"RISE TO REMARK"
By CONGRESSMAN JOHN PHILLIPS
Back again to the grind. Monday, October 4th, 1943, will stand out as red-letter day on the calendar of one new Congressman from California. Since this column must be mailed from Washington a week before you read it in the home papers, the 4th is "yesterday" as I write this.
Every Congressman (and every Senator or Assemblyman in a State Legislature for that matter) if he has in him the makings of any kind of a representative, or the experience which previous service has given him, must have tucked away in one of his mental pigeon holes a list of the things he hopes to accomplish for the people he represents. Without deliberate intension or thought, he divides the list into several parts. One part, if he were to think about it that way, would list the immediate and urgent things he is trying to do; shells for the Imperial Valley farmers to help save the crops; the cost of production for milk; the news of a war - prisoner son for some family; the bottleneck on contracts for the Harbor area; and a hundred little things requiring personal attention, all at the same time!
The second group would list the things he wants to do over the long pull; the things that require planning and thought and patient, persistent effort. The third group is smaller and lists only those things for a larger area than the Congressman's own district; perhaps Southern California or the State.
Chambers of Commerce, whether they realize it or not, have similar lists. A Chamber, representing as it does the continuity in community life, looks forward and works for objectives that it may take years to reach. Yet at
All of this introduction is just to say that on Monday the 4th a major objective on the list of the congressman from the 22nd district was crossed off. Work on the Coachella Valley extension of the All-American Canal will be resumed almost at once. Four agencies of wartime government had to pass upon it; the Reclamation Bureau of the Interior Department; the War Food Administration of the War Manpower Commission. The work is approved subject to certain conditions: a maximum of 175 employees, not including war prisoners, or men from Public Service or war relocation camps, without further approval of the W. M. P.; and that re - rolled steel be used so far as possible for the work.
Credit for this success in bringing the canal to the Valley goes to Phil Swing,, who represented this area successfully for so many years in the congress. It was a privilege to be able to work with him in the last few months.
I don't think I should write a column without at least once mentioning the OPA. There's a little joke down here about how the OPA figures points. People think the OPA gave itself away. This is the schedule: Ears, 1 point; backbone, 2 points; Brains, 3 points; Cheek, 5 points; Tongue, 6 points; Bologna, 7 points; Applesauce, 11 points.

INVEST THE REST IN WAR BONDS
It takes fighting men to vanquish the submarine wolf packs, and it takes fighting dollars in the form of War Bonds to provide these men with the arms and munitions they require. That's why the 10,392 men and women of Bank of America have pledged themselves to sell another 300 million dollars in bonds between August 1, 1943 and January 31, 1944. Now these men and women invite you to join this great drive. After you have set aside the money you need for the essentials of life, invest the rest in bonds.

A Substitute for Hell
Somewhere in New Guinea these wounded soldiers await evacuation. Flat on their backs, in steaming heat of the jungle, where mosquitoes plague the air and ants and mosquitoes torment bodyies, they dream of home . . . of clean white sheets and the touch of cool, comforting hands. You can help provide modern hospitals and the medicines they need for their recuperation by putting every dollar you can into War Bonds during the Third War Loan.
