What Factors Contribute to Happiness Or Distress of Humanity? Question to Be Answered In World Affairs Conclave
Institute to be Held at Riverside in December Will Study Problems Confronting Civilization; Japanese Educator to Discuss "Japan's Place In Family of Nations"
What influences and factors determine and dominate the everyday life of peoples of the earth? What trends, movements, and events are so significant that contribute to the happiness or to the distress of all humanity?
This challenge is to be taken up by delegates to the 10th annual Institute of World Affairs which is to meet December 11-16 at Riverside, California, with Dr. R. B. von KleinSmid, president of the University of Southern California, as Chancellor.
The Orient
One of the principal speakers at the one-week conclave will be Dr. Inazo Nitobe of Tokyo, who will discuss "Japan's Place in the Family of Nations." Statesman, author, and educator, Dr. Nitobe is a member of the Japanese House of Peers, professor of history at the University of Tokyo, and author of "An Interpretation of Japan," a recent volume which deals with the politics, government, and social life of the Japanese people.
He was president of the third conference of the Institute of Pacific Relations which met at Kyoto, Japan, in 1929. Having served as under secretary of the league and as a member of various committees, Dr. Nitobe has been active in the work of the League of Nations.
Science
Science, of universal source and application, ever searching for fundamental truth and seeking to serve mankind, has a prominent place in the Institute program. "Science in International Relations" is the subject of a session to be headed by acting President Robert E. Swain of Stanford university as a highlight of the December conference. His service and achievements in the fields of chemistry and government as well as in the field of higher education assure a notable contribution to a forceful program.
Economies
Angeles is to describe "Russia's Aims in Asia and the Pacific."
Europe
Dr. Emory S. Bogardus, chairman of the department of sociology at the University of Southern California, who spent last year in Europe studying political and social conditions, is to direct a conference dealing with "Fascism as a Social Movement."
Dr. Christine Galitzi of Bulgaria; at present teaching at Scripps College, is to speak on "The Third Balkan Conference in Bucharest," and Dr. George M. Stratton of Stanford University will reveal the reactions of "A Psychologist in the East."
Director, Delegates, and Board
Dr. Charles E. Martin, professor of political science at the University of Washington, is to serve as director of the 1932 session. A specialist in international law, Dr. Martin is author of "Policy of the United States as Regards Intervention," "Representative Modern Constitutions," "American Government and Citizenship," and "Politics and Peace." He also edited "The Pacific Era."
Delegates to the December Institute have already been appointed by the University of Hawaii, University of New Mexico, University of Texas, Redlands University, Pomona college, Pacific School of Religion, Whittier College, and Mills college, in addition to those institutions represented by the participles.

Considering economic influences as probably the most important factor effecting present and future conditions both national and international, Dr. von KleinSimid has also arranged for the presentation of various phases of this field at the 1932 Institute.
Dr. Rockwell D. Hunt, dean of the graduate school of U. S. C., will discuss "Rival Economic Systems; Capitalism, Communism, and Socialism" emphasizing the interpretation of world welfare in economic terms.
"World Economic Planning" will be studied by institute members under the direction of Dean Henry F. Grady of the University of California at Berkeley, and Prince Lobanov-Rostovsky of the University of California at Los Angeles.
Delegates to the December Institute have already been appointed by the University of Hawaii, University of New Mexico, University of Texas, Redlands University, Pomona college, Pacific School of Religion, Whittier College, and Mills college, in addition to those institutions represented by the participants listed above.
Members of the advisory board of the Institute of World Affairs include representatives of the University of Arizona, the University of British Columbia, California Institute of Technology, University of Oregon, Institute of International Education (New York), Carnegie Endowment for International Peace, Carnegie Foundation for the Advancement of Learning, Motion Picture Producers and Distributors of America, and the Pan-American Union, D. C.

Legion Membership Cards Put On Plane
When "Turk Sherwood of Fullerton headed his plane for Santa Ana it bore 84 cards from the Anaheim post, American Legion, deposited by Commander J. Fred Sidebottom. At the county seat a plane coming from the San Diego area picked up the cards from northern Orange county and proceeded to Los Angeles where other units were gathered and sent to Legion headquarters where Adjutant James K. Fisk checked the cards to see if the 30,000 membership goal was achieved.

New Damping-Off Plan Developed
Formaldehyde dust has been tried on tomato and many other vegetable seedlings, and on practically all flower seedlings, with excellent results in the control of damping-off diseases, according to information received by the farm advisor's office from the Ohio experiment station where the work was carried out.
Formaldehyde dust may be prepared by mixing 15 pounds of commercial 40 percent formalin with 85 pounds of a carrier such as charcoal and kaolin, or other infusorial earths. It is stated that when the precaution of watering immediately after sowing is observed, that practically no injury results to any type of plants.
The procedure recommended is to thoroughly mix the formaldehyde dust with the soil at the rate of one and a half ounce per square foot of seedbed 2½ or 3 inches deep; sow the seed immediately, and water the soil thoroughly.
State Studying History of Bass
In an effort to compile a comprehensive history of the striped bass, the state fish and game commission has started a program of tagging that is designed to furnish full information as to the migratory range of these fish, how fast they grow, where they may be found at various seasons, and how they thrive in salt, fresh or brackish waters.
Enlisting the support of several anglers associations, who gladly offered their services, work was started this week putting tags on the first 250 of 10,000 that will be thus marked before the experimental work is completed.
White and red celluloid discs, one-half inch in diameter, have been provided those who will carry on the work under the supervision of the Division of Fish and Game. The white tag contains a serial number, with the department's initials. The red tag contains information as to what the fisherman, catching

The county conductress association Order of Easter Star, will hold a Christmas party December 12 at the home of Mrs. Hazel Bishop, Laguna Beach, according to a decision reached at a meeting in Santa Ana Monday, which Mrs. Yuarda Akerman attended. Husbands of members will be special guests at the Christmas meeting.

"SECOND: That the State Division of Water Resources be requested by your board and this Association (and any other interested parties which may be induced to cooperate) to make an investigation of the amount of flood water which may be available from the Santa Ana River and its tributaries and allocate the amount of such water to which each claimane shall be entitled, as a working basis for an adjustment of the rights of claimants to flood water on the Santa Ana River and its tributaries."
"We are willing to agree that such decision shall be final and binding on all parties concerned, or that such in-vestigation and recommendation shall be the basis for discussion and settlement of this question.
"In the event that neither of these proposals meet with your approval, we respectfully suggest:
"THIRD: That your board advise us what proposal will be satisfactory to it and under what conditions your board will be willing to give its consent to the extension of our works as provided in the Sonderegger report, or such modi- cation of the extension of such works as you would be willing to approve, so that the State funds may be available for the extension of our works and the relief of unemployment at this critical time.
