OWI Issues Ruling On Replacing Lost Ration Books For the benefit of the many unfortunate Anaheim folk whose ration books have been lost or stolen, we present the following information sent out by the Office of War Information especially to cover such cases. Under new regulations, the person desiring to replace a ration book or coupon sheet must apply to his local War Price and Rationing Board on Form No. R-194. In case of a mutilated book, the board shall determine if it was wilfully mutilated. If not, a replacement (so marked) may be issued and the old book destroyed. In case of a lost or stolen book, the form must be made out in duplicate and the local board must forward the second copy to the enforcement section of state or district office. Also it may require the applicant to report his loss to the police. Ten days after the first application is filed, the applicant may return to the board. The board then may examine the facts, and if satisfied may issue the replacement. The board may require the applicant to appear at a hearing before issuing the replacement. If the board finds that the book was lost or stolen through negligence on the part of the owner, it may hold up issuance of the new book for as long as 60 days. BUY WAR BONDS AND STAMPS!
