Alien Registering Starts August 27 Orange County Estimated to Have About 24,000 Non-Citizens August 27 has been set as the date for the start of registration and fingerprinting of all aliens in Orange county, it has been announced. The work of registering and fingerprinting aliens will be done at all first and second class post offices and such others that may later be designated for the activity. Orange county has approximately 24,000 aliens, based upon 1930 census figures. Of the total, about 16,000 are Mexicans. Regular postal employees will handle the work of registering and fingerprinting, it was said. President Roosevelt signed the Alien Registration act on June 28. The law requires that all aliens must register and that all over 14 must be fingerprinted. Parents or guardians must register for minors. Aliens are also required to notify the commissioner of immigration within five days of a change in address. Alien visitors must notify the commissioner of their whereabouts each three months. Franklin Davis, U. S. immigration inspector in Orange county, said that the law sets up penalties of a fine not to exceed $1000 and a jail term of six months or both for failure to register. Those who fail to notify the commissioner's office of a change in address are liable to a fine not to exceed $100 and a 30-day jail term or both. Six Parties Hold Place on Ballot Six political parties have qualified for places on the August primary election ballot in California, it was disclosed this week by Basil J. Smith, county clerk. The ballot will carry names of the Republican, Democrat, Townsend, Prohibition, Progressive and Communist parties. Socialists did not qualify. In Orange county, however, only the Republican, Democrat and Townsend parties have candidates in the field, so voters of the other parties must write in the names of any candidates for whom they wish to vote. Such votes, if cast for a Republican or Democrat candidate, however, would not be counted for such candidates in the totals of their own respective party primaries.
