The Inside City Continues To S By the Outsider WITHOUT WAITING Price control the current concern of anyone with a spoon in the stew has been in effect in Canada, blanketing business and labor, since December 1, 1941, according to the latest issue of the Rotarian magazine. No one—laborer, manufacturer, wholesaler, or retailer—up there may charge more for services or materials than the top price charged during a four-week period back in October. "But," say one Canadian commenting on the subject," these wartime price controls really haven't imposed any special difficulty on anyone!" When protests came to the Canadian Wartime Prices and Trade board because of rises in costs of imported materials, they suggested not to adjust prices upward, but pointed out economies in production and distribution costs—standardization of tins and packages. Not that it will do any good to protest now or later, but many Americans, without waiting to find out what the score is, are raising the roof. The commission contends that those now riding the rails are "professional vagrants"—wouldn't work if they could. In such a case, the penalty isn't stiff enough. They'll welcome the free board and lodging provided by the Anaheim jail. BEG PARDON Begging Emily Post's pardon for the intrusion, experts at the American Institute of Laundering today suggest more of a lean-to position at the dining table to cut down the number of stains on tablecloths and clothing. Gravy on a fork is vagrant and you know how elusive peas are. Soups splash and the flight of a chicken wing isn't necessarily ended with the oven. Crowding the plate helps avoid many stains, the experts explain. The direct perpendicular path for food from the plate to the mouth localizes the danger area. The institute's concern is not that professional laundries haven't enough essential materials to take care of stains once they get into the wash bundle. They have. Single people, not members of a family unit even though they board with a family, must apply for themselves. That, in brief, is the story why of rationing registration which begins here Monday afternoon at 2:30 o'clock at all elementary schools, and continues until 7:30 p.m. All school registration desks will be open during these hours Monday, Tuesday, Wednesday, and Thursday. Additional counsel for each applicant from the US Office of Price Administration this morning was as follows: (1) Applicants should come prepared with a list of family members, giving exact name of each. (2) A precise description of each family member giving height, weight, color of eyes, color of hair, age and sex, should be in possession of applicants. (3) Persons registering for family units must state exact relationship to each member. (4) It is necessary to know to the pound just how much sugar in any form is in possession of the house. (Turn to Page 4) Unless Weather Man Acts Quickly Season Will Be Dryest Since 1936 With the chances for more rain decreasing daily, the current season, according to records at the Anaheim Water company today, promises to be the dryest since 1936 when it closed with a total of only 8.64 inches. Although nearly half an inch of moisture was recorded last Wednesday at the water company, supplemented by several light showers early this week, season railfall totals were slightly less than 12 inches today. MOST PRODUCTIVE It has been an unusual season inasmuch as the months of January and February, usually the most productive in the way of wet weather, produced less than an inch of precipitation; March only 1.77 inches, while 2.76 inches been recorded so far this month. The 15-year-old student is the winner of the Northern Orange County American Legion Contest and the Orange County Lions club contest held on March 19. About eight counties will be represented in San Diego. Miss Alden's topic will be, "Freedom, Our Only Security." Inaugural Ball to Honor Elks Officers The annual inaugural ball in honor of new officers of the Anaheim BPO Elks club will be held next Wednesday at the clubhouse with Rod Brastad, chairman of hte dance committee, in charge. The evening will begin at 6:30 p.m. with a dinner served by Chef Glenn. Manny Harmon and his RKO Studio orchestra will play at the dance between 2 and 12 o'clock. All Elks and their sponsored guests are invited to attend. Tickets may be obtained from members or at the Elks office for $1.10 per couple for the dance and 75c per plate at the dinner. RES To Suffer As Building Dwindles Due government officials were reported doing their utmost to gain reinstatement of the area, and promised definite action momentarily. With a $500 limitation on licenses since April 9, due to scarcity of materials, permits last month totalled only $13,035. Permits in April a year ago were $36,679; last year in April they had reached $112,270. Permits to date this year were only $95,284. PRIORITY REINSTATEMENT The problem of priority reinstatement, which will allow building material to again come into this section and building to be resumed, this week narrowed down to a technicality. President M. E. Beebe of the Anaheim Safety council spoke to drivers at Monday's meeting, outlining aims of the city organization in promoting a campaign of home, school, and public safety in the immediate future. He also presented awards in the school's contest on "Five Points by Which We Can Improve Driving From the Standpoint of Safety and Economy," to Mrs. L. MIMEOGRAPHED FORMS To facilitate registration, mimeographed forms have been distributed through school students, advising of the information which will be necessary to make successful application for the rationing books. In issuing pre-rationing instructions this morning, Gauer said: "Too much stress cannot be placed on the fact that although the registration is not compulsory, it is in the interest of everyone that they make application personally or through the head of their family." Plan For Play Presented To Anaheim By Recreational Representatives In order that Anaheim people of every age may play heartily that they may better fight the war when they're working, Major George W. Braden, western representative, and Ben H. Evans, special representative for the National Recreation association left tentative plans in the hands of local city leaders today following their visit and tour of recreational facilities here yesterday. Outlining the plan, which, in keeping with the national policy of recreation for fitness during the war, Major Braden, who has spent 20 years supervising playground activity in this section, spoke as follows: PLAN PROJECT "The play project here, as it is in the 11 western states I cover, is to utilize the present facilities for recreation to the utmost; to see that entire family units play together to keep them as a unit; keep them physically fit, and in good spirits during the present emergency: "It entails no additional construction of playgrounds and equipment as Anaheim has sufficient. It requires only a workable plan for play projects for children and grown-ups — supervised recreation, handiwork, etc." RECRUITED INSTRUCTORS Instructors, it was learned, will be for the most part voluntarily recruited from the ranks of local citizens."
