ORDINANCE NO. 584 AN ORDINANCE OF THE CITY OF ANAHEIM, AMENDING SECTION 22 OF ORDINANCE NUMBER 476, ENTITLED: "AN ORDINANCE CREATING THE PUBLIC SERVICE DEPARTMENT OF THE CITY OF ANAHEIM, DEFINING ITS POWERS AND PRESCRIBING ITS DUTIES; CREATING THE OFFICE OF CONTROLLER OF SAID DEPARTMENT, DEFINING HIS POWERS, PRESCRIBING HIS DUTIES AND FIXING HIS COMPENSATION; ESTABLISHING RATES AND CHARGES FOR ELECTRIC AND WATER SERVICE AND PROVIDING FOR THE COLLECTING THEREOF; SPECIFYING THE MANNER OF MAKING APPLICATIONS AND DEPOSITS FOR SUCH SERVICE AND OF HANDLING DELINQUENT PAYMENTS; PRESCRIBING CERTAIN RULES AND REGULATIONS GOVERNING THE INSTALLATION AND USE OF ELECTRIC AND WATER SERVICES, AND FIXING PENALTIES FOR VIOLATIONS THEREOF; AND ABOLISHING THE OFFICE OF RATE COLLECTOR OF SAID CITY." THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 22 of Ordinance 476 be amended to read as follows: SECTION 22: The following rates shall be and the same are hereby fixed and established as to rates to be paid by consumers of electricity and electrical energy furnished and delivered by the City of Anaheim within the corporate limits of said city: SCHEDULE 1-13 GENERAL LIGHTING SERVICE Applicable to general domestic and commercial lighting service including ing element individually controlled by a separate thermostat, set to cut in only when the temperature of the top one-third (1/3) of tank capacity is 20° F. below the temperature setting of the bottom thermostat. The city may, at its election and expense, install a time switch on the water heater service to cut off the heating element, controlled by the bottom thermostat, between the hours of 5:00 P.M. and 9:00 P.M. of each day, or such other hours as the city may specify from time to time. (d) Major equipment consists of any device for domestic use that is rated by the manufacturer at one or more kilowatts. (e) Minimum charge will be based on connected load taken at 100% of the nameplate rating of major equipment permanently connected and which may be connected at any one time, computed to the nearest 1/10 of a kilowatt. Connected load for water heaters shall be taken as 100% of the rating of base heating units, booster heating units being waived. (f) Bathrooms, halls and cellars are not classified as rooms. (g) Single phase power service (3 HP or less) may be combined under this schedule, in which case each horsepower of connected load shall be considered as equivalent to 1 KW of connected load. (h) Where consumer installs air heating, the minimum charge for the entire installation of the cushion this schedule shall be made payable monthly at the rate twelfth (1/12) of the annual mum. (i) For an existing electric consumer using an electric car as of March 1, 1934, the contents of special condition waived and the discount special condition (b) is applied to 10 KWH per month per tank capacity. SCHEDULE C-5 GENERAL MOTOR AND SERVICES: Applicable to motors, b cooking where separate wires stalled on separate meters. All over 50 H.P. of connected load, $.75 per horsepower per month. But in no case shall total minimum charge be less than $2.00 per month. SPECIAL CONDITIONS: (a) This schedule applies to service rendered at 220 volts or over at the option of the consumer. All necessary transformers to obtain such voltage will be supplied, owned and maintained by the city. (b) The above rate and minimum charges may be based on horsepower of measured maximum demand instead of horsepower of connected load provided the installation consists of at least two motors and has a total connected capacity of at least 50 H.P., in which case the horsepower of demand on which the rates and minimum charge will be based, will not be less than 40% of the connected load and in no case shall the minimum be less than $50.00 per month. (c) The maximum demand in any month shall be the average horsepower input (746 watts equivalent) indicated or recorded by instruments to be supplied, owned and maintained by the city and at the city's expense upon the consumer's premises, adjacent to watch-hour meters, in the 15-minute interval in which the consumption of electric energy is greater than in any other 15-minute interval in the month, or at the option of the city, the maximum demand may be determined. In the case of connected H.P. or over, the city may consumer's maximum demand 30-minute interval instead of minute interval. In the case of hoists, elevating machines, furnaces and stallations where the energy intermittent, or subject fluctuations, the city may baserumer's maximum demand a minute interval instead of a interval. (d) Any consumer may pay rates for a larger installation antecing the rates and minimum applicable to larger installations. (e) Where the primary use is seasonal the minimum city at the option of the consumer accumulative over a twelve period. (f) Maximum demand must used will be installed and by the city at its expense. (g) Any demands for install excess of 250 H.P. occurring the hours of 11 P.M. and 6 A.m following day will not be computed charges under this rule. (h) Whenever upon test, is found to be delivering 125% of its capacity as in its name plate rating, then disregard the name plate base its charges upon the acc as calculated from test. SCHEDULE P-8 INTERMITTENT SERVICE: Applicable to industrial or agricultural power service required intermittently throughout the year. For industrial power service this schedule minimum charges as set for Schedule P-1. 2. Agricultural power service The energy charges will minimum charges as set for Schedule P-11. SPECIAL CONDITION All over 200 KWH per meter per month ...2.0c per KWH Minimum charge: First 10 KW or less of connected load in major equipment: (a) For consumer with an electric range ...