Well, there is such a thing. County treasurer Stephensen pulled it. In past years those banks which carried county money on deposit were expected to pay interest on it. For the most part it was a matter between the bankers and the treasurers. Then minimum rates were fixed by law. Of late years money has been a drug on the market, and finally the legislature fixed a minimum interest rate of 1 percent on long-time accounts and ½ percent on short time stuff. In order to make a new start on March 1, Stephenson asked the banks for bids. Of course, those who bid at all put the figure at the legal minimum. Some of them don't want it at any price. When the heavy tax payments come in, hundreds of thousands of dollars at a time, the Bank of America is the only one which will take it at all, and pay interest. There was a time a few years ago when Treasurer Trago was carrying the county cash in a big deposit box, and putting it on account and the county getting hooked. Mostly the banks simply buy government and municipal bonds with the county money. They claim to make about 5%th of one percent. The Bank of America is big enough to carry these securities without having to put some on the market every time the county money is withdrawn from deposit. Another "new deal" just inaugurated has to do with county money carried in bank accounts with county officers other than the treasurer. The question came up among assessors, as a result of a felony conviction hung in a San Diego county officer, who was ousted. Jim Sleeper served notice that from now on he would turn his receipts over to the treasurer every day, although it involves considered extra work, and sometimes a delay in making justifiable refunds of overcharges. Fred Sidebottom, new recorder, announced his office was on a cash basis, that all customers, big and little, would pay their fees every day, and that he would settle with the treasurer every day. John Lamb, tax collector, after a bitter experience a few years ago, worked out a system of his own and took no more tion as to the exact meaning of law, but so far as Orange County officials are concerned they disposed to be on the same side. LOOKS LIKE HOILES HERE TO STAY The owners of the Santa Ana Register announced last week a piece of ground had been chased at Sixth and Sycamore which they would put a building next year to house the public plant.
