“There can be no doubt that efficiencies and economical management is more important than any other element in determining the amount that a county must spend to provide a satisfactory quality of government,” Mr. Giff concludes. “Further studies must be made before all the reasons for present wide variation in costs will known. The reasons, whatever they may be, are of tremendous importance for, if the other counties of California could learn the secret of maintaining county government on even $15 capita, which is 19 per cent more than Santa Clara; it would make a saving to the taxpayers of California of more than $29,000,000 per year.”

The purchase also involved moving from his old quarters, which he occupied for many years, on Chestnut street near Los Angeles street to Boykin quarters across from the Pickwick hall and the public library.
"Consolidating the two businesses," Mr. Payne stated when announcing a change, "provides us with the most modern and one of the most complex equipments in the county. We maintain our high standards of workmanship and be in a position to go quicker and more efficient service."
Actual transfer of title was made weeks ago with moving of machinery and stock beginning immediately.
