Cancellation of assessment was ordered made. Resignation of Justine as County Recorder was presented and accepted the same to be effective March 1st 1936. Building permit was granted to G. A. Terrell at South Laguna. Bids were received and opened for one-story tuberculosis sanitarium addition at Orange County Hospital. All bids were referred to M. Eugene Durfee, Architect for checking and he was directed to report back to the Board of Supervisors without delay. The Board of Supervisors recommends to Federal Emergency Administration of Public Works that the proposal of W. H. Bowman being the lowest responsible bidder be accepted and request that the County of Orange be empowered to enter into a contract for the said construction of one-story tuberculosis sanitarium addition to Orange County Hospital. It was agreed to accept the assignment from SERA of hem-stitching machine if and when the balance is paid out of budget of Mr. Fred P. Jaynes. The Board adjourned to February 10, 1936, at 9:00 A. M. They are the new Wheeler-Rayburn bill, which would vest in the Federal Trade Commission powers so broad that they are almost comparable to those held by illegal NRA; the Walsh bill, to give the government control of wages and hours through the weight of governmental spending; the Ellenbogen bill, which would apply to the textile industry the same cost-raising restrictions enforced under the Guffey Coal Act. The Walsh bill slipped through the Senate last year but fell by the way side when the House awakened belatedly to the enormity of the new power the measure would transfer from the legislative to the executive branch. House hearings have been ordered on the Ellenbogen bill with prospects that the Labor Committee will push it if the Administration wants it. There is a broad feeling on Capitol Hill that the country is at last awake to what continuous spending means in taxation next year and few care to go into the campaign on the spendthrift side of this issue.
