The problem of high school areas uniting with a previously formed junior college district is not a new one to Sacramento, the officials said. Such arrangements have been successfully completed at Santa Rose union junior college and other instances. As outlined by the state, three steps must be followed before actual coalition of the high school areas and the junior college is completed: (1) A petition requesting annexation to the junior college must be signed by the majority of heads of families in each district and presented to the county superintendent of schools. (2) The approval of each district's board of education to form the union must be tendered to the superintendent. (3) The superintendent must transfer the petitions and school board decisions to the county supervisors who will make final decisions of the project. The annexation would then be complete. The chase started at Laguna Beach when the officers observed a powerful car speeding through the city. The car refused to halt, so the officers radioed to San Clemente to warn officers there. Efforts to halt the car there also failed, as did a similar attempt at Oceanside. Finally, San Diego officers erected a barricade near Torrey Pines and the fugitive car hurtled into it. The car operated by the Oceanside police also crashed into the mass created by the halted car and the barricade. The driver of the assertedly stolen car, James Patrick Earle, Jr., 16, of Los Angeles, was turned over to the Laguna Beach officers and later taken to Inglewood. The car is said to be the property of a Los Angeles physician. Herbert Legg Talks At League Meeting Herbert C. Legg, WPA administrator for southern California spoke on "Recreation Projects of the WPA" at last Thursday night's meeting of the Orange County League of Municipalities at Brea. Recreation, Legg said, is as much a responsibility of well-organized society as continuous employment. He also recalled the life of George Washington and said "we have but to read his history to learn that the problems of WPA, recreational as well as structural, were not unknown to him. I make bold to say that the great soldier-statesman-engineer would have made an ideal public works administrator."
