CALIFORNIA BUSINESS SHOWS SUBSTANTIAL IMPROVEMENT IN STATE CHAMBER OF COMMERCE SURVEY California business activity, in general, showed substantial improvement during January, as compared with January of last year, but changes from December to January were irregular, according to the monthly economic report issued by the Research Department of California State Chamber of Commerce. Coast League To Open On April 6 "Play Ball!" is the shout that will soon ring out as the clubs of the Pacific Coast League are going into spring training to prepare for the season's opening on Saturday, April 6. An innovation is going to be offered the diamond fans this year in having split-series each week. Teams will play Tuesday, Wednesday and Thursday and new teams will move in for Friday, Saturday and Sunday. The opening series will find Hollywood playing Los Angeles at Wrigley Field; Missions vs. Seals at San Francisco; Beavers vs. Oaks at Oakland and Indians vs. Senators at Sacramento. Prospects are bright for revived interest in baseball. All the teams have strengthened with new players and interest added. The feature is undoubtedly the return of Frank "Lefty" O'Doul from the Giants to manage the Seals. Here is a real hero returning home and one of the most colorful and popular players ever to perform in the Coast League. Oscar Vitt switched to his home town to manage the Oaks and Frank Shellenback, a Southern Californian, steps in to lead the Stars. There's a new and local ownership in Portland with Buddy From December to January improvement was noted in total employment and payrolls of California manufacturing establishments, output of crude oil, and value of building permits for 51 cities, but cement production and shipments, dollar sales of 32 department stores, and total bank debits for 14 cities moved to lower levels. Agriculture, according to the State Chamber report, continues to show improvement. Ample rain and snowfall assure favorable crop conditions, and the index of prices paid to growers in California for 24 farm products advanced 8.9 per cent from December to January; and was 16.2 per cent higher than in January, 1934. Prices of meat animals, dairy products, poultry products and three fruit crops improved, while the index for field crops as a whole showed moderate recession. After allowance for seasonal influences, employment in manufacturing establishments gained 2.5 per cent from December to January, and payroll gained 7.9 per cent. As compared with January of last year, employment was up 7.8 per cent, and the total payroll was 18.3 per cent higher. The total value of building permits for 51 California cities during January registered a gain of 40 per cent over the previous month, after correction for seasonal changes. Excluding Los Angeles and San Francisco, the remaining 49 cities showed a loss of 9.5 per cent. Department store sales, as reported... Four Day Flower Show Will Open At Encinitas On Thursday, March 14 The Tenth Annual National Mid Winter Flower Show will open at Encinitas, in San Diego county, March 14, and continue for four days. It will cover a city block, enchantingly landscaped with cut flowers under cover and rock gardens, etc., outside in natural surroundings. Manager T. C. Spruit states that all indications point to a larger and better show than in any previous year. Among the thousands of visitors registering last year were persons from every state in the Union and from several foreign countries. Governor Frank F. Merriam has been invited to open the show. A change of program for each day's entertainment will be provided. Encinitas is located in the midst of a huge flower garden. The coastal region from Oceanside to San Diego is world famous for its bulb Federal Housing Administrator In Banker Conference Bankers from the states and the District of Columbia are in conference with Federal Housing Administration James A. Moffett. The primary consideration at this conference was the enlargement of activities and operations of the Modernization Program, in order that commercial buildings, industrial plants, hotels, hospitals, apartment houses and other large structures may obtain the benefits of insured loans for improvement of these properties. At the present time these loans are limited to $2,000. George J. Panario, Vice President in charge of real estate loans of the Bank of America, National Trust & Savings Association of San Francisco, and others came here in response to an invitation from Administrator Moffett. It was the consensus of opinion, voiced by Panario and others, that the expansion of the loan for modernization of such properties mentioned would aid tremendously in reviving the durable goods industries and other allied lines of business. Panario said—"Our bank with its 500 or more branches on the Pacific coast, realized early what the National Housing Act meant to this nation's recovery and prosperity through the rejuvenation of the durable goods industries. We got whole-heartedly behind the purposes and plans of the Federal Housing Administration with all of our great resources. "We have devoted our entire advertising to the subject of homes. It was not only patriotism that inspired us, but a selfish interest, as you will see from the results obtained. Santa Anita Turf Closing Saturday The Los Angeles Turf Club mapped out a program for the two weeks' extension of the successful Santa Anita Park meeting to entertain the record number of celebrities who came out to see the running of the outstanding $100,000 Santa Anita Handicap. For the closing Saturday, March 9, The San Juan Capistrano at 1½ miles with $10,000 added will be the attraction that should wind up the meeting in a whirl of excitement. The minimum purse during the two weeks' extension was raised to $1000. That the return of racing to Southern California after a lapse of some 25 years has been the most sensational happening in the history of the turf spot in the United States was the opinion expressed by the galaxy of leading turf writers who were present from all parts of the country, and that gathering of race enthusiasts which set a record for a single day's racing. All Southern California—the business interests in particular—has appreciated what the initial race meeting at Santa Anita Park has meant to the winter tourist season in attracting visitors and in providing valuable advertising. The Los Angeles Turf Club has applied to the California Horse Racing Board for its 1935-36 season that will again start on Christmas Day and close on Washington's Birthday, and is confident that if the dates are granted they will have a meeting that will rival the present signal success drawing to a close. Announcement of the plans will be made when the application for dates is acted upon. The same situation holds true of our own properties, and we therefore spent $790,000 last year modernizing and reconditioning properties which we had taken over. After such modernization work was done, the sales on these properties increased over 100%. In our opinion the modernization, maintenance and repair program of the Federal Housing Administration is as sound a business proposition as ever came out of Washington." Commenting on Mr. Panario's statement, Administrator Moffett said that reports which have come to him recently show that many other institutions are following the same fundamentally sound program of modernization of properties and plants. Indications from all over the country point to a tremendously increased activity in home betterment with the advent of Spring. Warning against further unwarranted increases in our bonded debt, Mr. Mussatti heartily condemned proposals now before the legislature to allow governmental subdivisions including the state, counties, cities, special districts, or other districts yet to be created, to issue so-called revenue bonds without reference to the people. "Rather than permitting more freedom in the issuance of bonds," Mr. Mussatti declared, "we should make it more and more difficult for our governments to borrow money. We should, in fact, protect our home owners by demanding that the legislature defeat these revenue bond bills." March 15th Final Day For Filing of Income Tax Returns John P. Carter, Collector of Internal Revenue stated recently that taxpayers should make return and pay income tax before March 15th to avoid penalty for delinquency. Collector Carter also said that delay will have no bearing on the publicity feature of the law, as no publicity of returns will be made until after the filing period ends on March 15th. Returns not filed by that date will be penalized regardless of whether the publicity section remains or is repealed. If it is repealed, no publicity of any return will be given out, no matter when it was filed. Collector Carter cautions all taxpayers not to be misled by unauthorized statements to delay filing their returns, until they have to pay a penalty for delinquency. He urges all persons to file their returns at once to avoid the last minute rush, and to avoid the danger of being late, and having to pay for it.
