Edison Co. Opens Office Building All-Electrical Structure for Executive Officers and Nearly 1,000 Employes The new all-electric general office building of the Southern California Edison Company Ltd., at Fifth street and Grand avenue, Los Angeles, was occupied by the company February 24. The executive officers and approximately 1,000 of the company's 5,100 employees will utilize the height-limit building. John B. Miller, chairman of the Edison company, announced that the formal opening of the structure would be held March 20, the date of the annual meeting of Edison stockholders. Typically American Building The structure is of the typically American set-back style of architecture. It was designed by the firm of Allison and Allison, architects, and built by the P. J. Walker Company. The lower portion of the exterior is limestone with granite base and the upper stories are of terra cotta finish. The doors of the formal logia entrance and first floor are of marble. Entrance to the spacious elevator lobby is through an impressive corridor with Spanish Renaissance ceiling. This corridor connects with a lower Fifth street entrance and also opens into the investment department rooms, electric appliance demonstration and sales rooms, an auditorium, club rooms and library. A model electric kitchen, finished in tile and containing complete electric equipment, is included in the appliance sales department quarters. Show of Electric Equipment Affording a complete demonstration of the use of electricity in modern office structures, the new building provides the company and other members of the electrical industry of Southern California with facilities for the showing. 560 Farm Measures Now In Legislature "There have been several decisions," said Taylor deprive the State of what a man sells, provisional edible and is not de California farmers, re-market is dependent on present reputation for Show of Electric Equipment Affording a complete demonstration of the use of electricity in modern office structures, the new building provides the company and other members of the electrical industry of Southern California with facilities for the showing of a wide variety of electrical equipment in use under normal operating conditions. The electrical installations provide for all the building services, including lighting, exterior flood lighting, heating, cooling, ventilation, circulating ice water system, pneumatic tube system for mail, automatic telephone system, Telechron time system and all power purposes such as the six high speed, automatic control passenger elevators. These have a speed of 600 feet a minute. Cool Air In Summer The electrically operated ventilating system enables temperature control that is entirely independent of outside air conditions, a constant, determined temperature with proper percentage of humidity being maintained. In the summer a refrigerating plant in connection with the ventilating system will cool the air approximately fifteen degrees below that of the outside atmosphere. Every office is equipped with air supply and exhaust ducts which give a complete change of air six times per hour. Special lighting with emphasis upon the best type of illumination equipment to serve the needs of varying conditions of occupation is an outstanding feature of the new building. Walls and collings of the structure have been specially treated to provide the most desirable acoustical conditions. Building is 222 Feet High The cubical contents of the building is more than 3,750,000 cubic feet, and the gross floor area is 273,000 square feet or equivalent to the area from curb to curb on Broadway for the length of one mile. The height of the building is 222 feet, about one-half the height of the Los Angeles city hall. The steel frame of the structure was designed for unusual strength. All of the earthquake bracing and special connections for resisting earthquake stresses are joined by means o electric welding and the connections for supporting the vertical live and dead loads are riveted. There are approximately 3,640 tons of structural steel in the frame. The general offices of the building are distributed throughout the upper floors, with the executive offices on the twelfth and eleventh floors. Woodwork of the various offices is of dark oak finish. A simplicity of design, in harmony with the modern trends of architecture. 560 Farm Measures Now In Legislature Have Direct and Indirect Bearing On Agriculture Interests of State, Report Shows 100 NEW TAX PROPOSALS Trend is Unmistakably Toward Tax Revision With more than 500 bills pending before the 1931 State Legislature which have either a direct or indirect bearing on the welfare of California agriculture, taxation and crop standardization measures stand out as dominat problems on the farm legislative calendar. Ralph H. Taylor, executive secretary of the Agricultural Legislature Committee of California, so reported in an analysis of farm measures submitted to the 40 commodity organizations which comprise the Agricultural Committee. Direct and Indirect "While direct farm legislation, sponsored by agricultural groups and directly affecting the farmer, is considerably less than in former years," said Secretary Taylor's report, "the amount of legislation with indirect but vital bearing on agriculture is more than twice as great as in previous sessions. "This situation constitutes a challenging illustration of the interdependence of our industries under modern conditions, and it requires that agriculture redouble its vigilance in legislative matters." Taxation Is Leader "Taxation seems to be the legislative leader at this session. Our analysis reveals more than 100 separate and distinct tax proposals now pending before the Legislature, all with some bearing on agriculture and agricultural areas. While it is quite possible that no major tax change will be ordered at this session, the trend is unmistakably toward tax revision in the near future and the many widely differing tax proposals of this session merit our most careful study and consideration." Among the taxation measures submitted to the 1931 session are two income tax bills, one sponsored by the California State Grange and the other by the California State Farm Bureau. There have been several decisions," said Taylor deprive the State of what a man sells, provisional edible and is not deCalifornia farmers; market is dependent on present reputation for products; are strenuous any reduction in highRevision of Stands "One of our major revisions of the Standard conform to the court losing the benefits while achieved by standardization. A statewide presenting the various pressing elements in this worked hard on the rite together with many and it is expected that satisfactory standards will be enacted." To safeguard the state in the future, there is posed legislation to proforate the State Department who would assist standardization litigation. Secretary Taylor's cooperative form Agricultural Legislature representing approximately forty-four farms, embraces digest of 560 measure agriculture. THREAT OF DIPHTHERIA A threat of a diphtheria outbreak has made it impossible for visitors to get into the county jail, where eight prisoners have been under observation, and two jailors have been isolated. When it was discovered that a prisoner was suspected of having the infection, drastic steps were taken to suppress an outbreak. Budge