(This is a non-partisan column dealing in Townsend news and views, and written by a prominent Townsend leader. Any opinions which are expressed herein are not necessarily those of the Gazette).
What are the economic proposals of the Townsend plan? That is our question for discussion this week.

Perry Ferguson is Wanted for Felony
Chief of Police James S. Bo Saturday received a teletype communication from Ben Canale, stable of Tracy, placing a hot Perry Ferguson who is wanted Tracy on a felony charge.
Canale fights a warrant charging Ferguson with theft and then forwarded the order in the felony.
Ferguson, who surrendered Annapolis police nearly two years ago, is now in the county sentencing a 30-day sentence vanquished.

Edison Company To Start Work On Power Lines
Construction of facilities for bringing Boulder dam power into the Southern California Edison company system will be started shortly after the beginning of the new year, according to the announcement of Fred B. Lewis, vice-president and general manager. The project will be completed by July 1, 1938, approximately two years ahead of the time required in the company's contract with the federal government as one of the Boulder dam power generating and distributing agencies.
The company will build a 230,000-volt steel tower transmission line from Boulder canyon to the company's Chino receiving station. Construction of the line and installation of equipment at the Chino station will require an expenditure of approximately $3,-750,000. Five hundred men will be employed on various phases of the project during the fifteen months required for completion.
The 230,000-volt line, standard for the Edison system, will be approved by 230 miles long and will be delivered to transmit 105,000 kilowatts. The location for the transmission lines is located about 45 miles from other distribution lines from Boulder canyon to Southern California. Accessions to the equipment at the Chino receiving station will include transmitters to step down the energy supply into the transmission systems, and other equipment for the regulation of voltage, high voltage racks, and other equipment.

Completion of the Boulder dam transmission facilities will provide the Southern California Edison company with a fourth major source of electrical energy for its consumers in the southern and central California territory. The company's present system is a combined hydro-electric and steam-electric system, utilizing stored water resources of the High Sierra in Fresno county, stream flow plants in five other counties for hydro-electric generation and the Long Beach steam-electric station for fuel-electric generation. The present combined hydro-electric and steam-electric generating capacity is 1,211,302 horsepower.
"The company has begun preliminary work on its Boulder dam transmission line and will swing into full activity on the project early in 1937," Lewis said. "While the company's present hydro-electric and steam-electric generating equipment assures sufficient capacity for some time to come, indications point to a continued rise in construction costs of material making it appear advisable to carry out this program ahead of schedule. At the same time, early completion of the new line assure added capacity to care for growth of the company's load. This growth during the present year will show an increase of 15 per cent over 1935."

GUESTS CAN'T SUE—
SAN FRANCISCO—Off for a weekend two years ago drove big, blond Clifford Pierson ("Biff") Hoffman, onetime star Stanford footballer who is now a San Francisco broker. Beside him sat his guest, pert, black-eyed Mrs. Audrey McCann; behind him their spouses—John McCann and Clair Hoffman. Suddenly out of an in-
damages, plus $1,237.65 special damages. Thus lined up was a perfect example of a legal situation familiar in every state. While many a motorist has refused to give hitch-hikers a "lift" lest he be held liable for damages in case of accident, many another driver whose guests have been hurt has colluded with them to make the insurance company pay, and still others have been saddled by suits from erstwhile friends.
By California's 1929 "guest statute," no guest could sue his host for damages unless the latter were guilty of gross negligence, drunkenness or willful misconduct. To cut down collusion this gross negligence clause was removed in 1931 and a guest was defined as a "person who accepts a ride in any vehicle without giving compensation therefor." In the McCann-Hoffman suit, the McCanns said they had agreed to share expenses; were therefore not guests, added that Biff Hoffman had been speeding, admitted there had been talk of sharing expenses. But the judge ruled it a non-suit and last week a higher court refused to authorize a retrial.