$3.00 per month (b) For consumer without an electric range $6.00 per month (c) All over 10 KW of connected load in major equipment ...0.30 per KW per month General rules and regulations and special conditions: This schedule is subject to the General Rules and Regulations on file with the City Clerk of the City of Anaheim and to the following special conditions: (a) This schedule applies only where an electric range of not less than 5 KW total rating is permanently installed and is regularly used for all ordinary household cooking; or where 5 KW of aggregate major equipment capacity in air heating and/or water heating is permanently installed and regularly used. (b) Where an electric water heater conforming to special condition (c) is installed and used in conjunction with an electric range, a discount of 1c per KWH will be made for all consumption, not to exceed 10 KWh per month per gallon of tank capacity, used in excess of 225 KWH on rate (a) and of 250 KWH on rate (b). (c) Water heater discount specified in special condition (b) is applicable only where the heater is provided with an efficiently insulated storage tank and where the wattage rating of the base heating element, controlled by a thermostat located near the bottom of the tank, does not exceed 1500 watts for tanks of less than 40 gallon capacity and does not exceed 40 watts per gallon of tank capacity for tanks of 40 gallons and over. And additional wattage of not to exceed 50 watts per gallon of tank capacity, but in no event more than a total of 2 KW is allowable when used in a Booster heat- SCHEDULE P-8 INTERMITTENT SERVICE: Applicable to industrial or agricultural power service required intermittently throughout the year. For industrial power service this schedule may be selected instead of Schedule P-1, and for agricultural power service this schedule may be selected instead of Schedule P-11. RATE: (a) Demand charge—Industrial and agricultural power service. First 10 H.P. connected load, $4.50 per H.P. per year. All over 10 H.P. connected load, $3.15 per H.P. per year. (b) Energy charge— 1. Industrial power service The energy charges, without the minimum charges as set for Schedule P-1. 2. Agricultural power service The energy charges with minimum charges as set for Schedule P-11. SPECIAL CONDITION: (a) The total charge is to the demand charges and end above. (b) The demand charge in five equal installments first five months after the date is first rendered. Consumers may select, if so to the city, other months in pay the demand charge. (c) Special condition (d) rule P-11 does not apply under this rate. AGRICULTURAL POWER SERVICE: SCHEDULE P-11 Applicable to general agricultural power service. RATES: Consumption per 1 HP HP per year: to 4 HP First 400 KWH per HP .032 Next 600 KWH per HP .018 All over 1000 KWH per HP .012 MINIMUM CHARGE: Per HP per year $9.00 but not less than $15.00 per year. SPECIAL CONDITIONS: (a) This rate applies to service rendered at 200 to 440 volts at the option of the consumer. All necessary transformers to obtain such voltage to be installed, owned and maintained by the city. (b) The annual period upon which this rate is based shall begin with the first regular meter reading taken on and after May 1st and end with the last regular meter reading taken prior to May 1st of the succeeding months. (c) The minimum chargeable in six monthly installments the months of May to October inclusive. (d) Consumers desiring to pay the following respective in six equal monthly installments the months of May to October inclusive plus the energy rates in the last block for all events. ANAHEIM GAZETTE Retire installation of the consumer on its schedule shall be made cumulative for the calendar year and shall be payable monthly at the rate of one-selfth (1/12) of the annual minimum. (i) For an existing electric range consumer using an electric water heater of March 1, 1934, the requirements of special condition (c) are solved and the discount provision of special condition (b) is applicable up to 10 KWH per month per gallon of tank capacity. SCHEDULE C-2 GENERAL MOTOR AND HEATING SERVICES: Applicable to motors, heating and cooling where separate wiring is installed on separate meters. Month: April (after regular meter reading date) ...1.0 May ...1.0 June ...1.0 July ...1.0 August ...1.0 September ...1.0 October ...1.0 November ...1.0 December ...1.0 January ...1.0 February ...1.0 March ...1.0 April (prior to regular meter reading date) ...1.1 Change of ownership constitutes a own risk and expense to the city service lines and ahead of the city's meter, provided such lines are single phase, 230 volts or less and consumer's apparatus consists of one motor and does not exceed 3 HP capacity. It is required, however, that the city be notified prior to each connection being made. (d) Consumer may elect, where the circuit and meter already in use are of adequate proportions to furnish temporary power of the character above mentioned, to take service from the existing meter at regular rate applicable to said meter, provided the temporary user makes a satisfactory arrangement with the consumer of record. (e) Should it be necessary for the city to incur any special expense incident to any installation of this nature, same shall be borne by the consumer in addition to the regular monthly permit fee. SECTION 2. The City Clerk shall certify to the passage and adoption of this ordinance, and cause the same to be published once in the Anaheim Gazette, a newspaper of general circulation, printed, published and circulated within the City of Anaheim, and thirty days after the date of its final passage the same shall be in full force and effect. AMENDMENT TO ASSESSMENT UPON SHAREHOLDERS TREASURY DEPARTMENT OFFICE OF THE COMPTROLLER OF Chamber in Favor Of Defense Plans Secretary George Reid of the Anaheim chamber of commerce, in accordance with instructions by vote of members at the meeting Thursday, sent telegrams to California congressmen and senators informing them that the local body adopted resolution urging use of PWA monies to build up harbor defenses in Southern California. Similar resolutions were voted by Los Angeles, San Francisco, Portland and other chambers of commerce. The chamber also voted to assess members of the Community Industrial Land company to pay debts, mostly taxes. Robert Easton and Frank Tausch were named delegates to the Associated Chambers meeting to be held May 29. THE CURRENCY Washington, D. C. May 10, 1934.