Lacy, head jailor, and Charles Virgoe, turnkey, have been in seclusion while awaiting developments. One of Major Objectives One of the major objectives of the Agricultural Legislative Committee at the current legislative session, Taylor announced, will be revision of the California Fruit, Nut and Vegetable Standardization Act to conform to recent court decisions. California farmers, realizing that our market is dependent or maintaining our present reputation for quality standard products, are strenuously opposed to any reduction in high standards. Revision of Standardization Act "One of our major tasks, therefore, is revision of the Standardization Act to conform to the court rulings, without losing the benefits which have been achieved by standardization and certification. A statewide committee representing the various producing and shipping elements in the industry has worked hard on the revision program, together with many subcommittees, and it is expected that a reasonably satisfactory standardization measure will be enacted." To safeguard the standardization act in the future, there is also being proposed legislation to provide an attorney for the State Department of Agriculture who would assist local officers in standardization litigation. Secretary Taylor's special report to the cooperative form groups of the Agricultural Legislative Committee, representing approximately 60,000 California farmers, embraced an impartial digest of 560 measures relating to agriculture. Six Store Rooms In Old Bank Building The building at East Center and South Los Angeles streets, one of the most imposing business structures in down town Anaheim, and formerly occupied by the Bank of Italy, is to be transformed into a group of attractive rooms for retail stores. The remodeling, which is to start soon, will cost about $20,000, according to estimates announced by E. E. Smith, manager of the Anaheim branch of the Bank of America Trust and Savings, with which the Bank of Italy was merged some time ago. The ground floor of the building will be remodeled into six store rooms and they will be modernized and made most attractive for retail merchants, with show windows a special feature, Mr. Smith said. Wall was said to have told officers that he had permitted another man to use his plane and knew nothing of its use as a liquor carrier. Sheriff Jackson and his men found fifty five-gallon cans of alcohol in the passenger compartment of the plane. Near by on the mesa a similar cargo, dropped by a sister ship which picked up the pilot of the disabled ship, was found. Jackson and Collins ordered the plane repaired and flown to the Fullerton airport pending further investigation. New Governor The people of the Virgin Islands, which the U.S. bought from Denmark, have been asking for a civilian governor instead of an officer of Marines, so President Hoover has named Paul Martin Pearson, of Swarthmore, Pa., to that post. Small Farm Homes In the Southland City Workers Are More and More Going to the Suburban Districts, Now With entries coming in from every community in Orange and Los Angeles Counties, the second annual small farm home contest promises to reflect the real value of suburban living in this area, according to Ross H. Gast, contest manager. This novel competition, sponsored by the Los Angeles Chamber of Commerce, is an effort to secure experience information on how small acreage properties are developed and maintained. Substantial cash awards, as well as wide publicity, are the rewards offered for the best properties of this kind in the two counties. Places Developed by Families Most of the entries already received are for places which have been developed by families whose income is from other sources, largely employment in town or city, the contest manager said. There is a tendency for the industrial worker particularly to adopt this mode of living, as it is possible to produce a part of the family food supply right on the property, thus making his income more elastic. The wholesome, semi-rural environment, without sacrifice of city advantages and comforts, is also a factor in the increasing popularity of the small farm home, according to the manager of the contest. What Good Roads Mean "With the tremendous strides in highway development, many people with steady city employment, who for other than economic reasons prefer country life, have been able to give their families this freer, healthier and more wholesome existence," Mr. Gast states. "These spendid highways, together with open weather the year round, allow city workers to commute a distance which five or ten years ago would have seemed impossible. These workers can leave for their employment each day, happy in thought that while they are busy with remunerative activities in the city, the well known California sunshine is 'carrying on', helping to procure on their little places fruits and vegetables which will help lighten their financial burden and provide a few luxuries for the family." Dead Woman Held Guilty of Murder Mrs. Guy Post Bates, whose stage name is Adele Ritchie, murdered her intimate friend, Mrs. Doris Murray Palmer, in a cottage at Laguna Beach, last August, and then killed herself, according to the finding in Superior Judge Scovill's court at Santa Ana, where the extraordinary case was heard last week. While Mrs. Post is dead, the civil suit of her guilt or innocence of murder, was brought into court to determine whether her estate or that of her victim should benefit from a $1,000 life insurance policy. The court held that the policy should go to Mrs. Palmer's estate. Moseby White, attorney for the Post estate, sought for more time, but his plea was denied. He contended the court had no jurisdiction to decide whether or not Mrs. Post was a murderer and, if she was, he further contended the relationship between the victim and slayer was such that both were insane. He argued that an insane person could not be convicted of murder, therefore Mrs. Post's estate could claim the bequests. The trial produced another unique feature when Attorney Stanley Reinhaus for the heirs of Mrs. Palmer called White as a witness over his violent but futile protests. He was called to prove ownership by Mrs. Post of the gun with which she is convicted of slaying her friend, then ending her own life. Orange Shipments Top All Records Combined shipments of California and Florida oranges during the month of January were the heaviest in the history of the industry, while Florida grapefruit shipments during the past month were 54 per cent above the average of the past ten years and 17 per cent above the average of the previous bumper year of 1928-1929, according to Dana C. King, orange sales manager of the California Fruit Growers Exchange. "During the first three months of the 1930-31 season a total of 42,812 cars of oranges and grapefruit have been shipped from United States citrus producing areas," stated Mr. King. "This compares with shipments of 34,718 cars of oranges and grapefruit last year, 41,167 in 1925-29 and 31,618 in 1927-28." "Recent heavy rainfall throughout Southern California has brought the season's total up to normal and will be an important factor in the growth of Southern California Valencia oranges," continued Mr. King. "During the month of February approximately 4500 cars of Southern California Naval oranges should be moved from the state by all shippers."
