Attorneys Seek Public Defender
The Orange County Bar association is once again attempting to obtain a public defender for Orange county. It approved the project last Friday afternoon and appointed a committee to present the matter before the county board of supervisors.
The bar association is of the opinion that a public defender, paid by the people, is a necessity in Orange county. It pointed out that in the recent trial of Trinidad Ramirez for murder that Attorneys R. C. Mize and N. L. Myer had been appointed by the court to defend Ramirez and that they had spent considerable of their own money in handling the case. They won acquittal for Ramirez.

Auto Registrations Increase Last Year
While the rest of the nation showed a decrease of 0.7 per cent in total motor vehicle registration in 1938, California ended the year with a 1.1 per cent increase, reports the Automobile Club of Southern California.
Even though the gain was small, the numerical increase of 26,214 units led the entire country. California's total registration at the end of 1938 was 2,510,867.
Gamblers Pay Fines in Seal Beach Court
Fines of $100 each, of which $50 was suspended, were levied against seven men who pleaded guilty to gambling early last week when they appeared before Justice of the Peace Fred Smith of Seal Beach Thursday for sentencing. The judge also ordered sheriff's officers to return $507 in cash seized by deputies when the men were arrested during a raid June 22.

California Physicians' Service voluntary low-cost monthly payment plan sponsored by the doctors of medicine of California for medical, surgical and hospital service, was off to a flying start this week.
Culminating months of preparation and organization, the announcement was made that the California State Employees' association, numbering 19,000 staff workers, had agreed to accept their service, together with several other employee-groups in California and that contracts were signed Monday for a one-year period starting Tuesday.
The medical and surgical service, to be rendered by 5,000 doctors of medicine who are professional members of CPS and who practice in every county in the state, together with hospitalization to be provided by California three great non-profit hospitalization associations, will be given members of employee-group whose members receive an annual family income of $3,000 or less.
For $2.50 a month, a year's medical and surgical care and 21-day periods of hospitalization for each individual illness or accident, will be furnished. For $2 a month the same care will be given, but the patient pays the doctor as at present for the first two doctor's visits in any one illness or accident.
Physical examination for membership is required. An employee group of five or more may join Hospitalization will be furnished by the Associated Hospital-Service of Southern California, headquarters Los Angeles; the Insurance Association of Approved Hospitals of the San Francisco Bay district and the Intercoastal Region.

Local Option Not In Board’s Power
Granting of Liquor Permits Definitely Regulated by Laws of State
Recent action by the state board of equalization in granting an application for an on-sale beer and wine license in San Marino, despite vigorous protest from officials and citizens of that community, is cited by William G. Bonelli, fourth district member of the board, as an example of operation of the Alcoholic Beverage Control act.
"While San Marino residents and others who sympathize with them, criticize and condemn the board's action," Bonelli said, "that body merely acted in conformity with the law and the duty imposed upon it by the people of the state of California.
"San Marino was asking for the right of 'local option' which was voted down by the people of the state in November, 1936 by more than three-quarters of a million votes. The people at that time denied the right of 'local option' and made exclusive jurisdiction of alcoholic beverages a state function, not a city or county function.
"The board was without authority to grant 'local option' to San Marino and would have committed an illegal act had it done so.
"The people of San Marino were given opportunity to present evidence which would have justified denial of the license, but at an open hearing held in their city, failed to do so.
"The board makes no defense of its action in this matter for no defense is necessary. It feels, however, that this explanation may help the people of San Marino and Hopi Indian to Stage Snake Dances Aug. 22-23."
Announcement has just been received from the Hopi reservation in northeastern Arizona by T. Gallaher, passenger traffic manager of the Santa Fe Railway, the Great Snake dance of the Hopi Indians, held annually during the latter part of August, will the summer occur at Mishongovi Public August 23, and at Walpi Public August 26.
These snake dances are prayed for rain in which live reptiles are used by the performers date prehistoric times and are one of the weirdest and most gripping all American aboriginal ceremonials.
The Hopi Pueblos, or villages are located about 90 miles north of the Santa Fe mainline state at Winslow, Arizona, from where point a special three-day moor cruise will leave August 22 to tend the snake dance at Mishongovi August 23.
Tustin Girl Held in Murder Probe
Miss Beth June Collar, daughter of Mr. and Mrs. Forrest W. Collar of Tustin and a material witness against Thor Cochran, 34, charged with murder of a 17-year-old Miami, Florida girl, was queen of the Californiac Orange show here in 1931. In competition with several other girls who served as quarrel for a day., Miss Collar was selected for the top honor.
Recently a director of children plays in Denver, Miss Collar accompanied Cochran to Miami.
California Physicians’ Service Now Active as Employees of State Sign
Hospitalization Insurance association, covering the Central Valley with headquarters in Sacramento. These associations represent virtually all the recognized hospitals in California.
Patient-membership is entirely voluntary and the patient has free choice of any doctor or hospital represented by CPS or the three hospitalization associations.
Hospitalization contracts also are available for the spouse and dependent children of a patient-member at slight additional charges. Medical and surgical care is restricted at present to members of either sex of employed or other groups not organized solely to obtain medical and surgical services, but will be extended as rapidly as possible to the spouse, dependents and finally to individuals.
Treatment given by CPS covers a wide range. Only exclusions are mental disorders, drug addiction and alcoholism; injuries received as result of lawless acts by the member or self-inflicted; injuries covered by workman's compensation laws and conditions already existing at time of becoming a member. There are also a few partial exclusions.

