CORRECT DIRECT PRIMARY EVILS
Dr. Nicholas Murray Butler, president of Columbia University, recently observed that the direct primary, which was intended to give free expression to the popular will and the selection of candidates, has "permanently enthroned minority rule, leaving public opinion to shift for itself."
Unfortunately, Dr. Butler's observation is true. We do not need to go any further than California to prove it. Everything political is frowned upon by the people, because they have learned by sad experience that because of our direct primary system every candidate for any high political office is forced to deceive the voters on the amount his campaign cost. Under the surface, this is important because it gives an insight into the obligations—some of them undoubtedly against the public interest—most candidates must assume before they can even be nominated. For instance, in ordinary times to win a gubernatorial nomination on one of the two major parties in California costs not less than $200,000. Very few men can afford that much money. They may spend out of their own pockets what their disbursement accounts give. But to be nominated requires nearly a quarter of a million dollars.
The direct primary has eliminated supplying of funds by members of the party, because the party must embrace anybody nominated—like the democratic party officially had to welcome Socialist Upton Sinclair last year. Carrying this observation further, the 738,000 persons benefiting from SERA constitute a larger group than the total population of any one of 15 states.
This is a sad plight to contemplate. To realize that in this normally prosperous state there are so many persons dependent upon state aid makes us appreciate better the tremendous task facing our public officials, and sympathize with a condition which has created entirely new political and economic problems. Everything the state does must now be considered in its relation to unemployment; every phase of governmental influence, and its labyrinth of bureaucracy touches the lives of each of us in a score of direct and indirect ways, bears the unmistakable stamp of our overshadowing problem—joblessness. The unemployed of California and the nation as a whole certainly have the sympathy of every intelligent person. But sympathy is not enough. Caring for those whose unfortunate circumstances have placed them "on relief" is the major problem confronting America.
The community of unemployed, from all reliable reports, is growing rapidly. It is larger this year than last, larger last than the year before, despite evidences of better business. So long as this condition continues, we will have more political upstarts like Upton Sinclair and Huey Long, more unsound economic patent medicines like Dr. Townsend's old age pension plan, more demands for inflated currency—and, if the voting power of misled persons continues to grow, look for an application of these and other false palliatives.

The whole involved problem resolves itself down to a vicious cycle, the roots of which go clear down to the fundamental necessity of confidence in the stability of our currency and the validity of contract. If we are going to make a national "profit" at the expense of the individual we must make up our minds that individual, who in the vast aggregate makes up the investors to whom we look to keep the wheels of industry moving and take up the slack of unemployment, will not "play ball" because the rules of the game are against him. If our own federal government sets an example of abrogating its written contracts with its own citizens, how much can we depend upon the individual fulfilling his contract?
We have tried experiments to relieve distress. Why not cut out experimenting and apply sound logic?
In our humble opinion, restoring confidence in our currency and in the validity of contract is the only way we can get private industry to absorb this "community of SERA."

In the old days when a boy started to college there was danger that he might get to running around with painted women and become a wastrel. Now the greatest danger is that he might turn out to be a crooner.
END THIS NEEDLESS SLAUGHTER
More than 36,000 persons were killed by automobiles in the year just ended. The figures of motor fatalities show a steady rise from year to year, but the jump from 1933 to 1934 was the largest yet, an increase of more than 16 percent.
For nine-tenths or more of these deaths there is only one cause. That cause is careless driving. It is rarely the fault of machine; it is almost always the fault of the driver who strikes a pedestrian, collides with another car, or attempts to beat a train across a grade crossing.
For careless driving there are simple and effective remedies if the states would apply them. One is to restrict the driving of

automobiles to persons who have been given licenses after severe tests of their ability to drive. There are still many places where anybody may drive a car, whether licensed or not. Then, every licensed driver should be required to carry his license with him at all times, and every accident involving violation of traffic rules should be noted on the license by a police officer or other authority. After three or four such citations, the driver's license should be suspended or revoked.
In case of a death due to a motor driver's negligence there should be prompt, swift and severe punishment, and permanent revocation of the driver's license.
As long as they feel that they can get away with it, irresponsible boys and girls will drive their cars recklessly and men who have had one drink too many will take chances on the road, endangering not only those in their own cars but everybody else on the highway. The drunken driver is not such a menace as the driver who has had a few drinks but is not actually intoxicated. Nothing calls for such complete, instantaneous coordination of eye, brain and hand as driving a modern high-speed automobile over a smooth, paved highway. That coordination is lacking under even a moderate alcoholic influence.
Control of road accidents and an end to the slaughter of a hundred persons a day, one every 15 minutes, is a matter of adequate policing and strict enforcement of rigid laws and regulations.

There is more trouble brewing in the offing that ought to be of special interest to the United States as an enlightening example of the way they do things in Europe. Fearing a special drive on the part of Germany to gobble up Austria after the Saar election was completed, Foreign Minister Laval, of France, and Boss Benito Mussolini, of Italy, met to talk things over and to arrange an alliance between the two nations in case of trouble in Austria because of Germany. Of course Italy, although vitally interested, wants some concessions because Italy, due to objections by Jugo-Slavia, did not get all of the things promised to her for joining the allies during the World war.
Therefore, according to the Associated Press, in return for France's support in favor of Italy against Germany, France will make Italy territorial concessions in southwestern Libya of considerable extent but small importance, a small concession in French Somaliland of more importance, give Italy joint control of the Jibuti Addis Ababa railroad and sign a new agreement.

