ORDINANCE NO. 583 AN ORDINANCE OF THE CITY OF ANAHEIM, CREATING THE STREET DEPARTMENT, PARK DEPARTMENT, LIGHT, POWER AND WATER DEPARTMENT, STOREROOM AND SUPPLY DEPARTMENT, SHOP DEPARTMENT, BUILDING DEPARTMENT, AND AUDITING DEPARTMENT, DEFINING THE FUNCTIONS OF EACH OF SAID DEPARTMENTS, PROVIDING FOR THE SUPERINTENDENT OF EACH OF SAID DEPARTMENTS, DEFINING POWERS AND DUTIES OF SAID SUPERINTENDENTS, AND REPEALING ORDINANCE NO. 561 OF THE CITY OF ANAHEIM, ENTITLED "AN ORDINANCE OF THE CITY OF ANAHEIM, REPEALING ORDINANCE NO. 358 OF THE CITY OF ANAHEIM, ENTITLED "AN ORDINANCE CREATING THE OFFICE OF CITY MANAGER OF THE CITY OF ANAHEIM, DEFINING HIS DUTIES AND FIXING HIS COMPENSATION, AND FIXING THE DUTIES OF THE SUPERINTENDENT OF STREETS OF THE CITY OF ANAHEIM." That there be and are hereby created, for the government of the City of Anaheim, in addition to the supervision over the maintenance, upkeep and operation of the electrical distributing system of the City of Anaheim, the power house and the water distributing system of the City of Anaheim. He shall perform the duties of electrical inspector, as provided by ordinance of the City of Anaheim. SECTION 5. The Storeroom and Supply Department shall be under the supervision of the Storeroom Superintendent, which office is hereby created. The Storeroom Superintendent shall have charge of the storeroom of the City of Anaheim, and shall keep a complete record of all supplies and materials on hand in said storeroom, and a record of all supplies taken from said storeroom, designating the department to which said supplies have been issued, the date of the issuance of said supplies, and such other information as may be required by the City Council of the City of Anaheim. He shall issue supplies only upon requisitions made out by him, and countersigned by the head of the department desiring said supplies. He shall keep a record of transfers of equipment from one department to another, for temporary purposes, and it shall be the duty of the head of the department desiring equipment from any other department to file with said Storeroom Superintendent a receipt for the same, and he shall, upon returning said property to the department from which it was taken, receive a receipt thereof from the Storeroom Superintendent. SECTION 6. The Shop Department shall be under the supervision of the Shop Superintendent, which office is hereby created. He shall have charge of the garages and machine shop, and of all work performed in the Shop Department of the City of Anaheim, and it shall be his duty to take charge of all repair work on all automobiles and equipment for the various departments of the City of Anaheim. SECTION 7. The Building Department under his supervision, and he shall have power, with the consent and approval of said City Council, to discharge any of said employees. Each of said superintendents shall render to said City Council a written report at least once a month, showing all of the activities conducted by him during the preceding month in his department, which report shall show the unexpended balance, if any, budgeted to such department by the City Council, and each superintendent shall perform such additional services as may be from time to time required by resolution of the City Council. Each of said superintendents shall have authority to sign the necessary requisitions on his department for such supplies as may be necessary to properly conduct his department, and he shall issue such receipts for any supplies or materials furnished to him as may be required by the Storeroom Superintendent. SECTION 10. It shall be the duty of each of the superintendents or heads of the various departments above set forth, and also the duty of the Fire Chief, the Chief of Police, the City Clerk and the City Controller, to submit to the City Council, on or before the first meeting in April of each year, a tentative budget for each respective department, said budget to show the estimated revenue and the estimated expense of each department during the next ensuing year. SECTION 11. That none of the various superintendents or heads of the various departments above set forth, or any of the department heads of the City of Anaheim, shall have authority to purchase any supplies or materials, or contract any debts for supplies or materials to be used in said departments, and all supplies used by each department shall be obtained only through the Storeroom and Supply Department of said city. SECTION 12. That Ordinance No. 561 of the City of Anaheim, entitled "An Ordinance of the City of Anaheim," OFFICE OF CITY MANAGER OF THE CITY OF ANAHEIM, DEFINING HIS DUTIES AND FIXING HIS COMPENSATION, AND FIXING THE DUTIES OF THE SUPERINTENDENT OF STREETS OF THE CITY OF ANAHEIM." THE CITY COUNCIL OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS: SECTION 1. That there be and are hereby created, for the government of the City of Anaheim, in addition to the Police Department, Fire Department, Public Service Department, and Engineering Department of said city, the following departments: Street Department, Park Department, Light, Power and Water Department, Storeroom and Supply Department, Shop Department, Building Department, and Auditing Department. SECTION 2. The Street Department shall be under the supervision of the Superintendent of Streets, which office is hereby created. Said Superintendent of Streets shall have supervision over all work to be done in and upon all streets within the City of Anaheim. SECTION 3. The Park Department shall be under the supervision of the Park Superintendent, which office is hereby created. Said Park Superintendent shall have supervision over all activities in the Anaheim City Park. He shall have charge of the maintenance and upkeep of said park and all parkways bordering streets within the City of Anaheim. He shall have supervision over the city orange groves. SECTION 4. The Light, Power and Water Department shall be under the supervision of the Superintendent of Light, Power and Water, which office is hereby created. The Superintendent of Light, Power and Water shall have from the Storeroom Superintendent. SECTION 6. The Shop Department shall be under the supervision of the Shop Superintendent, which office is hereby created. He shall have charge of the garages and machine shop, and of all work performed in the Shop Department of the City of Anaheim, and it shall be his duty to take charge of all repair work on all automobiles and equipment for the various departments of the City of Anaheim. SECTION 7. The Building Department shall be under the supervision of the Building Inspector, which office is hereby created. It shall be the duty of the Building Inspector to perform all duties required of the Building Inspector in the Building Code of the City of Anaheim, and to perform all duties required as Building Inspector under the ordinances of the City of Anaheim. SECTION 8. The Auditing Department shall be under the supervision of the City Auditor, which office is hereby created. It shall be the duty of the City Auditor to maintain and keep a set of books, showing the receipts and expenditures of the various departments of the City of Anaheim, and to issue such statements, showing the receipts and disbursements of said departments, as shall be required by the City Council from time to time, to assist in preparing the annual budget for the various departments, and to perform such services as may be from time to time required by the City Council. SECTION 9.