National Aviation Day is Saturday
By proclamation of the president, since “the development of aeronautics in recent years has been so rapid that aviation in its many phases has come to exert a profound influence on the course of events throughout the world,” and since “American initiative industry have contributed greatly to this development and should be encouraged to continue such contribution in order that the United States may retain its outstanding position in the field of aeronautics,” August 19 has been designated as National Aviation day.
On that day, at March Field, and all other army air bases in the United States, open house will be held in order to give visitors an opportunity to witness the ordinary Saturday morning routine in the training and activity of an army air base. There will be no special flights or demonstrations at March Field, but visitors are invited to witness normal activities and to inspect modern military aircraft drawn up on the “line.”
The field will be open to visitors all day August 19, though activity will be confined to the morning hours.
Mother Lode Route is Interesting T
The route along the Mother Lode highway, visiting mid-towns of early California, offers an interesting trip, according to the touring bureau of the Auto-bile Club of Southern California. Road conditions are good through Angeles Camp., San-dreas, Jackson, Placerville, Coloma to Auburn. The trip be extended by continuing State Route 49 from Auburn Grass Valley and Nevada. The return trip may be made Auburn via U. S. 40 th Sacramento.
Fullerton to Build New City Hall So
A new city hall is assured Fullerton as a result of Tuesday election asking voters’ approval of the council’s moves in the jeet more than a year ago. Vote was 1638 for approval 920 against approval.
Plans for the new structure been held on the WPA suspense list since last August, while action brought by opponents of project was being settled in The new structure will be enforced on the West Commonwealth-land avenue site.

An expectation of a record-breaking attendance the 18th annual Los Angeles County Fair and Industrial Exposition will be staged this year on a more pretentious and more comprehensive scale than ever before, marked by the dedication of two large new exhibit buildings and the unveiling of a 20-ton statue dedicated to the young farmers of America, the fair will throw open its doors at 10 o'clock Friday morning, September 1 and continue through October 4, with more than 30,000 individual entries in 30 major divisions distributed through the 50 exhibit buildings.
Fullerton Creek Dam is Delayed
Construction Not Expected to Start on Project Until Next Spring
Construction on the Fullerton creek dam may not get under way until next spring, it was indicated late last week by Supervisor Harry D. Riley. At the same time Riley said funds for both Brea and Fullerton creek dams now await the signature of President Roosevelt, having been approved by both houses of congress.
The supervisor earlier had said that the project might start within two or three months. Late last week Riley was advised of the status of the funds for the Brea dam and reservoir site and the Fullerton dam and Loftus diversion channel by telegrams from Senator Hiram Johnson and Congressman Harry R. Sheppard. Signature of the president is regarded as a foregone conclusion, since Mr. Roosevelt long ago signified his approval of the entire Orange county flood control project.
At the present time United States army engineers are completing surveys of the Fullerton creek damsite and expect to move soon to the Brea damsite where, it is hoped, work will get under way this fall. The Brea dam construction will be completed within a year from the time it is started.
Riley's comment on the situation indicates he has small hope that work on the Fullerton channel will get under way this fall. This project will be handled by WPA and is now being planned by the Los Angeles regional office. Plans will be forwarded to Washington.

Still uncertain for the Fullerton creek dam is the source of county financial aid. Under the original agreement, funds for the job were to have come from the $2,500,000 bond issue raised as the county's share of the whole flood 'control project. Extra costs incurred in the purchase of lands in the Prado basin used up sums tentatively allocated for the Fullerton creek job. County officials now are hoping to be reimbursed by the federal government for the excess Prado cost.

Work is started on New School Edifice
Work commenced Monday at the Garden Grove union high school construction of a new three-classroom building which will use the commercial department. The new building will conform architecturally to the practical and fine arts building which was constructed two years ago.
This is the last unit of the school's earthquake rebuilding program and is being constructed with the assistance of the WPA. Total cost is fixed at $19,385.39.