Petitions are being circulated for signatures, approximately 3500, asking the board of supervisors to appoint a additional constable for this township.
This proposition on the face of it is unique, for the reason that there are no need for the services of another constable.
Ed Marion has conducted this office for the past 12 years, and he has always performed his duties to the best of his ability. This office in volume of business has grown considerably from what it was ten years ago. Mr. Marion has been equal to the occasion and has always done the work to the satisfaction of a large majority of citizens and taxpayers. He understands the civil department exceptionally well. A new man in that office would be greatly handicapped from lack of knowledge as to what is required. Mr. Marion is capable, and in addition to civil cases handles criminal matters as good as any other county officer.
Another officer in that department would entail more expense to the tax payers; in fact, another man is no need at this time. In the event of an increase of more volume of business Mr. Marion would then appeal to the supervisors for more help.
Some of his opponents seek this office for selfish, personal interests, and they are not prompted by a desire to seek more benefits for the good of all the people.
The latest angle to the constable situation here is like a lot of childish prattle. There is no merit to it at all.

At a regular meeting of the membership of this church the clerk was instructed to write to you a letter expressing our appreciation and gratitude for the many favors that you have extended to us during the past year.

They asserted France is not giving really important colonial concessions, but was conceding something more important—a free hand for Italy in Abyssinia.
This gives us an insight into European politics. The principal object of the meeting between the Italian and French statesmen is to preserve the independence of Austria, not because they love Austria but because they fear Germany. But not only is Austria involved in this little deal. It includes all sorts of commercial and political concessions in countries and divisions in Africa which never heard of Austria and its troubles. It also includes permission on the part of France that Italy go so far as she likes in fighting and dismembering, if possible, the little black kingdom of Abyssinia in Africa, a nation which can have nothing to do with Austria but which happens to have some things which Italy wants.
All of this is none of our business and should remain none of our business. And yet there are people in the United States who are stupid enough to believe, or who pretend to believe that we, as a nation, ought to join a political organization which will police the world and prevent trouble. Imagine our policing the world and preventing trouble when a little visit between two statesmen can start as much trouble in one evening as that envisioned by the conference between Laval and Mussolini, to say nothing of what Hitler may have up his sleeve. Such a course would be little better, on our part, than committing national suicide.

THE NEW CONGRESS
The program which the administration desires, but which may be modified in many respects before congress gets through with it, is beginning to take form. So are the plans of the powerful blocs in congress, some of which have ideas which do not tally with those of Mr. Roosevelt.
There will be a lot move give-and-take between the executive and the legislative departments of the federal government than there was last season. There will be compromises on both sides, and much less of the appearance, at least, of a supine congress taking orders from the White House. But the smart observers here who know what the president wants and what the temper of congress is on many important topics, look forward to ultimate legislation which will, in the main, tally with the president's wishes, although there may be some loud and bitter debates before it is all accomplished. They also anticipate that none of the projects which do not have the White House O.K. will be enacted, with the exception of the immediate payment of the soldiers' bonus.
Congress is prepared to go over the president's head on the bonus matter; but Mr. Roosevelt has proved himself more than once in the past as smart a politician as any on Capitol Hill, and it is not to be assumed that he has given up the effort to stop the bonus issue. He may find a way to do that in spite of the powerful influence of the veterans' group.

The labor group will face a trial of strength in the session, it is expected, in the effort to force the compulsory 30-hour week through. This is one of the items on which a compromise is expected. The labor situation under the national recovery act is also sched-

It probably will be administered by the federal government, but the fund will be made up of percentages deducted from wages, contributions by employers and grants by states. If it runs to more than $30 a month for persons over 65 some of the smartest observers here will be surprised.
Congress will fall in line with the president on the plan of extensive "work relief" as opposed to a direct dole. It will also enact any legislation necessary to enable the FERA to shift the burden of "unemployables" to the states. These include some four million aged persons, women, chronic invalids and plain bums.
The home owners loan corporation probably will get another billion dollars for home loans. It is not likely that congress will pass or the president approve any project for paying of all depositors in all closed banks in full out of federal funds, but there will be a lot of agitation for that in both houses of congress.
A lot of words will be spilled in congress in the effort to put through various greenback inflationary currency plans. There's little chance of any of them getting to first base. Neither is it likely that the 16-to-1 silver program will be adopted, but there will probably be some new silver legislation representing a compromise.

Neither labor nor employers is satisfied with the way in which the famous "Section 7a" has worked out. The whole NRA is to be revamped beyond doubt. Whether organized labor will get more or less out of the process remains to be seen.
The rift in the ranks of the American Federation of Labor, caused by the withdrawal of the great building trade units, leaves the forces of labor gather more disorganized than they were before. The building trades may or may not set up their own separate national unit. If they do, there will be four strong labor groups to be reckoned with; the Federation, the Railway Brotherhoods, the Amalgamated Clothing Workers and the Building Trades.
Old Age Insurance
The old age insurance advocates are prepared to put powerful pressure on congress to adopt the Townsend Plan of $200 a month for everybody over 60 years old. Back of this is a voting strength far greater than that of the veterans or of organized labor. There
