There has never been a time in its history when some one was not ready to announce that it was "trembling on the verge." Washington despaired of it. Lincoln despaired of it. Many present-day prophets assure us that it passed over the peak in 1929, and is now definitely on the way down. Yet within the past few months I have enjoyed some interesting experiences. I have attended the annual sales conventions of a number of major industries. Their business, when I visited them, was terrible. But what took place at the conventions? In one of them, an electrical industry, the head of the research department revealed plans for a new household utility which promises to banish one disagreeable feature of housework. It is certain to have a tremendous sale. In a furniture company, the "planning department" displayed a whole new line of improved floor coverings. In a third, an optical concern, the scientists told us of work now going on which may give all of us better eyesight. Everywhere I found men's backs turned upon present discouragements, and minds busy with better goods, better methods, better ideas, better living. I spoke to the head of one company about it. He said he had recently been holding a meeting of their English representatives. He told them casually that the company had hired an engineer and assigned him the task of making a world survey of their sources of raw materials for the next twenty-five years. One of the Englishmen exclaimed: "Confound you Yankees! What English company would ever think of hiring a man to look ahead twenty-five years?" Coming to the end of all these meetings, I concluded that it is a matter of time to worry about the future of American business. I spoke to the head of one company about it. California With $41,625,893 Leading Nation in Receipts of 1931 Gas Taxes Pennsylvania, With Twice the Population; and New York, With Three Times Number of Residents, Lag Being Golden State Record, Board of Equalization Studying Proposals For Change of Present Laws. Receipts from the gasoline tax in California for 1931 exceeded similar revenue in all other states to total $41,625,893, an increase over 1930 of 4.18 percent, according to a statement today by R. E. Collins, chairman of the state board of equalization. Pennsylvania and New York, with gasoline taxes of three and two cents respectively, were the only states even approaching California in yield from this source. Each of these states collected approximately $30,000,000 during 1931, although the population of Pennsylvania is more than twice that of California, while New York has almost three times as many inhabitants. Huge Mileage The California tax represented sales of 1,401,545,204 gallons of gasoline in this state last year. Using an average of fourteen miles to the gallon of gasoline obtained by motorists, this huge gallonage means that more than 100,000-200,000 miles were traveled by automobiles in California in 1931. The board added 1-99th to sales records for the year to arrive at the production figure as required by law. The tax was calculated on this figure, subject to a one percent shrinkage deduction following the legal formula, making the net tax three cents a gallon. Revenue from the tax has showed a constant increase each year. The percentage of increase for each of the past six years over the previous year is as follows: 1926, 11 percnt; 1927, 12.3 percnt; 1928, 8.2 percent; 1929, 13.8 percnt; 1930, 6.5 percent and 1931, 4.18 percnt. It will eventually form the fourth transcontinental telephone route terminating at the San Bernardino operating center of the company. At present there are transeptinental routes to the east from San Bernardino via Yuma, Ariz., Whitewater, Calif., and Las Vegas, Nevada. The Dlythe circuit maps th represent Yuma line at Indio. It crosses 89 parcels of property in addition to public lands. Of the $115,000 involved in the project, more than $70,000 represents labor cost, furnishing more than 9,000 men. The tax assessed against gasoline manufacturers for December, based on their distributions in that month, totaled $3,130,587, the statement by Collins said. Study Before Change Many suggestions have been made in the press recently regarding possible changes in the gasoline tax," commented Collins. "Most of the plans are designed to relieve real property, a motive with which our board is in complete sympathy. We do believe, however, that a most careful investigation should precede any amendment o the present law. "A tax research bureau has been created and is now functioning in our board. Its duties, as outlined by the legislature, are primarily to investigate the present tax system and to aid in lifting the tax burden from property. This burden should be given an opportunity to study the proposals for revising the gasoline tax and present its report to the legislature regarding the different plans being proposed." Two portable camps are housing the crew; one camp being established ahead of the other daily. The crews are sheltered in tents with floors. Fertilizer Men Under Licenses Operation of Law to Protect Buyers of Fertilizer Explained by Moulton California's 1,263 fertilizer dealers and salemen are advised by the state department of agriculture that they should apply for the 1952 licenses immediately, while Dudley Moulton, director, cautioned growers to purchase their fertilizer supplies from licensed dealers only. According to state law, fertilizer dealers or any person independently engaged in the sale of fertilizer must obtain a $2-a-year license from the state division of chemistry, while salesmen must obtain a $1-a-year license. All persons or firms selling fertilizers without a license, except persons selling selling fertilizer originating on their own premises, must obtain a license, the department of agriculture pointed out. Fertilizers include lime, gypusm, compost, soil corrective, mixed fertilizer and any materials used for enriching the soil, whether sold in packages, sacks or in bulk. Under an act of the legislature, persons convicted of selling fertilizers without a license are subject to a maximum state prison sentence of two years or a maximum fine of $2000 or both. Growers were urged by Director Moulton to obtain their fertilizer supplies from licensed operators only.
