Collins in Race SAM L. COLLINS Formal announcement was made today by Sam L. Collins of his candidacy for the Republican party nomination for state assemblyman from the 75th district, comprising the area in Orange county west of the Santa Ana river. Collins is a Fullerton attorney who first served Orange county residents as district attorney. He resigned that position following his election to the national House of Representatives from the 19th congressional district. "I feel that I am well qualified to represent the people of the 75th assembly district," Collins said in making his announcement. "My knowledge of law, my experience as Congressman and my long Obituaries LENNIE YOST Stricken Sunday evening at her home, 525 West Center street, Mrs. Jennie Yost, 59, died within a few minutes. She had been driving during the afternoon and had eaten supper shortly before being stricken. Mrs. Yost had resided in Anaheim and vicinity for more than 20 years. Funeral services were conducted yesterday afternoon from the Hilgenfeld funeral home and burial was made in Loma Vista cemetery. Mrs. Yost is survived by two sons, Harold James Howard of Los Angeles and Lewis W. Howard of Anaheim; father, Robert R. Foster of Greeley, Colo.; five sisters, four brothers and five grandchildren. GEORGE H. RICHARDSON George H. Richardson, 70, of North Gilbert road, died Sunday night at Los Alamitos Sanitarium after an extended illness. He had resided in California for the past 30 years, most of which time the family home was on Gilbert road. Funeral services were conducted from the Hilgenfeld funeral home yesterday morning. The ritual of the Odd Fellow's lodge was read at the graveside in Loma Vista cemetery. Richardson was a member of the I.O.O.F. Lodge No. 103 of Fullerton and of the Rebekah Lodge No. 341. Survivors include three sons, Ray G. Richardson of Buena Park, Hugh G. Richardson of Riverside and Lee W. Richardson of Fontana; one daughter, Mrs. Gladys R. Schatz of Cressey, Calif.; one sister, Mrs. Gertie Mathes of Fullerton; two brothers, Earl T. JOSEPHINE ALTAMIRANO Funeral services for Josephine Altamirano, 32, were conducted Tuesday afternoon from the Hilgenfeld funeral home with Rev. Marcus Castillo officiating. Burial was made in Loma Vista cemetery. Mrs. Altamirano died Monday morning. She is survived by her husband, Cliofas Altamirano, four daughters, one son, her parents, Mr. and Mrs. Jose Romo of Anaheim, and a sister. CONRAD TRECKER Mass was read Monday morning at St. Boniface Catholic church for Conrad Trecker, 66, former resident of Anaheim who died Thursday night in a Los Angeles hospital. A resident of Whittier for the past year, Trecker previously had made his home in Anaheim since 1918. Holy rosary was recited Sunday night at the Backs, Terry and Campbell mortuary and burial was made in Holy Sepulchre cemetery. He leaves his widow, Katherine; a son, Vern, Placentia; three daughters, Marie, Katherine and Mrs. Johann Bradford, all of Whittier, two sisters, a brother and three grandchildren. LIZZIE E. LEGAL NOTICE ORDINANCE NO. 635 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ANAHEIM CREATING A FUND FOR CAPITAL OUTLAYS FOR PUBLIC IMPROVEMENTS. THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS: SECTION I. A fund is hereby created for capital outlays for public improvements under the provisions of that certain Act of the Legislature of the State of California entitled: "An Act to provide for the levy and collection of taxes and assessments for the purpose of creating a fund for capital outlays by cities, counties, cities and counties or districts," approved July 1, 1937, and being Chapter 717 of the Statutes of 1937. SECTION II. Such fund shall be known as "Special Fund for Capital Outlays" and it shall remain inviolate for the making of any capital outlays for public improvements and no moneys shall be disbursed therefrom excepting for such a purpose, excepting upon consent of the electors obtained as provided in said Act. SECTION III. Taxes may be levied upon the taxable property in said City for the raising of moneys for said fund but no levy so made shall exceed the limitation imposed by the general laws of the State upon the right of said City to impose taxes, without the assent of two-thirds (2/3) of the qualified electors of said City voting at any general or special election at which such proposition may be submitted. SECTION IV. The City Council may transfer to such fund any unincumbered surplus funds remaining on hand in the City at the end of any fiscal year. SECTION V. The total valuations for June were $467,739, as compared with $612,781 for May. Heavy losses were recorded in Santa Ana and the un-incorporated area of the county, while San Clemente made no report for June.
