First Hearings of Code Begin In Week (Continued from page 1) ated with a large or a small shipper, or even if he ships his own crop. But, in order to play fair, and to protect his own interests, the non-affiliated grower, who has not definitely assigned the marketing of his crop to a shipper, must apply to the growers advisory committee in Los Angeles, for his allotment of each week's proration, and only ship the amount that he is entitled to move." This brings up the main difficulty as far as the individual grower is concerned, according to Mr. Markell. It is frequently not advisable, from an operating standpoint, for a small grower to harvest his share of the total shipments week by week, or even by doubling up and shipping every other week, as is provided for in the agreement. By pooling, however, where a number of growers are associated together, it may be possible to harvest a considerable portion of one grower's crop one week, another grower's the next week, etc., and still comply with the terms and the purpose of the agreement. "That is the reason why, so far as the marketing agreement is concerned, it is to the advantage of practically every grower to be affiliated with some shipping organization that suits his personal ideas and requirements," said the government official. "It is, however, to his interest to determine whether the shipper that he selects is in a position to take care of his needs, and he should be sure that this shipper can do without violating the agreement. This is the non-affiliated grower's trust and his obligation to his fellow growers." Politics Warm Up As Incumbents File (Continued from page 1) Querying Sheridan, last of the incumbent councilmen to file for re-election, on what basis he is making his campaign, he said: "Upon the efficient record of the city government during the past four years. Our cash reserves have increased, our bonds sell at a premium, our tax rate is lowered 28 per cent and our assessed valuations lowered approximately 10 per cent. The city's streets, lighting system and other improvements, compared with other communities in Southern California, are in excellent condition. We have made permanent improvements and at the same time brought the tax rate down to 30 cents. As a member of the city council for the last four years I am offering this record as my recommendation for re-election to the council." Yungbluth, asked the same question, replied: "We have made every reasonable effort to be economical in our city government; and at the same time give the residents of this community the best possible service. The condition of our treasury is the envy of nearly every city in the state; the condition of our city improvements excels other cities; our city's bonds bring a premium, something that speaks volumes about the conduct of our city. I want to help keep up the good management of the city, and save dollars for every taxpayer." Price also is running on his record as an employee of the city for the last 13 years, during which time he has been a taxpayer for the entire period.
