A total of 35,000 employees, reported Senator Byrd, can and should be eliminated from the Work Projects Administration, National Youth Administration, Regional Agricultural Credit Corporation, Farm Security Administration, Civilian Conservation Corps, Bituminous Coal Consumers' Counsel, National Resources planning board, Board of Legal examiners and the domestic branch of the Office of War Information.
Other recommended reductions included 150,000 clerical administrative and fiscal employees of the War Department; 100,000 Federal employees of all classes to be eliminated by better personnel management and elimination of duplicating functions among agencies, and 15,000 whose services would become unnecessary, the report said, through unification of lending agencies in the Agriculture Department.
As a result of an earlier report by the Byrd Committee, turning the spotlight on padded payrolls of the government, it was pointed out that the government's civilian roll had been cut from 3,095,463 in June to 2,964,405.
That at last, indicates that public pressure can bring reductions in needless personnel—and that if the public once became fully aroused, much greater savings could be achieved. It is to be hoped that California's farm organizations, taxpayers' organizations and other civic-minded groups will aid in creating the public support which is necessary to put steam behind the congressional economy upon moral responsibility, ability to produce, and whether or not the applicant is an established farmer. It has always been the policy of the Emergency Crop and Feed Loan office to lend no more than the borrowers will under normal conditions be able to repay from the current year's operations.
In the case of "crop" or "seed" loans, a first lien on the crop to be grown is taken as security. Loans are to be repaid from the sale of crops under mortgage. In the case of "feed" loans, a chatel mortgage is taken on the livestock to be fed. Repayment is to be made from the sale of livestock or products.
The purpose of the loan, stated Finley, is to furnish credit at low cost to eligible farmers for the purchase of seed, fertilizer, and other supplies or expenses necessary for the production and harvesting of crops, including an appropriate amount for the repair of farm equipment and machinery and for the production or purchase of feed to be used in feeding livestock. Generally, loans are completed within a week or 10 days.
FARM CENTER MEETS IN PLACENTIA
Reaction of the nation's farmers to current agricultural problems, as developed at the recent National Farm Bureau conferences in Chicago, was reported by Jack Crill of Garden Grove at Monday night's meeting of Placentia Farm Center. Sharing program interest was the talk by W. M. Cory, assistant farm advisor, on "How to Secure and Maintain Farm Machinery."
Volume of California oranges and lemons diverted to citrus products plants in the past year is double the amount exported in fresh fruit form in any year prior to the war.
Extension Service Reports Aid To Farmers of State
More than 342,000 seasonal farm jobs were filled by Agricultural Extension Service Farm Labor offices from June to December 31, according to a year-end report received by Farm Advisor H. E. Wahlberg from the office of Director B. H. Crocheron.
Women volunteers accounted for 37,606 of the harvesting jobs, and youths, including college and high school boys and girls, filled 55,839 places on California farms, according to the report.
"Because of the patriotism of these thousands of women and boys and girls and because additional thousands of men responded to the call for harvest volunteers, California has been able to give the nation one of our biggest war time crops," Crocheron asserted.
Crocheron praised service organizations, schools, civic clubs and state and local chambers of commerce for cooperation in aiding and stimulating recruiting for harvest camps and for help in solving critical local situations during peak harvests.
He paid tribute to the more than 40,000 Mexican Nationals who, during the past eight months, have been a major factor in gathering the record crops.
Anticipating the possibility of a critical situation during 1944, plans already are under way to meet the probable shortage, Crocheron declared. Farm labor offices are to be maintained on a year-round basis and recruiting campaigns for volunteer workers will be carried on in urban and

The first four months of the present fiscal year shows a drop of 27.2 per cent in the number of people dependent on general county relief and a drop of 15.5 per cent in the number of children receiving aid as dependent children in Orange county, California Taxpayers' association stated today, making public its comparison of relief during June and October, 1943.
