MEBBE SO, STRANGER
We haven't been able to run down the source of the rumor that the president wants a summer white-house out on the Pacific Coast, but the talk has certainly set Orange County all adder. The coastline communities are somewhat over-bidding their hands, it seems, because, as one party facetiously commented—"there ain't any president from the midwest farmlands that cares a hoot about livin' by the ocean." Write your own ticket for this.

COMPANY'S COMING—
But if they did (and by the use of THEY we don't know who we mean) decide to erect the proposed two million dollar summer whitehouse somewhere in this neighborhood, we would have to do a bit of cleaning up for our distinguished guests. Maybe the county supervisors could be talked into taking a ride along the Coast highway from Huntington Beach to San Clemente before the president comes. If they would look out at the side of the road they would wonder where all the trash came from that decorates both sides—topped off of course with empty beer cans. Even if this county doesn't fall heir to the summer white-house it would not hurt to muck up along the highways anyway. And the ocean ought to be cleaned up a bit, too. This could be done by dragging out the kelp once of twice a year, especially right after the season for swimming closes which is right now. It could be left lying on the beach until dry, and then burned. The County Coast association could whoop this up to good advantage.
WE WONDER
What would the Forum boys do if the weekly newspapers of Or-who wax fat on strikes and trouble, then—look out.
OUR BIG BROTHER
Santa Ana being the county seat, naturally is the Big Brother to the smaller communities and as such is expected to keep an eye of the "littler fellers." The "head" of everything is in Santa Ana. Some of the boy scout troops in the 'sticks' have a hard time hanging together or getting their projects done as they should be. Not necessarily the head of the scouts has the chore of giving them a boost, but some of the luncheon or civic clubs could help, too. If they have a few dollars extra in the fine pot it wouldn't hurt to turn it over to a scout troop in the back-country. Some of the unicorporated communities need a lift. Some of the Santa Ana experts in Chamber of Commerce affairs could look about and find the places that are batting around without civic leadership and help them get off on the right foot. Santa Ana's Rotary club could do a good thing by planting a branch in some of these clubless communities, and then "stick around" until the newly-born organization is able to fight its own battles. Just another suggestion, that's all.
AND THEN, WHAT?
We are informed that certain schools will add to their curricula a course in automobile driving. The student will learn that a signal to turn right doesn't mean describing a left-hand U turn. He will learn that a 1927 model automobile isn't so good for making 70 miles per every sixty minutes. And he will learn many other lessons. But the first time he fills his tank with gasoline and his stomach with alcohol, his automobile driving education will be a total loss, and his post graduate work will be continued either in the

WE WONDER
What would the Forum boys do if the weekly newspapers of Orange County didn't keep the public posted on their programs—all free of charge? Maybe the audiotrons wouldn't be very full of audiences. Then the Forum boys would come to the conclusion that advertising is a pretty good way of saying what should be said. But we would never suggest such a thing.
MORE POPULATION
There probably isn't a school in Orange county that didn't report an increased attendance when classes started last week. This means more families are moving into the county—more business for the merchants, and more homes eventually to be built. Jimmy Utt says there is a possibility the state's budget may be balanced in the next four years and thereafter the state ought to be putting away a bit of cash each year in the sock for another rainy day. If the right kind of folks come to Orange county this county can help get Frank Merriam's state out of the financial muddle, but if they are the type of folk

THE FARMER'S CORNER
With the threat of the ruinous "single tax"—sales tax repeal act definitely removed, due to the action of the state supreme court in barring the misleading proposal from the ballot, California voters—if they are sincerely interested in maintaining an equitable distribution of the tax load—should make certain at the November election that the state income tax is retained to balance and equalize the sales levy.
Such, in effect, is the decision of California's major farm cooperatives, as reflected in the action of the Agricultural Council of California, legislative board of the coops.
On record in favor of continuance of the sales tax, and as vigorously opposed to the "single tax," In the event any subsequent attempt is made to revive the exorbitant land tax scheme, the council, at its annual meeting, just concluded, also took a definite stand in favor of retention of the state income tax to balance inequalities in the sales tax and guarantee adequate tax payments by persons in the "upper brackets."
As a protection to the California dairy industry, on which depends the very life of the rising generation, the council likewise gave its approval to the new oleo-margarine tax proposal—a levy of 10 cents per pound on butter substitutes manufactured with foreign oils. The oleo tax, it was pointed out, was endorsed as a protection to dairymen against unfair competition with the products of cheap foreign labor, and as a safeguard to American living

In general, the council is opposed to any fundamental change in the state's revenue system at the forthcoming general election, or until such time as a sound and workable substitute program—carefully considered as to its revenue capacity and its fairness to all groups—is proposed.
Following adoption of the state sales tax, it will be recalled that the charge was frequently made that the sales levy fell more heavily on the man of small income—proportionately—than on the person with large earning power.
Two steps were taken to equalize the load.
First, foodstuffs were exempted from the tax—a definite measure of relief to the small wage earner.
Second, the state income tax was adopted to collect a second tax for men and women in the higher salary brackets.
In fairness to the rank and file who pay the sales tax—and there-

by make a major contribution to the cost of government—the income tax, which is largely guaged on a basis of "ability to pay," should certainly be continued.
With the state facing a large treasury deficit, the income levy is also essential to help wipe out the present revenue shortage without the imposition of new taxes on other groups.
The sound policy for California farmers—and every other voter who wants the greatest possible measure of tax equality—is to vote "No" on Proposition Number 2, the income tax repeal act.
The action of the supreme court, incidentally, in striking the "single tax" act from the ballot, is of more than passing importance.
In addition to protecting the state from a radical and visionary tax scheme which would have been disastrous to farmers, homeowners and all land-holders, the court's decision constitutes a warning that attempts to trick California voters by deceptively-worded ballot proposals will not be tolerated.

THE COLUMN CONDUCTOR Says...
Pascengers in the smoking compartment on my train were arguing about why railroad business is picking up.
A factory owner said it was because of Free pick-up- and delivery of less than car- load freight. The railroad calls for the LCL freight at shipper's door and delivers it to consignee's door.
A traveling salesman said it was because so many passenger and freight trains now run on faster schedules.
There was a school principal in the group and he said it was because train travel is so much cheaper for passengers. He said passenger fares are at the lowest point in history, with substantial reductions

There was a school principal in the group and he said it was because train travel is so much cheaper for passengers. He said passenger fares are at the lowest point in history, with substantial reductions if you buy a round-trip ticket—and no more surcharge for riding in sleeping cars.
One man, a farmer, said he liked something he could depend on, that's why he was traveling by train.
Another man, a newspaper reporter, said people were in favor of railroad travel because it is by far the safest. He quoted a lot of statistics from a book called, "Live and Let Live."
A banker we all know by name said railroad tax payments mean a lot in this state.
We are proud of railroad achievements, appreciate the public's good will and increased patronage, and pledge continued progress.
