College Course In Matrimony
From Courtship To Family Quarrels May Be Studied at U. S. C.
If hubby spends too much time in the speakeasies, or wife sits up at nights waiting for him with a rolling pin—the chances are their education in marriage has been neglected.
For a college course in marriage and family guidance, a unique departure in social guidance, is now available to California boys and girls who contemplate matrimony, according to the state department of education.
The course has been established by the University of Southern California, under the leadership of Dr. Meyer F. Nimkoff.
Some of the subjects include "Preparation for Marriage," open to young men and young women; "Marriage Problems," for husbands and wives, and "Child Guidance," for fathers and mothers.
From courtship to family quarrels, all subjects will be considered. They will include problems of mating, sex adjustments in marriage, problems of reproduction, marriage and money, psychology of the wife who works, religion as a factor in marriage, problems of the first years of marriage, treatment of marital discord, marriage and mental hygiene and success in marriage.
To be certain that theory shall not replace experience, Dr. Nimkoff is planning to make analysis of actual marriage situations, and special attention is given to questions submitted by members of his classes, with such questions answered confidentially in writing if desired.
"A group of affiliated consultants in psychology, psychiatry, medicine, and law will cooperate with the institute, offering opportunity for personal conference with men and women trained in diagnosis of difficulties confronting parents, husbands and wives, and transportation and distribution of oil in, along and across all public highways now existing or hereafter laid out in the county of Orange, state of California, described as follows:
1. Beginning on the west side of Golden West (Westminster Road) Avenue, at the intersection of said Avenue with Magnolia Avenue, thence East across said Golden West Avenue (Westminster Road) on Magnolia Avenue, except therefrom Farm Lot No. 106, and the Southern Pacific Railway Company's right-of-way.
2. Beginning at the intersection of Huntington Avenue and Magnolia Avenue, thence Southerly along said Huntington Avenue to the City limits of the City of Huntington Beach.
Section 2: This franchise is granted and shall be held and enjoyed only upon the terms and conditions herein contained, and the grantee must, within thirty (30) days after the passage of this ordinance, file with the clerk of the board of supervisors a written acceptance of the terms and conditions herein expressed.
Section 3: The term "grantee," whenever used herein, shall be held to include the grantee or its successors and assigns.

"Clubs and other organizations are to be supplied with speakers and programs on marriage relations, child welfare, parental education, and allied subjects, and reading lists dealing with marriage relations are also to be supplied by the social education group."

Speaking of a recent fire in a Missouri town, one exchange said a certain family lost all its property. The other newspaper said the family lost a used fliver, and J. E. Ford of the Bunceeton Eagle says they both were probably right.

Maas is Defendant, upon a Judgment rendered the 12th day of September, 1930, for the sum of Twenty-four Thousand Six Hundred Fifty-nine and 96-100 ($24659.96) Dollars, Lawful Money besides costs and interest; and the sum of $24,659.95 with interest from the 11th day of September, 1930, is now (at the date of this writ) actually due on said Judgment.
I have on the 18th day of November, 1930, levied upon all the right, title, claim and interest of said defendant in and to the following described real estate, to-wit:
Situated in the County of Orange, State of California, and more particularly described as follows, to-wit:
The Westerly 111.5 feet of Lot Sixteen (16), Block "A" of Tract No. 237, Owens and Jones Tract, as per map recorded in Book 13, page flush with the surface of the highway and so located as to conform to any order of the board of supervisors in regard thereto and not to interfere with the use of the highway for travel. The grantee shall have the right, subject to such regulations as are now or may hereafter be in force, to make all necessary excavations in said highways for the construction and repair of said pipe line, traps, manholes, appliances and attachments.
Section 5: If the said pipe line shall be laid along any macadam highway in the county of Orange, it shall be placed at the edge of the highway so as not to disturb the macadam surface, and in no event shall any pipe or conduit be laid across the macadam highway without a special permit from the board of supervisors so to do, which permit shall specify the manner in which the pipe shall be laid, and may provide for the repair of the highways after the pipes have been laid by the officers of the county at the expense of the grantee; and upon the presentation of a bill therefor the grantee shall pay the same at once, or in the event of its failure so to do, this franchise shall thereupon be forfeited.
Section 6: All pipes, traps, poles, manholes, attachments and appliances constructed, erected or maintained under the provisions of this franchise shall be constructed, erected or maintained under the provisions of this franchise shall be constructed, erected and maintained in compliance with all of the ordinances, rules and regulations now or here after adopted or prescribed by the board of supervisors of Orange County. All pipes laid under this franchise shall be of first-class material, subject to the approval of said board of supervisors; and no pipe laid under this franchise shall exceed ten inches in diameter.
Section 7: The work of laying or repairing all pines, pipelines, traps, manholes, attachments and appliances shall be conducted with the least possible hindrance to the use of the highways for purposes of travel, and as soon as the laying, constructing, erecting or repairing of any pipe line, trap, manhole, attachment or appliance is completed all portions of the highway which have been excavated or otherwise injured thereby shall be placed in as good condition as the same was before the laying, constructing, erecting or repairing of any pipe line, trap, manhole, attachment or appliance, to the satisfaction of the board of supervisors of said county; and that any damage or injury suffered by any person by reason of any excavation or obstruction being improperly guarded during said work shall be borne by the grantee of this franchise.

