Work Progressing On 300-Mile Front For Big Aqueduct Begin Construction of Parker Dam, Following Supreme Court's Decision Along a 300-mile front extending from the Colorado river at Parker dam site to Pasadena more than 6,000 engineers and construction men are pressing forward the building of the metropolitan water district aqueduct on the largest scale of operations attained by the district since work began early in 1933. At Parker dam Six Companies, Inc., builders of Boulder dam, resumed construction operations. Parker dam is an integral part of the aqueduct system. Work here had been suspended since last November when Governor Moeur of Arizona called out the national guard and threatened to stop work on Arizona soil by force of arms. After the recent action of the United States supreme court in restraining Arizona from such interference, work is under way once more at full steam ahead. Three hundred miles from Parker dam, near the western end of the giant water carrier, construction forces have started to drive ten miles of aqueduct tunnels above Monrovia and under Mountain Street in Pasadena. On the 13-mile San Jacinto, the "bottle neck" of the great water supply system, metropolitan water district forces, under the direction of crack hard-rock tunnel drivers, were pushing forward construction work after the Wenzel and Henoch contracting firm had been removed from the job. "The national orange show this year will feature millions of golden oranges amid a contrasting decorative motif of silver and purple," commented agent Harrington, who added that Anaheim residents taking advantage of the special low excursion rates and conveniences offered by the Motor Transit lines this year give Anaheim patrons the special low combination rate of $2.35 for the round-trip including admission to the orange show. Traffic troubles as well as parking fees and difficulties may be avoided by going direct to and from the main entrance via Motor Transit stages, convenient schedules leaving this city daily at 8:22 a.m. and 12:18, 5:34 p.m. via Orange. Desert Quail Keep Spinach Shorn and Grower Hopping Mad Desert quail that just must have their spinach are causing no end of grief for the proprietor of the Hughes Ranch, three-quarters of a mile south of Coachella, Riverside county. Hughes insists that the quail have bills just like scissors and they keep his acres of spinach cut down as smooth as the hide of a Mexican hairless pooch. When they have mowed his spinach lawn they take an appetizer among his alfalfa. Subsistence Plan Brings One-Eighth of Family Income Failure of "Farmers" On Small Plot to Take Advantage of Opportunity Seen Only one-eighth of their income is being produced at home by farm laborers living on small tracts of land in Iowa, according to A. W. Stuart, SERA rural economist. A survey of eight selected counties is now being completed by Professor Ray Wakely of Iowa State college. The average income of $800 included only $100 as the value of home-produced food, the remaining $700 coming from industrial or farm labor. Professor Wakely found most of these families uninformed regarding correct methods of farming and management, and indicated that their home-grown food products could be greatly increased with proper planning and supervision. In support of this contention he mentioned one man who produced $500 worth of crops on a 3½ acre tract, double-cropping. On farms larger than 10 acres, more than $100 in food products was grown, but production did not increase in proportion to acreage. One-third of the entire group lost money in 1933, and one-fifth were on relief. From this group came 70% of all farmers on relief in Iowa, only 30% coming from tenants and landowners who were full-time farm operators. The cow was shown to be the most valuable item in subsistence farming, with poultry second, gardens third and fruit sharing fourth place with livestock. Better standards for better days! Such, at any rate, is the clear-cut indication of the “signs of the times” to be found in a long series of bills now pending before the state legislature which seek to strengthen the state’s fruit and vegetable standardization act and various other standardization laws for agricultural commodities. Two years ago, and four years ago as well—in fact, throughout the depression—there was a tendency in the legislature to weaken regulatory provisions of the standardization laws. And many producers, beset by the problems of the depression, undoubtedly favored a lessening of restrictions. But the unsoundness of this position, both from the standpoint of the producer and the consumer, has been amply demonstrated and in the current legislature the pendulum is swinging back to high standards and quality packs, with honest labeling—the guarantees which have always given California products a preferred position in the world’s markets. The amendments strengthening the fruit and vegetable standardization act will affect apricots, pears, plums, avocados, lettuce and many other commodities. Several products, also, will be brought under the standardization act for the first time, if the new legislation is enacted. Even the output of the busy bee must come up to specified standards under the new set-up, for example, with one of the bills providing definite standards for market honey. Celery packs will also come under standardization for the first time, according to the provisions of another bill. Other standardization bills include a measure to place egg standardization enforcement under the department of agriculture. The act is now enforced by the department of health. Still another proposal would transfer control of the inspection service or mixed feedstuff from the department of health to the department of agriculture. On the other side of the slate—endangered the welfare of the whole cotton industry in the state—is an attempt to break down the so-called one variety cotton district law, enacted ten years ago and permitting the growing of only one variety of cotton in any area. As a result of this law, California's greatest cotton growing area—the San Joaquin Valley—was developed by Acala cotton, a very high producing, uniform staple type which commands high premiums in all markets when kept pure throughout the area. And the growers have benefited by receiving one-half cent or more above market price for their product. The new amendment seeks to permit the growing of Pima cotton in Kings and Tulare counties, which, if permitted, would undoubtedly destroy the confidence of the mills in the uniformity of staple in the California crop and result in a loss of hundreds of thousands of dollars to growers. The one variety cotton district law was enacted to prevent cross-pollination in any area—and also to prevent the bootlegging of seed from one district to another, with inevitable damage to standards and quality. Strict standards—guaranteeing protection to buyers and the consuming public—have been vital factors in the success of California agriculture. And they are essential factors in any program of farm recovery. The 1935 legislature, according to all present indications, will greatly strengthen standards—rather than permit any laxity in restrictions. (Next Week: "Safeguarding Farm Income and Farm Property.")
