How many readers got out their adding machines and added up the number of patriotic federal employees whose names and interests were given in recent columns? I said I would give "21 names," having no space for more, although I could just as easily have given 21 dozen.
For example, if I were to put down the name of Paul F. Brissenden, now employed as a "consultant" by the Ship Building Stabilization committee of the War Production Board at a salary of $8,000 a year and remind you that in March 1941, when the country was aroused over the communist strikes in our defense industries, this patriot joined the group who issued a ringing defense of the Communist party, and that he was and still is a member of various Communist Front organizations, there is nothing particularly startling about that statement, nor does it distinguish him from many others of like backgrounds and interests. The Congressional Committee on Un-American Activities handed the Department of Justice a list of 1,124 names like this, almost two years ago. I won't even argue if you contend that a lot of the names on that list did not belong there. If you wish to believe that these patriotic and innocent men and women joined a dozen Communist front organizations each without any knowledge of what these organizations stood for, and with absolutely no interest in anything that would in any way disturb constitutional government, you're entitled to your opinion. My feeling is that if you were to cut the list in half, or even cut it down two-thirds, there would still be too many left in responsible positions.
Well, anyway, the number of names in the columns would have added up to only 17. It turned out that was all there was room William Dodd, Jr., son of the late ambassador to Germany, is employed by the Federal Communications Commission at a salary of $3,200 a year. He was refused a visa by the state department when he was given a job which would have taken him to England. This refusal was based upon information furnished by the FBI and the Dies committee. He was and is an active member of a number of Communist Front organizations, including several which the attorney general himself has listed as subversive. He is one of three men recently removed from the government payroll by congressional action, concerning which there is considerable argument at the moment.
David J. Saposs was chief economist of the National Labor Relations Board. He is a member of many Communist Front organizations, and a leader in one whose avowed objective is to arrange for "the workers to take control of industry and government and build a worker's republic." He was removed. He is now assistant to the chief of the labor division of the War Production Board at an annual salary of $8,000 a year, a higher salary than he received prior to the exposure. of Collecting You
Starting July 1st, both your Income and Victory Tax will be collected by an entirely new and more convenient method.
Under the old system, you were obliged every March 15th to pay either the full tax for the previous year, or a quarter of that amount. Under the new system, you will keep paid up from month to month.
After July 1st, your employer is obliged by the new law to withhold every month a part of your wages and turn the money into the United States Treasury as payment on your Income and Victory Tax.
Of course, the amount that your employer withholds will depend upon your pay and your exemptions. But this is the important point: For most of us, the amount withheld over a year's period will add up to the same that we're paying now—plus or minus a few dollars.
At the end of the year, we may owe the Government a few dollars or the Government may owe us. (See the tables below.)
You may have heard 20% mentioned as the proportion of your wages that will be withheld. Actually, this is incorrect. To figure the amount that will be withheld, take your total wages and subtract your allowance for exemptions and allowance for dependents; 20% of this lesser amount is the total that will be withheld.
Now please remember this: You must claim those exemptions to take advantage of them. Before July 1st, you must file with your employer an Exemption Certificate. If you do not do this, your employer will have no choice but to deduct 20% of your full pay check.
Here is how the new tax collection method will work: Let's say you are a working man earning $3,000 a year; that you are married, and have two children.
First of all, as a married man you are allowed a personal withholding exemption of $1,248, plus an exemption of $312 for each dependent (other than your wife). This makes a total exemption of $1,872 ($1,248 for yourself and wife, plus $624 for your two dependents).

Dr. Julius Hirsch is a German alien. He was the first assistant, and later the price administrator in Germany during World War I, and in 1919 was secretary of state for Industry and Trade. He apparently held this position up to and during the time of the disastrous inflation in Germany. He left Germany in 1933, living first in Denmark, and more recently in the United States. He is now employed by the OPA as a "consultant" at $35 per day. His recent book has a foreword by Leon Henderson, and speaks strongly for what you and I would call "regimentation." I suggest that the OPA seems to be following his advice.
Here's one I'll throw in for good measure: Doxey A. Wilkerson, formerly associate professor at Howard University, resigned his position June 19 to become an organizer for the Communist party in Washington and Baltimore. He had been an "education specialist" with the OPA. He said, in a newspaper interview, that he would continue to further the policies of the OPA, as a Communist lecturer. He has always been "frank and outspoken in his enthusiasm for Socialism" and said that it was quite natural he should seek this active affiliation with the Communist party.
Midget Horses From Remote Canyon Showing Here Saturday and Sunday
One of the most unique nature exhibits of the west, a group of the tiniest horses known to man, will be in this city Saturday and Sunday, when Ernest W. Ritter, artist and explorer, will bring three of the small creatures from his Pasadena headquarters.
The exhibit will be staged at 129 West Center street, where patrons will also be privileged to see the fine collection of paintings of the great national parks of the West, which Ritter shows through cooperation of the Department of the Interior.
The story of the tiny horses as related by their owner-exhibitor, is interesting in itself. Many years ago he heard tales of the existence of the little creatures in an almost inaccessible "Canyon of the Little Horses" in the Grand Canyon country. He heard this legendary tale from an Indian guide, who told of his forebears being trapped by winter snows in a deep canyon from which they were unable to rescue their horses.
As generations passed, these horses multiplied, but steadily decreased in size due to lack of calcium and other bone-building elements in their limited diet. Intrigued by the story, Ritter investigated the matter for himself a few years ago, actually discovering the isolated canyon, and ex-
ploring it after many hazard experiences of descending on means of block and tackle.
He found the diminutive horse exactly as they had been described, and succeeded in bringing a few specimens back with them. They are thriving in captivity and he already has one young colt among the half dozen ducks of his collection. The tire group was shown at the Francisco fair, attracting much attention. The tiny horses ran in height from two to two and half feet.

dependents), which is deducted from the $3,000 you earn before your tax is computed. You are thus paying tax on $1,128, of which your employer will withhold 20%, or $225.60 for the year. Therefore, in your pay envelope, after July 1, you will receive about $4.40 less each week.
In March, 1944, when you ordinarily would be faced with paying taxes on your 1943 income, you will file a return showing how much you have already paid, and how much your total tax actually amounted to. If, by that time, you have already paid more than your actual tax due, you will be given credit for the difference. If you owe more than you have paid, you will pay the difference.
Since this plan starts July 1, many wonder what happens to the tax payments they will already have made by that time—on March 15 and June 15.
For a great majority of people, here is what happens. . . Your 1942 income tax is "forgiven" (either all, or most of it). The March and June installments which you originally paid on that 1942 income tax are credited, instead, as payments on your 1943 tax. With the result that on July 1st, with the year half gone, you have already paid tax on that half-year's income. In short, you are "paying as you go."
There is one thing more. Since this pay-as-you-go method leaves you just as much of your net income as you had before, you will probably find it possible to at least maintain your present rate of buying War Bonds. Do this by all means!
Taxes alone will not bring to the Treasury nearly enough money to finance the great invasion war that lies ahead. The war needs every cent of your money that does not go for the necessities of life.
