Selective Enforcement Plan Is Now Used by Highway Patrolmen
That Orange county state highway patrolmen no longer operate under the "patrol-beat system," which sent officers on a scheduled highway run, was announced recently by Capt. Henry C.-Meehan.
"We are operating under the Selective Enforcement plan recently adopted throughout the state," Meehan said. "It means that our officers will patrol where they are needed most. We can tell at a minute's notice, by looking at our maps, just where the danger spots in the county are, for accidents."
Meehan explained that his office has, as far as is known, a novel way of compiling statistics on accidents. Five maps have been placed in Meehan's office. Each represents a certain period of hours during the 24-hour day. Pins are used to locate each accident on the maps. The pins are numbered according to the type of accident. At the end of each month a report is filed, and a new monthly record is started.
In the short time this combined map and state selective system has been in operation, policing of county highways has proved to be the most successful means of combating and studying causes of accidents, Meehan stated.
The patrol office has found that during the first three weeks in March the hours of 4 p.m. and 8 p.m. have proved the most dangerous. Eight accidents and three deaths have occurred during this period. With but one exception the accidents occurred in the northwestern part of the county. The five maps show further proof that the majority of accidents occur in the northwestern part of the county, which includes Anaheim, Fullerton, Placentia, Yorba Linda, and Buena Park districts. This section is not only thickly populated but has many interlock-the highways.
The dividing line of the present county-wide selective enforcement plan is Newport road running in a northeasterly direction through the county from Newport Beach to Tustin.
Legion Commander Talks to Veterans
Daniel J. Doherty, national commander of the American Legion, was the speaker at a meeting of Orange county veterans in Santa Ana last Friday evening. He stressed the need for Americans to abandon their "wishful hoping" and actively defend the principles of American democracy.
Other notable Legionnaires who attended the meeting were Joseph S. Long of Riverside, commander of the California department; John W. Quinn of Los Angeles, former national commander; and James S. Fisk, California department adjutant.

Drums Explode Off Newport Last Week
Two drums containing cyanic acid which were lost during the recent flood are believed to have exploded in the ocean off Newport Beach late last week. The drums were owned by R. de Leon, Anaheim sprayer.
The explosions were heard by Jess Croughan and "Shorty" Gunther, fishermen, who reported to the Newport police. The blasts came within a few minutes of each other.

"I believe we must restore business confidence so that industry can provide gainful employment for the working man. Government must be so conducted that every citizen realizes he is a part of our nation."
The candidate at present is chairman of the board of directors of the California Institution for Women at Tehachapi. He served as president of the Southern California Economic Council during the year that organization succeeded in forcing reapportionment of the state for congressional representation. During the same year he directed a campaign which resulted in increasing materially the amount a citrus grower could borrow from the government upon his acreage. In his own city he has been exalted ruler of the Elks lodge, president of the Anaheim chamber of commerce and the Anaheim Lions club, and in the county he served as president of the Orange County Associated Chambers of Commerce.
