Anaheim C of C Appoints FHA Negotiator
Facilitating prospective home builders here in filing for permit to construct residences in Anaheim under FHA terms, another office was added to the list of contact stations this morning with the designation by the Chamber of Commerce of Arthur Porter, 261 East Center street, as a qualified agent for prospective builders.
Other organizations reportedly equipped to handle applications for premission to build are the Bank of America, The Southern Counties bank, Anaheim Building and Loan association, and the Savings Loan and Building association of Anaheim.
Porter told the Chamber of Commerce that there would be a reasonable charge for his services to any applicant.
Council Asked To Tag Over-Parkers
Parking committee of the city chamber of commerce, seeking to combat downtown motorists had bitually parking their cars on main streets and “sewing up” all the available space against use by customers requested the City council Tuesday to appoint a special officer to tag such cars on all streets posted as 15 minute and 2-hour parking zones.
Other business included a report by the City Tax collector Jean Barry that 98 per cent of city property taxes had been paid $2,901.46 on personal property and $75,295.86 on real property for the past period.

NOTICE IS HEREBY GIVEN that sealed proposals will be received the City Council of the City of Anaheim at the office of the City Council of said City up to eight o'clock on Tuesday, the 2nd day of June 1942, for furnishing of all advertise for the City of Anaheim for the commencement May 24, 1942, and end May 24, 1943, all of said publishing be done in conformity with the specifications for advertising, which specifications are marked and designed "Specification for Printing and Advertising of the City of Anaheim Series of 1940," on file in the office of the City Clerk, such proposals are received as follows:
FIRST: For all advertising to be done by said city, required by law to be published in a daily newspaper; published within said city;
SECOND: For all advertising required by law to be published in daily newspaper;
THIRD: For all advertising not quired by law to be printed in daily newspaper, but required by law to be printed each issue for a defined period of time.
Bidders shall state in their proposal whether or not such proposals based upon an estimate for publication of advertising in a daily or weekly newspaper, and shall therein the name and address of newspaper. Local High School District Youths Eligible To Attend YMCA Encampment
Boys from high school districts in Anaheim, Capistrano, Garden Grove, Huntington Beach, Laguna Beach, and Newport Beach are eligible to attend sessions at Camp Osceola, Orange County YMCA camp in the San Bernardino mountains, which opens June 23 according to an announcement this morning from Jerry Patton, local YMCA secretary.
Older boys from the county start the season with 10 days June 23 to July 2. Younger boys will have eight days, July 22 to 29, and Girl Reserves will gather there August 5 to 14.
CRAFTS, HIKING
Older boy groups will include those in high school or junior high and younger boys those from nine years up to and including junior high students, Patton said, with a program of crafts, hiking, swimming, worship, sports, fishing, along with the thrills of living in the mountains promised for all who participate.
Each cabin of six or seven campers will be guided by an adult who will live with the boys. The names of these men will be announced soon Patton stated.
SESSION DIRECTORS
Directors for the sessions will be Harold Lucas, Orange YMCA; Mrs. Blanche Patton, Girl Reserve worker in Anaheim; and the local YMCA secretary.
Kenny Committee Indorses Program To Meet State Labor Shortage Needs
To meet needs created by a critical labor shortage Senators Robert W. Kenney and John Phillips today had presented to California agriculture the following program, drafted as the result of their findings in 24 public hearings throughout the state:
1. Suspension of unemployment benefits and work relief projects.
2. Immediate importation of Mexican farm labor.
3. Modification of laws restricting labor by aged pensioners.
4. Immediate training of new agricultural labor.
5. Creation of a central labor supply for cooperative farm field equipment.
One unstated point of the program—the conscription of supervised Japanese farm labor—already has been approved by Federal officials as a result of pleas by the committee and other groups, it was disclosed.
Principal exhortation of the Kenney committee (composed of Senators Kenney and Phillips) was that farmers cease "Pirating and indemnize hiring and firing of Canadians Eligible To Enlist With Homeland Forces"
Canadian citizens under jurisdiction of the Anah Draft board who have not received their first US citizen papers may volunteer for service with their own countrymen instead of the United States armed forces according to announcement today by C. Glen Peck of the local board.
Military enlistments at City hall offices this week included those of James Michaels, Garden Grove, service with the Naval reserve William E. Trettin, Westminster Navy; and acceptance of R.M. Morales, Anaheim, for service with the sea going force.

Taxpayers' Association Proclaims Need For Lower Levies In Local Government
Proclaiming a need for lower local taxes, to balance increased demands on the part of national tax collecting agencies for the duration of the war, the California Taxpayers' association today announced a campaign over the state to impress officials of the necessity of drawing the belt of civil government as tight as possible when currently making up new budgets, yet still maintain essentials.
"The yardstick of absolute necessity should be applied to every item considered by local governing boards for next year's budget and everything that does not meet this measure should be eliminated," the association declared, campaigning for all-out cooperation in the war effort by local governments in California.
The Orange county budget for this year, the organization stated, provided $1,191,603 for salaries and wages, $2,998,616 for maintenance and operation, and $175,-604 for capital outlays.
The association further cited that property tax levies in the county average $52.24 for each of the 132,500 persons in residence on January 1, with per capita totals 4 per cent lower than they were in 1938-39, when the county averaged $54.41 per person, the association found.
In making these statements, the association recommended still further downward adjustments this year.

Claiming the Bible as the basis for his predictions, Dr. Joe Jeffers, lecturer and prophet speaks tonight at 7:30 o'clock at the Odd Fellows hall, Fullerton, where he promises additional predictions for listeners attending.

Mothers of members of the Young Ledies' Missionary society of Evangelical church were entertained at the Orange Gardens on Harbor boulevard by the group Thursday evening.
Red, white and blue colors were used in the decoration scheme with each mother given a gardenia corsage tied with ribbon of these colors. Mrs. Emma Luhring responded to the tribute to mothers given by Mrs. Floyd Stockwell.
