WASHINGTON SNAPSHOTS
Administration leaders on Capitol Hill frankly admitted they were flabbergasted by the last-minute deluge of telegraphic and mailed protests against passage of the reorganization bill to give the president vast powers to reorganize the executive branch of the government. They admit that if the protests had started a matter of hours sooner the bill would never have passed the senate and will have slim chances in the house if the country now goes to work in earnest against the bill in that chamber.
A faint ray of sunshine shone momentarily through the dark haze of national debt in Washington when word went out from the treasury that Mr. and Mrs. John Citizen had surprised Uncle Sam with more income tax money than had been anticipated; that collections were running 18 per cent ahead of last year and that at last borrowing might be ended and the federal deficit halted in its rapid climb.
But, lo, it was all a mistake so now the treasury is out to borrow other millions to meet expenses.
The mistake is blamed on an old treasury custom — kicking and prodding mail bags to estimate the nation's revenues. Officials explained the 18 per cent increase was estimated after collectors had counted and prodded unopened mail bogs containing tax returns. But after a more careful accounting, the treasury ruefully announced the increase was only 5.1 per cent.
There will be no more kicking of mail bags, says the treasury. No mention was made of the poor taxpayer!
A "little business" man came to the capital last week to speak his mind on legislation regulating industry. He appeared as a witness before a senate subcommittee studying the Borah-O'Mahoney business licensing bill, and his argument was noted by capitol correspondents as one of the most sincere, "homey" and enlightening they had heard. The witness, James F. Ryland, Richmond, Virginia, manufacturer, told his audience:
Business today is in the doghouse. It is regulated and attacked and interfered with. It is taxed until there is no spirit to expand, and little to continue. Go where you like, talk to the businessman on the street, in the hotels, anywhere, I tell you, he is TIRED. He is assuming a 'what's the use' attitude. . . Can prosperity and re-employment return to a country under conditions of that kind? . . . Of course, if it is the desire of some to take the profit motif out of business, I have nothing to say except in that way lies an end to all expansion and enterprise, and we will look on America as finished. But if that be not the desire of a majority of you gentlemen of the senate, for heaven's sake, give us some respite from regulatory legislation and let us put our people back to work at the best wages we can afford to pay them."

Legion Discusses Juvenile Problems
Members of the Anaheim Legion post Monday evening cussed the apparent increase delinquency among juveniles this city and Orange county Anaheim is one of the least contributors in the county' venile delinquency problem; liam P. Webb, Jr., declared it cussing a report of the probation department.
Among the special guests at meeting were Ben Claes, mander of Garden Grove Fred Dukes of Buena Park, mander of the 21st district; sell Norton, county council mander; Ben Lieberman Santa Ana, former fifth commander and chairman county's disaster relief committee; Charles Leimer, Santa Ed Wescott, Orange, Hans Sec of Seal Beach, chef de gare Orange county Voiture, 40 society; Sam Carpenter, garner la porte of the same organizer and E. Region Discusses Juvenile Problem
Members of the Anaheim Mon post Monday evening discussed the apparent increase in frequency among juveniles in city and Orange county. The aim is one of the leading distributors in the county's juvenile delinquency problem. William P. Webb, Jr., declared in disclosing a report of the county district department.

TWO FAIR SCULPTORS ARE FROM MINNESOTA
Minnesota led the nation when the contracts for the principal sculptures at the New York World's Fair were awarded. Two of the sculptors were natives of Minnesota. Paul Manship, who will do several groups, was born in St. Paul and James Earle Fraser, who will erect the gigantic George Washington statue, is from Winona, Minn. Fraser lived in Wisconsin and South Dakota before going to his art studies in Chicago.
