Biggest majority was South Carolina's (96%), smallest Oklahoma's (76%). Dark tobacco growers voted for a quota 38,209 to 8,746, flue-cured tobacco growers 213,349 to 33,908. This year's cotton quota has already been set at 26,300,000 acres, to produce a 10,125,000 bale crop (8,621,000 under last year's). Dark tobacco quotas will be 145,000,000 lbs., flue-cured tobacco 705,000,000. Fines for over-productive farmers, whether they voted for or against quotas, will be two cents a pound for cotton, 50% of the market price for tobacco. Said Administrator H. R. Tolley, "We consider the vote an overwhelming endorsement of the new farm program." Sheppard last week made a resolution with the house appropriations committee calling emergency aid to the southern California flood area. Emergency aid to our flood is absolutely essential as one of our communities are not to take advantage of present programs due to their inability to meet certain material requirements. For that reason filed House Joint resolution No. 617 which is now being the committee on appropriation. This, however, is only our step in the treatment of our problem in southern Californias. Whereas a major flood disaster, causing the loss of many lives and much damage to property, both public and private, has occurred in the state of California; and Whereas, as a result of such disaster, there exists a great emergency in the form of menace to life and damage to property; and Whereas the resources of the local communities are totally inadequate to meet such emergency and are being strained to the utmost; and Whereas, the conditions existing in such localities are so critical that immediate relief is necessary: Therefore be it resolved by the senate and house of representatives of the United States of America in congress assembled, that the joint resolution entitled "Joint Resolution making an additional appropriation for relief purposes for the fiscal year ending June 30, 1938," approved March 2."
