Federal and State Financial Aid for Exposition Sought
Participation by the United States government and the State of California in the California Pacific International Exposition is urged in special appropriation bills under consideration at Washington and Sacramento.
Press dispatches indicate there is little doubt both measures will be speedily passed.
Representative George Burnham introduced the bill in congress which calls for $350,000 for a federal exhibit at the exposition opening in San Diego May 29. This measure contemplates the erection of a special building to house the great federal exhibit.
Senator Hiram Johnson will sponsor the bill in the senate. President Roosevelt has heartily endorsed the international exposition and hopes to attend it this summer. G. Aubrey Davidson, chairman of the exposition board, appeared before the house committee on foreign relations and outlined the scope of the exposition and the imperative necessity for federal participation.
In the state legislature, Senator Ed Fletcher is urging the finance committee to report favorably his bill calling for an appropriation of $200,000 for a state building and exhibit.
Wildflowers Begin Prolific Blooming Throughout State
Abundant rainfall throughout the state has caused the wild flowers to bloom much earlier this year than in previous seasons. The flowers are already out in several sections of the Southland, according to tourist agencies.
Vast fields of golden poppies are in full bloom between Fillmore and Piru, also in the vicinity of Santa Paula, Ventura and Arvin. The lupines are coming out very fast and should be in full display very soon. Reports from the Ojai Valley state that lupines, brodaea, wild violets and many other varieties of native flora are blooming and will be at their best from now on.
A great mass of brilliant wildflowers may be seen at the Butler Ranch, Las Posas Valley, on the highway between Saticoy and Moorpark. The fields near Arvin, east of Bakersfield, are beginning to flower, although they will not be at their height until the first week in March.
Third of Fatal Accidents From Motor Vehicles
Lives lost in accidents of all kinds in the United States during 1934 totaled approximately 99,000. Motor vehicle accidents caused more than a third of the deaths, it is shown by complaints received by safety departments. While lacking complete specific figures for all localities, the report fixes traffic fatalities for 1934 at the estimated number of 35,500, an increase of 13 per cent over 1933. The previous all-time high mark was 33,675 in 1931.
Only five states showed reductions in traffic deaths during the 1934 period. They were Delaware, Kansas, New York and Pennsylvania.

Trojans Add Mining Engineering To List Of Courses This Year
Creation of a three-year curriculum in mining engineering within the college of engineering of the University of Southern California is announced by President R. B. von KleinSmid.
Instruction in the new division began with the opening of the spring semester, February 19. Work in the three year course will lead to a certificate in mining engineering, junior grade. At the completion of the course a student may earn a degree in general engineering by taking a fourth year at U. S. C. or may transfer to any mining college for the final year's work.

Governor Declares State Only Needs New Money for Duties Taken From Counties
If the people of California want economy in government, they must let the governor and the legislature know they want it. This was the consensus of opinion of the governor and leading members of the legislature speaking at the ninth annual meeting of California Taxpayers' association in Los Angeles recently.
"The people seem to believe that the state is going to need a lot of new money to meet a lot of new expenses," said Governor Frank F. Merriam. "This is not the case, for by far the greater portion of the new revenues needed are for expenses that have been taken over by the state in an effort to relieve local property taxpayers and to make up for the revenues that have been taken from the state by the return of utility properties to the local tax rolls."
The governor said that the general and special fund budgets of the state total $347,000,000. Of this, $193,000,000 goes back to the counties. He said that if the people of California do not believe in increases in the cost of government, they should tell their legislators.

Six New Courses Are Offered by Trojan University
Six new courses will be offered by the University of Southern California during the second semester of the academic year which opens on February 19. It is revealed by Dr. Frank C. Touton, vice-president of the university.
Syud Hossain, former editor of a Bombay, India, newspaper and authority on Indian civilization and political life, will offer a course entitled "Civilization of India." He also will lecture on "Islamic Civilization."
A course on Italian culture will be given by Dr. Franco Bruno Averardi, former attache of the Italian diplomatic corps and representative to the League of Nations and Washington naval conferences. Dr. Merle Smith, pastor of the First Methodist church of Pasadena, has accepted an appointment to teach an advanced course in homiletics entitled "Preaching Phases and Occasions."
Another subject to be studied by S. C. students next semester will be "Jewish History from the First Century A. D.," offered by Rabbi Magnin.
For those interested in motion picture scenarios and adaptations, Dr. Boris V. Morkovin, chairman of the S. C. department of cinematography will give a course in story continuity for this next semester. Another class, that of "Cinema Directing," offered for the first time by an American university will be under the advisement of Frank Capra in collaboration with leading major studio directors including: Frank Lloyd, Mervyn Le Roy, Joseph von Sternberg, Harry Lachmann, and others.

The association recommended that bond issues be further controlled by requiring that property-owning and non-property owning taxpayers cast their ballots separately and that a majority vote of each be required to pass the bond issue; that the legislature be empowered to consolidate two or more counties on the demand of a majority of the voters residing in the counties; that uritation of school districts be enforced; that the 5 per cent local expenditure increase limitation of the Riley-Stewart constitutional amendment be continued; that a comprehensive state police system for the entire state be adopted; and that the state go very slowly in the adoption of any plan for unemployment or health insurance and that under no circumstances should it be allowed to take any other than administrative part in the establishment of such funds.
Declaring that we will never have economy in state government until we have an ad valorem tax, Senator Walter J. Duval, of Santa Paula, chairman of the senate revenue and taxation committee, urged continuation of the Riley-Stewart expenditure limitation. If the expenditure increase limitation is not continued, he said, within a few years all savings from the sales tax and the return of utility property to the local tax rolls will be lost to local taxpayers.
"Retrenchment was the theme song of the 1933 legislature, and many of its members were not returned to office," declared Assemblyman C. C. Cottrell, of San Jose, chairman of the assembly ways and means committee. He said he believed it possible the people really wanted less government, primarily because of their inability to pay the ever-increasing bill. If this is true," he said, "the people will have to let it be known. If state bankruptcy is to be avoided, the legislature must be given public support in its attempt to untangle the state's present financial difficulties."
The state budget presented by the government should be called "A budget of the counties of the State of California," said Assemblyman Harry B.

4,008 Persons On SERA Payroll Get $44,113 In Wages
During the fiscal week ending January 31, 1935, Orange county's SERA project payroll had 4,008 employees who drew $44,113.10 in wages, according to reports issued this week.
