KOTTY SET-UP
A 55-year-old movie screen lover left his family and fireside and journeyed over into an eastern city and fell in love with his 19 year old protege. The first martial knot was severed with a new nuptial knot in the offing. Other knots no doubt were encountered and the gay playboy lit out for the west with the charming young lady planeing two jumps behind. The fickle male got to a hotel in the midwest and when the young lady called the hotel man said her lover was there, but he was boarded in. The affair has caused voluminous cachinnation all along the line, and it brings to mind that when a fellow gets going down on the other side of the hill he should not fall in love with his pro-ta-zha. Then papa came home to mama and the children.

The Washington circus remains a continuing performance. No one bothers anymore to count the number of separate side-shows. The main tents are the cynosure. President Roosevelt was barely out of town for his vacation trip when the Supreme Court reconvened to present another circle of interest.
By a coincidence the court convened for probably its most momentous session since the War Between the States with a magnificent new building symbolizing its majesty. Throughout the long years since it was created as the final interpreter of the Constitution the court has had no home of its own. Down in the nether regions of the Capitol it has guided the nation toward the preservation of democracy. There was room for only a few score spectators. Now as members of Congress walk from the Capitol they look squarely out upon the new structure. It is as though the great white columns have suddenly been raised as by a magic hand at this time to challenge those who speak of clipping the power of the court or of circumventing the Constitution.
It may be that few of the recent enactments of Congress will reach the court at this session. The AAA processing tax carrying its increased cost of living is definitely slated for a test. Also it is probable that the public utilities bill and the Guffey bill, creating a little NRA for the bituminous coal industry, will reach the highest tribunal. The Wagner labor disputes bill, the so-called social security bilan dother measures may not get to the lower courts until after the November elections and another session of the court.
Decision by the court that any of the major measures are outside the Constitution is certain to bring a fresh clamor for changes in the system. Even though all nine members of the court, including the five generally classified as "liberals," outlawed the NIRA, there were cries that the judiciary's power should be curtailed. However, most of this clamor was based upon a forecast that business chaos would follow. Instead, with the arbitrary restrictions of NRA broken away, employment has moved upward steadily and there are general predictions of increased business improvement this winter if no further legislation of this type is enacted.
With the opening of the Court's winter session, Governor Hoffman of New Jersey, one of the nation's youngest chief executives, suggested an amendment to the Constitution which would have the Supreme Court pass upon the constitutionality of all measures enacted by Congress before they become effective as laws.
Hoffman declared the question of altering or abolishing the Constitution to be the most important issue before the public mind. He said that, if adopted, his proposal "would remove from American life the uncertainty as to the political future which now paralyzes ambition and enterprise. It would confine Government to its proper