ORDINANCE NO. 288
AN ORDINANCE GRANTING TO THE SHELL COMPANY OF CALIFORNIA, A CORPORATION, A FRANCHISE TO LAY PIPES FOR THE TRANSPORTATION OF OIL.
The board of supervisors of the county of Orange do ordain as follows:
Section 1: A franchise is hereby granted to the Shell Company of California, a corporation, to lay, and for a period of forty (40) years from and after the date of the granting of such franchise to maintain and operate a pipe line system to be composed of not more than one line of pipe for the condition as before the laying, constructing, erecting or repairing of any pipe, pipe line, trap, manhole, attachment or appliance, to the satisfaction of the board of supervisors of said county; and that any damage or injury suffered by any person by reason of any excavation of obstruction being improperly guarded during said work shall be borne by the grantee of this franchise.
Section 8: The county of Orange reserves the right to change the grade of any highway over which this franchise is granted and the grantee shall within thirty days change the location of all pipes, poles, traps, manholes, appliances and attachments laid, constructed or erected hereunder so as to conform to such change of grade.
Section 9: If any portion of any highway shall be damaged by reason of breaks or leaks in any pipe or conduit laid or constructed under this franchise, the grantee thereof shall, at its own expense, repair any such damage and put such highway in as good condition as it was in before such break or leak, to the satisfaction of the board of supervisors of said county.
Section 10: If said grantee shall fail to comply with any instructions of said board of supervisors with respect to the location of any said pipes, pipelines, traps, manholes, appliance or attachments, or the repair of any damage to highways within ten days after the service of written notice upon said grantee requiring compliance therewith then said board of supervisors may immediately do whatever work is necessary to carry out said instructions at the cost and expense of said grantee, which cost by the acceptance of this franchise said grantee agrees to pay upon demand.
Section 11: The grantee shall not commence the construction of any pipeline under the provisions of this franchise until it shall first have obtained a permit from the board of supervisors so do. Such permit shall be granted upon application of the grantee, which application shall show: The highway upon which it is proposed to construct lay the pipe, the length of pipe lines proposed to be constructed or laid, the size and description of the pipe intend-

Pursuant to the provisions of this law shall show in detail the location of such pipes, conduits, tunnels or structures which shall have been constructed or abandoned subsequent to the filing of the last preceding set of maps. Each map shall be accompanied by an affidavit endorsed on, subscribed and sworn to by grantee hereof.
Section 13: The said grantee shall within thirty days after the grant of this franchise file with the board supervisors of Orange County a statement showing the location length in linear feet of all pipelines constructed by it on any public highways in the county of Orange within the extent described in this franchise, and which no franchise has been obtained, if any such there be, and shall accompany such statement with the amount of one hundred dollars for mile or fraction thereof of pipe shown therein.
Section 14: The grantee of this franchise, by accepting the conditions set forth, stipulates and agrees that in proceeding for the purpose of regulating the rates of the grantee, no value shall be placed upon this franchise than the actual cash paid for by the grantee, and any viola- tion of this provision shall ipso facto a forfeiture hereof and render this franchise null and void, provided that calculating the value of this fran- ture the original purchase price paid time the franchise is sold and the amount of mileage then paid at rate of one hundred dollars a mile before mentioned shall be con- ded the purchase price.
Section 15: The grantee shall have right, during the period for which franchise is granted to transport fish and distribute mineral oil through the said pipes.
Section 16: The said grantee shall give the life of this franchise, pay to county of Orange in lawful money. The United States two per cent. of gross annual receipts of such license arising from the use, operation or session of this franchise. Noantage shall be paid for the first years, but thereafter such percent-hall be payable annually.
Section 17: It shall be the duty of grantee to file with the clerk of the board of supervisors at the expira- tion six years from the date of the filing of this franchise, and at theation of each and every year after, a statement, verified by the said grantee, or by the oath of manager or presiding officer of said firm, showing in detail the total receipts and gross earnings col- lured by received by said grantee during the preceding twelve months from furnishing and distribution of min- oil through any part of the sys-
