Farmers, economists, welfare workers, ministers and students of human affairs have all puzzled their heads and searched their hearts during recent years for some satisfactory answer to the query:
"Why must millions of men, women and children in the United States go under-nourished, in desperate need of food, while farmers face financial disaster due to over-production, or under-consumption of their commodities?"
Soap box orators have cited this tragic paradox as proof that "the masses" are being exploited and that the American system has failed. Fascists have shouted, "We need a dictator—a strong hand at the helm!" And communists have ranted: "In the communist state, workers will own the farms; they will end this travesty."
But the fact remains that in fascist Italy and nazi Germany, few workers can afford "the little luxuries" which the average American worker accepts as necessities. And in Soviet Russia, despite the five-year-plan and all the other plans that have followed millions are under-fed, while even the most fortunate sit down to poorer meals than the most distressed relief recipient in America.
It is a problem which has never been solved since the world began, but thoughtful men are think-

California apparently figured heavily in purchases of the Surplus Commodities corporation during the 10-month period just reported, for some of the large amounts bought were rice, 70,-550,000 pounds; dry peas and beans, 59,000,000 pounds; dried 45,100,000 pounds; fresh apples, 5,600,000 bushels; dried apples, 14,450,000 pounds; oranges and grapefruit, 1,720,000 boxes; cabbage, 10,170,000 pounds; cottonseed oil, 9,780,000 pounds; butter, 8,320,000 pounds; eggs, 8,100,000 dozen; fluid milk, 8,100,000 quarts; and dry skim milk, 8,650,000 pounds. Compared with the same period a year ago, the volume of commodities purchased increased 134 per cent.
Two-Way Radios For Fire Trucks
Fire trucks operating in the unincorporated area of the county soon will be equipped with two-way radio communication under program the beginning of which was authorized by the county supervisor Tuesday afternoon.
State Forester Joe Schermer appeared before the board to address and receive permission to install two radio sets as a "starter." Additional appropriation will be necessary, the money coming from the regular fire funds to which both county and state contribute.
Schermer also presented an offer from the Yorba Linda fire department, a volunteer organization, to give the county its trust with the understanding the requirements should be kept in that community. The offer was taken back for revision and is to be adopted next week.

Indicating the magnitude of the undertaking, more than 957,000,000 pounds of price depressing surplus agricultural commodities were purchased by the Federal Surplus Commodities corporation and distributed to the states for the use of the needy and unemployed during the 10 months from July, 1937, to May, 1938. The surplus farm products, bought to supplement efforts of farmers to alleviate glutted markets, and to supplement cash aid being given needy families, were produced in 45 states, including California.
An average of more than 2,000,000 destitute families a month were supplied with food from "the surplus farm products table" as a result of the program administered jointly by the federal government and state welfare agencies, with the retail value of the products consumed during the 10 months estimated at more than $65,000,000.
And funds available for this type of work during the 1938-1939 fiscal year total around $79,000,000. "How much of the $79,000,000 available to the secretary of agriculture will be utilized for purchasing surplus farm products for relief distribution during the new fiscal year cannot be determined at this time," according to F. R.
Plans for Business Clinic to be Made
Plans for the first annual Orcounty "business clinic" to be held in October will be laid here next Thursday when secretaries and presidents of the county's various chambers of commerce hold their monthly conference.
Scope and other details of the clinic will be decided after a special committee reports on plans for the discussion, which would be limited to the county's various business problems.
Damage Suit Lost by Stanton Woman
Mrs. Praxedis Corona of Stanton and her five children today had been denied their suit for $100,000 damages against Suyematsu Murata, Stanton rancher, brought after her husband, Ponfilo, was killed while riding on one of the rancher's trucks.
Floyd Carter Given Fraternal Position
J. Floyd Carter, 123 N. Berkeley street, Fullerton, has been appointed district manager of Modern Woodmen of America by W. F. Gilroy of Los Angeles, state manager of the organization.

Postal Statistics Told to Realtors
Statistics pertaining to the post office department, both in Anaheim and nationally, were presented to members of the Anaheim Realty Board yesterday noon by Postmaster Louis Hoskins.
Thirty persons are employed in the Anaheim postoffice, Hoskins said, having an aggregate payroll of $60,000. The amount paid in salaries is slightly higher than the total receipts for last year, which amounted to $56,000. Receipts so far this year are ahead of last year and may exceed the record year of 1929.
Hoskins also presented figures on the costs of operating the post-office department an dthe receipts nationally for the past year.
Candidates Dinner Planned on Monday
Under the sponsorship of the Buena Park Grange, a dinner honoring all candidates for election to county offices will be held next Monday evening at the Buena Park Woman's clubhouse.
Twins will Gather at Beach on Sunday
Twins from all over southern California will gather at Huntington Beach again Sunday for the third annual Suohtern California Twins convention.
A newsreel will be made of the parade, scheduled to form at Memorial hall at 2 o'clock and march to the grandstand on the beach. Introductions are scheduled for 3 o'clock, with judging by Hollywood film notables set for 3:30. Half an hour later prizes will be awarded.
Wisconsin Reunion Will be August
The Wisconsin Association Southern California will annual summer picnic retreat Sycamore Grove park, Lales, Saturday, August 27.

When a child starts on the wrong path, the Juvenile Court becomes for the moment the most important factor in his life, making or breaking him, from one standpoint of future usefulness.
That responsibility to the child and to Society, in Orange County, has rested for many years upon one judge, H. G. Ames. As judge of Juvenile Court, Judge Ames has not set himself aside the nemesis of young offenders. Dispensing with rules, he treated each case informally and kindly, seeking the use of the trouble, to cure it rather than to punish it. Friendly counsel often is enough. Mildly corrective treatment sometimes is required. Only in aggravated cases is commitment to an institution considered.
For children under temporary restraint, Orange county maintains a Juvenile Home, administered by a committee of high-minded men and women unselfishly donating their time. They are doing splendid work. Perhaps their most praise-orthy service is their insistence that the Juvenile Home be kept inviolate.

Wisconsin Reunion Will be August 27
The Wisconsin Association of Southern California will hold its annual summer picnic reunion at Creamore Grove park, Las Angeles, Saturday, August 27.
The usual picnic attractions will be provided. A program is planned after the basket lunch hour.
Capistrano Voters Approve Bond Issue
Voters of the Capistrano union high school district approved a bond issue for $45,000 Monday. Two previous bond issues for larger amounts failed to carry.
PWA funds of $23,800 are available for the project, which will include a shop building and a classroom structure. Work on the structures will get underway in about two months, Principal Paul Demaree, former Anaheim high school teacher, said.
Road Expenditures in County are High
A total of $4,216,037.91 has been expended in Orange county for highway construction, improvement and maintenance during Governor Merriam's administration, it was disclosed this week.
During the same period the county received as its share of the one-cent gas tax total of $1,580.-54.13 and the cities of Orange county received $434,342.42.
