IN WASHINGTON—
President Roosevelt last week sent a special message to congress asking for a law to end the reciprocal tax immunity of federal, state and municipal salaries and securities. He wrote: "Those who earn their livelihood from government should bear the same tax burden as those who earn their livelihood in private employment."
The president reminded congress that unless it acts before March 15, salaries paid by quasi-public bodies like the port of New York authority will, by last last year's decision of the supreme court, be subject to federal income tax retroactively for three years. He urged a simple act (instead of a constitutional amendment) to end all exemptions, but not retroactively, and sent Under-Secretary of the Treasury John Hanes to argue for the change, which might bring the U.S. over $300,000,000 a year in new tax revenue.
The president also sent Chairman Manshield of the house rivers and harbors committee a letter urging revival of two pet projects: The projected $200,000,000 Florida ship canal, on which $5,-400,000 of WPA money was spent before work was discontinued in 1936, for the dual object of providing national defense and a commercially important public work for the unemployed lasting perhaps ten or 15 years; the $36,-000,000 Passamaquoddy Bay tidal power project, on which $7,000,000 was spent up to the summer of 1936, to give eastern Maine cheap electricity for Community Chests.
In five and one-half years, Hunter administered in the widest the spending of about one-third of all federal relief and work-relief appropriations. On his payrolls were 35 to 40% of all WPA workers. The drought of 1936 and the floods of 1937 were his to handle.
Few thought seriously of a rearmament program last year when congress ordered the navy department to report on the need of new naval bases. But early this month, when congress got that report, everyone heard plenty about rearmament. And last week one item on that program raised a major question of policy.
Geographic nub of the system of 23 new or expanded bases in the Pacific outlined by the navy is the Island of Guam, a 210-square-mile, mountainous wart on the Pacific that may one day be a spot as important as Gibraltar. After the war Japan was given a mandate over the once German Caroline Islands. The Caroline Islands lie across the U.S. route to the Philippines, and Guam lies across the Japanese route to the Carolines. In 1922 the Washington naval treaty bound both countries to construct no new fortifications in the Pacific, but four years ago Japan renounced that treaty. Unless reports are false Japan is already fortifying the Carolines.

The Vinson bill also would take $39,000,000 from the navy's share of Roosevelt's $552,000,000 rearmament program to start construction or improvement of 11 other bases. In addition to extending a defensive half-circle from Alaska to Guam to Samoa, around the navy's present westernmost major stronghold at Pearl Harbor, Hawaii, these would include a new base in the Caribbean at Puerto Rico, expansion of aviation facilities at Jacksonville and Pensacola, Fla. Companion army measures would allot $62,000,000 to strengthen Panama Canal defenses, supplement naval bases in the Atlantic and Pacific with army personnel and equipment.

But no, said the congress, Chile's party was unlike Germany's as a sickle is unlike a swastika. Nevertheless, the party name would henceforth be popular socialist vanguard. It would advocate nationalization of copper, nitrate, iron industries, electricity, and railroads (all but the last largely U.S.-owned); creation of a state-owned bank and merchant marine; housing for Chile's underpaid workers. Having thus clarified a world-wide misunderstanding—all based on the meaning of one little word—the newly born vanguardians heaved a serious sigh and adjourned.

The annual winter picnic and reunion of the North Dakota State society will be held in Sycamore Grove park, Los Angeles, Saturday, it was announced this week by A. G. Divet, president of the society. The program of music and addresses will be offered following the basket luncheon hour.

PROBABLY the only man who ever broadcast from a bed in a broadcasting studio is Cecil B. McMille. DeMille directed a picture from an ambulance cot one day recently when he was taken ill and continued right on to the CBS Radio theatre for his Monday night broadcast of "Mayerling" with William Well and Janet Gaynor.
A radio reputation means a line at theatre box offices. No better example can be found than Frankie Masters, who was bandleader on the Edgar Guest "It Can Be Done" programs for several years. Playing theatre dates with his orchestra, he is establishing a new high in box office records.

Donald Dickson got the call as the featured soloist of the Sunday night Bergen-McCarthy-Ameche stanza during Nelson Eddy's spring and summer absence from the show. Dickson, a baritone, is one of the younger members of the Metropolitan Opera Company and one of its most promising stars.
Though the CBS Playhouse broadcasting "We, the People" is within a stone's throw of dozens of restaurants, many of the out-of-town guests on the program bring their lunches to rehearsal. They want to take no chances on getting lost in busy Times Square while out at supper.
It isn't often that a former shipping clerk gets the chance to crash the sacred precincts of opera. However, Eugene Conley, NBC tenor, may be the one to do it. Since he has clicked on radio, opera officials have shown keen interest in him.
How's this for brainpower! Cathrine McCune, who plays "Clara Potts" in the CBS serial, "Scattergood Baines," had her high school diploma at the age of 14.
