Summer Institute Scheduled June 29
Citrus growers of Southern California will hold their annual summer institute at the University of California at Los Angeles campus on June 29. Farm Advisor Harold E. Wahlberg announces.
The institute will feature a study of subtropical horticulture experiments which have been carried on for several years. Most of the afternoon program is devoted to reviewing results of these experiments, and discussing application of results obtained.
Growers are invited to attend. The morning program opens at 9:30 o'clock.
THIEVES GET RADITOR CAP
R. A. Groninger of Silverado reported to police that while he was eating a meal at a local restaurant, the radiator cap of his automobile was stolen.
Bran Is Shipped to Kill Grasshoppers
Five tons of poisoned bran were shipped early this week from the state agriculture department to fight grasshopper infestation near El Toro, Orange county.
The bran was ordered from State Director of Agriculture A. A. Brock by County Agricultural Commissioner D. W. Tubbs as soon as the infestation was discovered. Grasshoppers damaged 4000 acres of grazing land in that vicinity last year.
Inclusion of Orange and Plumas counties last week brought the number of California counties suffering from this infestation to 19.

Public Utilities Pay $1,143,934 Less Than in 1933; State Income Shift
Riley-Stuart Measure Takes Utility Taxation Places it With Counties, Leaving State About Half Made Up in Next Biennium; Insurance Company
Climaxing 24 years of public utility taxation on a great state board of equalization announces that California was less this year than in 1933 from this source for the great state government.
Insurance companies taxed on their gross premiums property taxes paid locally, have also reported a decline in business, so that the state revenues from this source have shrunk $563,815.74 under last year's figure according to the board's statement.
When the losses in the revenues from the public utility and insurance taxes are consolidated, they reveal that the deficit in the state treasury will be further augmented by a decline in current general fund taxes amounting to $1,707,750.40. Commenting on this situation, the board points out:
"It is evident that business conditions during the past year have been such as to make it impossible for the state to hold its own in revenues without increasing the tax burden on those types of enterprises subject to special levies for state purposes.
"At the last session, the legislature voted to increase the rate of tax on the gross receipts of gas and electric companies from 7½ to 9 per cent, and on telephone companies from 5½ to 5¾ per cent. These higher rates have been in effect for 1933 and 1934 as applied to gross receipts for the calendar years, 1932 and 1933, respectively. No further increases were given legislative approval.

Riley-Stewart plan at the special election a year ago, the assessment just made by the State Board marks the end of gross receipts taxation of utilities and the corresponding withdrawal of their operative property from local tax rolls. Under the plan, insurance companies will continue to be taxed as in the past. Among other problems facing state administration in 1935 will be that of replacing the revenues from the utility taxes which although steadily declining have constituted an important part of the sources of support for state government. It will be necessary to provide some 25 or 30 million dollars from other methods of taxation if California is to be kept from going further into the red."

The sharpest loss was experienced by the car companies whose 1934 tax payments will be 14.01% less than last year. The electric railroads follow with a loss of 9.58% and the long steam railroads with a loss of 8.57%. Other types of utilities showed losses as follows: Telephone companies, 6.93%; express companies, 4.13%; gas and electric companies .83%.
Insurance companies' losses were 9.48%, bringing the general average for the entire group of special state taxpayers annually assessed by the equalization board under the amendment No. 1 of 1910 to 4.91% loss.

Mother Sentenced On Cruelty Count
"Hencoop" Child Will Be Let Out for Adoption; Baby in Certified Home
Mrs. Josie Ebarguarry, 36, mother of Mary Trinity Ebarguarry the "hencoop girl" of Capistrano who was taken to the county hospital three weeks ago in a critical condition brought about by malnutrition, was found sane in superior court Friday, and immediately sentenced to six months in the county jail. Judge Floyd Griffin of San Diego, sitting in court at Santa Ana, found the mother sane, and Judge Landell of San Juan Capistrano, who previously had found her guilty of "inflicting unjustifiable punishment on a child likely to affect its health," sentenced her.
The mother's three-week-old child was placed in a certified home till the prisoner's release, while Mary, the six-year-old child who was taken to the county hospital in an emaciated condition, will be placed for adoption. Another child, Julia, 4, was taken to the hospital for treatment of an intestinal ailment. The father, who may face the same charges as the mother, was caring for the other five children at the family home, under direction of the county welfare department.
